In recent years, the Paris club granted a number of African countries, including Nigeria, debt relief. This elicited widespread celebration in the capital cities of affected countries, where it was portrayed as a veritable launch-pad to Africa's development. This paper takes a critical look at the debt relief, with emphasis on its problems and prospects for Africa's development. It is argued that while debt relief does offer some prospects for development, there is little or no evidence to suggest that such an outcome is automatic. The conditions that precipitated the debt crisis in the first instance, including an inequitable international economic order and political conditions tied to aid, are still very present in the debt relief regime. Corruption of the foreign aid regime by both internal and external actors has been compounded by the recent global economic crisis, posing further constraints on the effectiveness of foreign aid in Africa. If debt relief must yield the desired result, it has to be accompanied by a sustainable campaign to fundamentally reform the world order to make it more equitable, together with a drive for good governance that is not only democratic, but also efficient and development-oriented in Africa. 相似文献

It was after much anticipation that members of the new Jacob Zuma foreign policy executive announced that, for the duration of their term, South Africa's foreign policy would be based on the doctrine of advancing ‘the national interest’, conceptualised simply as the ‘most vital needs’ of the country. However, almost two years since taking control of the levers of policy and political power, the South African government has yet to spell out in detail what constituted the national interest or how such interest would be pursued. In spite of this lacuna, senior members of the new foreign policy inner-elite continue to proclaim the national interest, and proceed to spell out grander foreign policy goals that they would pursue under the banner of a ‘new’ developmental agenda. These include consolidating the African agenda; deepening South–South cooperation; expanding South–North relations; strengthening foreign political and economic ties generally; and participating in a global system of governance. To date, this proclamation that the national interest will be the beam that will guide foreign policy has remained little more than a statement of intent and much conjecture. The challenge is to move beyond rhetoric and intentions and to define the national interest and to articulate a coherent foreign policy going forward. This will require concrete proposals on the basis of thorough-going domestic–foreign policy linkages. 相似文献

Over the past decade, power dynamics within the South Atlantic region have undergone significant changes. While the area has historically been dominated by North–South ties, both in terms of material flows and with respect to political influence, more recently there has been a surge in cooperation between developing countries within this space. As trade, investment and other forms of exchange and dialogue increase among actors from within the region (notably between South America and Africa) and with states located outside the region, the BRICS countries become more relevant to the South Atlantic. Individually, they have become relevant players in the South Atlantic's economic, political and security dimensions. Collectively, as inter-BRICS flows and political coordination intensify, new configurations of cooperation emerge within the South Atlantic. These initiatives suggest that rising powers are contributing towards making the South Atlantic – long dominated by North–South ties – a space where South–South cooperation and norms predominate. 相似文献

Media reports alleged in late 2012 that South Africa was treating Lesotho ‘worse than … under apartheid’. To test that premise, this article contrasts Lesotho's regional and bilateral interactions during the colonial and apartheid eras with present relationships. It reviews bilateral and regional factors that impact Lesotho, emphasising Lesotho's roles in the Southern African Customs Union, the Common Monetary Area, and the Southern African Development Community (SADC) as well as diverse bilateral transactions with South Africa. Lesotho's experiences with SADC economic, political and security operations are evaluated. Whether a mutually beneficial relationship with South Africa is replacing the prior hegemonic pattern is questioned, especially after the peaceful transfer of power in 2012 to Lesotho's opposition parties. Dual citizenship, open borders, an economic union and even the remote possibility of political fusion are discussed. Finally, the article addresses how Basotho view border issues, why they have reservations about regionalism and political amalgamation, and why commitment to separate Lesotho statehood persists. 相似文献

In the fall of 1918, after over four years of war, the cohesion of Austria-Hungary collapsed. In the aftermath of the Great War, Burgenland (Western Hungary) was part of a pattern of complex territorial issues, though it was actually the smallest disputed territory between Hungary and her successor states. The region became a disputed land after the Allied Supreme Council recommended the transfer of most of it to Austria. The internal crisis in Budapest, the Habsburg restoration attempts and the activities of many militia on the ground led to an extremely dangerous situation. Diplomatic and direct military involvement of the Powers eventually resolved the issue with an agreement providing for a plebiscite on the fate of Sopron and the other smaller towns of the region. At least until 1921 Western Hungary represented an element of destabilization in Europe, while its partition was a significant event in the evolution of relations between the two new states of Hungary and Austria, and a testing ground for European diplomacy. The purpose of this article is to highlight the role of Italy in these complex events and to elucidate the contribution of its military in the formulation of clearer political strategy. 相似文献

This article examines how rebel Serbs in Croatia reinterpreted narratives of World War Two to justify their uprising against the democratically elected Croatian government in 1990 and gain domestic and international legitimacy for the Republika Srpska Krajina (RSK) parastate. While scholars have written about the strategies nationalist elites used regarding controversial symbols and the rehabilitation of World War Two collaborators in Croatia and other Yugoslav successor states, the RSK's “culture of memory” has received little attention. Based on documents captured after the RSK's defeat in 1995, this article shows that it was not only the government of Franjo Tudjman that rejected the Partisan narratives of “Brotherhood and Unity,” but a parallel process took place among the leadership in the Krajina. Ultimately the decision to base the historical foundations of the Croatian Serbs' political goals on a chauvinist and extremist interpretation of the past resulted in a criminalized entity that ended tragically for both Serbs and Croats living on the territory of the RSK. 相似文献

South Tyrol (Italy), with its three officially recognized language groups (Germans, Italians and Ladins), is a successful model of how a minority problem can be solved. It is based upon the principle of dissociative conflict resolution, which means separating the language groups as much as possible between themselves, as well as the principle of consociational democracy, which focuses primarily on the cooperation between the language groups' elites. In the last few years it has been observed that while the institutional frame has not changed, society has, thereby starting to undermine the existing political and institutional system from below. This concerns mainly the ethnic division, which is being questioned more and more by civil society, as well as aspects of cooperation between the elites. As a consequence of this process, South Tyrol's autonomy is moving toward further integration, with the latter again translating into strengthening the two factors of territoriality and identity. 相似文献

This article offers an analysis of the collapse of the WTO talks in Cancun in September 2003. It argues that the collapse of the talks should not be regarded as a victory for the developing world, as many have suggested. Rather, the collapse should be seen as the inevitable result of deep‐seated tensions within the wto 's institutional framework, both in terms of the processes that underlie its working and the substance of its agreements. The article argues that these imbalances, if not corrected, will heighten the alienation of developing countries and work to the detriment of the legitimacy and survival of the wto. 相似文献
