韩中建交二十周年及今后韩国对华政策的方向

本文的目的在于对韩中关系进行评估。自从1992年正式建交以来,韩中关系实现了全方位的发展,两国关系总体来说前景是乐观的。然而,在某些方面,如果缺少系统的管理,两国关系将会遇到难关。韩中两国尽管建立了重视对方的"战略关系",却也同时表现出了看待对方的认知差距和对彼此作用期待的差距。如果搁置这些差距,就会存在形成某种构架的危险。构架一旦形成,要想解决它就必须花费大量的机会成本。由此,缩小彼此间的认知差距和期待差距将是未来韩中关系发展方面非常重要的一个课题。为此,本文提出了五个目标(共进、三赢、复合性思考、关于韩中关系的民间协商、加强反思对话)和三个方向(中庸的安保本体性、谨慎外交、平衡安保)。     

试析皖南事变前后共产国际关于中共同国民党关系的策略

皖南事变前后,共产国际在思考、处理中共与国民党关系问题时,中心是力图维护抗日民族统一战线,不致发生破裂。在这一段时间,共产国际和中共中央之间的配合是比较好的。共产国际在方式上注意进行原则指导,发出的指示多是以建议和提醒的口吻,不像过去以僵硬的命令口吻。中共中央对共产国际的指示是尊重的,对共产国际有不同意见,多解释,并及时通报情况;在执行时,不像过去那样采取机械的教条的方式,而是从实际出发,尽量吸取其合理、正确的部分。打退国民党顽固派发动的第二次反共高潮,是共产国际积极指导,中共中央尊重共产国际的指示,两者之间相互理解、相互配合的结果。     

Democracy promotion and ODA: a comparative analysis

Scholars of democracy promotion foreign aid often claim it has substantially increased, yet they shy away from explaining by how much, nor investigate comparative trends in giving. This paper attempts to fill this void by addressing the following: (1) Has democracy promotion aid increased since the end of the Cold War? (2) Has the ‘assumed’ trend of increasing aid persevered through the difficulties encountered in democratizing Iraq? (3) Did aid increase from states that supported the invasion of Iraq compared to states that did not? The author's analysis purports that the answer is yes to the first two, yet it is harder to draw conclusions regarding Iraq. Another finding, contrary to claims in the scholarly literature, in terms of percentage and overall spending, the USA gives more democracy promotion aid than the EU. The author hopes this work stimulates research into the role of democracy promotion in the Arab Spring to consider historical trends in giving.     

Terrorism and trust

Trust enables us to simplify and understand complicated realities and orientate ourselves in them, which we do through symbolic systems, including myth and religion. Terrorism results when those systems generate extreme distrust, especially between ethnic or religious groups. Within nation-states pre-conditions of trust include normative coherence, stability, openness and accountability. In international relations these pre-conditions are more difficult to establish. But it is still possible. The process usually includes reaction to a crisis, the creation of good personal relationships between leaders, mutual concessions, well-documented agreements with provision for verification, and opportunities for populations to get to know each other.     

论云南与东南亚、南亚的贸易策略调整

近年云南与东南亚、南亚国家贸易中的一些商品一直在慢慢地减少，进口替代在渐渐地产生作用。本文以数据、事实分析为基础，结合经济规律与长期积累的实践经验，认为引起云南贸易变化的根本原因主要并不来自国际金融危机，而是来自对方国家产业升级后的“进口替代”和“出口替代”及我方“进口替代“的影响，在此基础上强调要重视邻国贸易变化情况，并为云南对外贸易产业的中长期发展提出具体意见。     

论1975年“马亚克斯”事件与美泰交涉

美国在越南战争的最后关头背信弃义,未出手援助它扶植的柬埔寨政权和南越政权,受到盟国质疑.刚成立的民柬政府扣留美国商船"马亚克斯"号,为美国重塑形象、重申强硬立场提供了机会,它以泰国为基地实施武力营救.不过,泰国正在调整向美国一边倒的外交政策,努力改善同亚洲尤其是印度支那邻国的关系,力图在这场美柬纠纷中保持中立.美国的营救行动造成泰国处境困难,引起强烈抗议和严正交涉.这个事件给冷战期间的美泰关系带来重要影响.     

Resettlement and risk of adverse incorporation: the case of the Polavaram dam

This article argues that people involuntarily displaced by development projects face the risk of adverse incorporation into local processes of development, and that resettlement programmes should aim at mitigating this risk. The article also contends that investigating the risk of adverse incorporation enables the identification of context-specific factors and processes that are likely to affect the outcomes of resettlement. The argument is applied to the case of the Polavaram dam in Andhra Pradesh, India, which will displace 200,000 people. It demonstrates that the affected people face the risk of being exposed to landlessness, fragmentation of landholdings, and casualisation of labour as a result of resettlement.     

How Efficient are Africa's Emerging Stock Markets?

The development of financial institutions has been viewed in recent years as critical to the economic development process. This research uses recent data from the eight largest African stock markets to test whether these markets meet the criterion of weak-form stock market efficiency with returns characterised by a random walk. Results are then compared with similar tests on emerging stock markets in South-east Asia and Latin America. Conclusions from the research indicate that test results for weak-form efficiency in the emerging African stock markets compare favourably with those performed on other emerging stock markets.     

Reinventing Governance for Performance in South Asia: Impacts on Citizenship Rights

Abstract

In line with the global trend of “reinventing governance” based on market‐driven policies and structures, South Asian countries have adopted some major reforms in governance during the recent two decades. While this market‐led shift in governance is largely intended to enhance its performance in terms of greater efficiency and quality, there is a tendency to overlook its implications for the rights and entitlements of citizens in these countries. The article examines the basic tenets or features of this transition in governance, encompassing the replacement of public sector by private sector and the transformation of public management based on business principles. The main objective, however, is to examine the critical impacts of this new mode of governance on the political and social rights of citizens in South Asia. The article concludes by stressing the need for paying adequate attention to citizenship rights in pursuing such reforms in governance.

在南越即将灭亡之际，美国组织了一场大规模的撤离行动，从南越撤走美国公民及其家属，以及大批南越公民。本文主要利用《数字化美国国家安全档案》所收录的解密文件，论述了美国政府在整个撤离过程中的决策及其实施步骤，分析了其缺点与不足。
