Ethiopia and Sudan share a common boundary of over 1600 km which was drawn through a series of treaties between Ethiopia and the colonial powers of Britain and Italy. To date, this boundary has not been clearly demarcated. In 2007, the Ethiopian People's Revolutionary Democratic Front, the current ruling government, entered into a secret agreement with the Sudan to make adjustments on the border. This paper identifies the major factors that have frustrated efforts to address the Ethio-Sudan boundary problem and also proposes solutions on how Ethiopia and Sudan could resolve their differences. The analysis reveals that political, social and cultural factors; the decision to adopt the western concept of the boundary; and the failure to recognise the historic and cultural constructs have contributed to the frustration of negotiations on the border. The paper proposes that Ethiopia and Sudan embrace the African Union Border Program, which encourages mutual cooperation, regional integration and the building of communities with strong economic and cultural ties.  相似文献

South Africa proudly wears the label ‘emerging power’, with its membership of the BRICS and G20 probably the most visible signs of this conferred status. This paper explores the concept of the emerging powers within the context of current global power shifts and locates South Africa within this group. It discusses the criteria for and characteristics of emerging powers, and then turns to some of the constraints and challenges faced by these states. Specific attention is paid to the ‘how’ of these states' recognition and inclusion in global institutions and the impact of domestic conditions and regional politics on their positions, focusing particularly on South Africa. It concludes that these factors will continue to challenge South Africa's ability to rise above the semblance of importance conferred by its inclusion in the category of emerging powers to a position in which it exercises this status to its own advantage, including its idealistic objectives of promoting greater global equality and recognition for Africa and the global South. Although other emerging powers face similar challenges, South Africa's domestic constraints and related lack of regional and global reach, politically and economically, threaten its ‘status consistency’ as an emerging power.  相似文献

With South Africa having declared itself a developmental state, this paper posits that if a developmental state is one that drives development, then the foreign policy of such a state should pursue development as one of its most important goals. Similarly the diplomatic corps of such a state should prioritise economic, commercial, para- and public diplomacy as drivers of diplomacy. In answering the question, ‘What should be the foreign policy and diplomatic attributes of a developmental state?’, the authors, through an exploratory approach, seek to analyse how well the state has fared in achieving this objective. To be a successful developmental state, a strategic capacity should exist and a clear strategic conception of the state's national interest should be formulated. Old paradigms about the role and functions of the diplomatic corps are challenged and a meritocratic diplomatic corps is strongly advocated to support the state's declared developmental goals.  相似文献

In the process of urbanisation villages are becoming parts of cities or towns, and are becoming almost irreversibly transformed as a result. Erstwhile villages, now parts of cities and towns, are on the margins of an urbanising India. They are lagging behind other parts of the cities in terms of receiving basic urban services and infrastructures. Urban development processes should look at the specific issues and concerns of these villages independently from the need and scope of planning for the city at large. This would make the transition from rural to urban status fair and inclusive for erstwhile villagers.  相似文献

People with disabilities remain one of the most excluded minorities, often deprived of the benefits of mainstream development programmes. This practical note reports on lessons learnt in delivering a programme combining a community based rehabilitation (CBR) and self-help group approach with disabled persons in rural Bangladesh. Our findings demonstrate how targeted programmes can bring about the social and economic inclusion of disabled persons. We also highlight the greater effectiveness of CBR programmes when targeting a more diverse client base, when not based on debt recovery, and how targeted programmes can even benefit the wider community.  相似文献

Despite a swathe of critiques of logframes and other blueprint approaches to development over the last 30 years, most aid infrastructure continues to concentrate on the design and subsequent implementation of closed models. This article does not propose an alternative to blueprints, but challenges the inflexibility of their implementation, which is inadequate given the complex nature of social change. It proposes a supplementary management and learning approach which enables implementers to be dynamic, adaptive, and responsive to problems and opportunities. Emphasising the role of donors, the paper presents a case study of one donor-led programme in Bangladesh doing just this.  相似文献

Sex determination is critical for developing the biological profile of unidentified skeletal remains. When more commonly used elements (os coxa, cranium) for sexing are not available, methods utilizing other skeletal elements are needed. This study aims to assess the degree of sexual dimorphism of the lumbar vertebrae and develop discriminant functions for sex determination from them, using a sample of South African blacks from the Raymond A. Dart Collection (47 males, 51 females). Eleven variables at each lumbar level were subjected to univariate and multivariate discriminant function analyses. Univariate equations produced classification rates ranging from 57.7% to 83.5%, with the highest accuracies associated with dimensions of the vertebral body. Multivariate stepwise analysis generated classification rates ranging from 75.9% to 88.7%. These results are comparable to other methods for sexing the skeleton and indicate that measures of the lumbar vertebrae can be used as an effective tool for sex determination.  相似文献

为了应对海上航道安全威胁,南海各方经过努力形成了航道安全保障法律机制。该机制具有一定有效性,但也存在许多局限性,如合作机制的软法性导致遵约和履约行为的非拘束性、合作机制固有的妥协性与弱惩戒性损害其权威性、合作机制的原则性影响权利义务的确定性、合作机制的独立性受限于国际势力干预性,以及合作机制的公共物品属性影响其实效性。这些局限需要南海各方协同以破解制度困境:构建软硬法有机联系的合作法律机制;完善航道安全保障法律机制的内在构成要素;协同努力确保合作法律机制的独立性;强化南海各方有效合作的“选择性诱因”机制。  相似文献

Corruption remains one of the key obstacles to democratization and good governance. Given the nature of the subject, corruption is notoriously difficult to study. International comparisons and rankings of good governance such as the World Bank World Governance Indicators, the Bertelsmann Sustainable Governance Index, or Transparency International's Global Corruption Index are very useful for providing the big picture on corruption. To understand trends and mechanisms of corruption, however, it is necessary to conduct case studies on both successful and failed cases of anti-corruption policies. This paper investigates the successes and challenges of the fight against corruption in South Korea since the beginning of democratization in 1987. The investigation shows that Korea has generally been successful in controlling corruption. The paper argues that the remaining problems can be largely explained by the legacy of authoritarian rule and the undermining of state autonomy through the concentration of economic power.  相似文献
