开放性厦-金自由经济区：两岸经济一体化的一个现实选择

两岸经济制度性一体化是当前两岸经济发展形势的呼唤,但受到当前两岸政治关 系的严重约束。两岸应在遵守WTO规则基础上积极探索能够突破政治僵局约束的一体化路径。 借鉴近年来国际上次区域经济合作的成功经验,在“小三通”等现实基础条件上,两岸先行共 建开放性厦-金自由经济区,既可顺应经济全球化与一体化深化发展的趋势与要求,更是当前 两岸经济制度性一体化的一个现实选择。     

On the Micropolitics and Edges of Survival in a Technocapital Sacrifice Zone

This article explores the industrial sacrifice zone of Endicott, New York, which in 1924 became the birthplace of International Business Machines Corporation and quickly established itself as an industrial launching pad for the production and innovation of modern computing technologies. Drawing on ethnographic research and taking a micropolitical ecology approach, I consider industrial decay and community corrosion key agents for understanding the sedimentary record of neoliberal “technocapitalism” [Suarez-Villa, Luis. 2009. Technocapitalism: A Critical Perspective on Technological Innovation and Corporatism. Philadelphia, PA: Temple University Press]. In particular, I explore here how the flip-side of local narratives of deindustrialization and economic sacrifice are other narratives of coping and navigating community decline. These local sacrifice zone narratives, I argue, expose key dimensions of surviving corporate neoliberal and technocapital sacrifice.

Containing the Refugee Crisis: How the EU Turned the Balkans and Turkey into an EU Borderland

The events that took place during the 2015-16 refugee crisis in the southeastern EU region boosted unprecedented bordering processes. Borders were reinforced and extended and a costly and difficult deal with Turkey was undertaken; the western Balkans were turned into a vast buffer zone made up of multiple buffer states with fences of all types and sizes; while Greece was ring-fenced and to this day struggles to manage thousands of refugees stranded in camps all over its territory. By seeking to contain the refugee flows, the EU turned its southeastern region into a fortified EU borderland.     

Cyprus’s Non-military Contribution to the Allied War Effort during World War I

Abstract

No fighting took place on Cyprus during the First World War. However, the island acquired an important role both as a source of provisions and as a recuperation home for injured soldiers. Indeed, between 1914 and 1918 the small, poor and under-developed island of Cyprus became a major provider of grain, timber, tobacco and mules while military convalescent homes on Mount Troodos were built to accommodate thousands of injured Allied soldiers. Cyprus’s use for the war effort inevitably had a significant impact on the island’s economy and infrastructure. During the war years the island experienced a boost in its agricultural production and an influx of money while several technical services were established to facilitate transportation and communication. By examining such themes this paper sheds important light on a critical period of Cypriot history, though one that remains largely unexplored.     

澳门地区的秘密侦查制度

从总体上来说,澳门地区的秘密侦查立法系针对日益猖獗的有组织犯罪做出的立法反应。澳门地区的秘密侦查立法采取了＂分散型＂的立法模式,《澳门刑事诉讼法典》、《有组织犯罪法》、《通讯秘密及隐私保护》等法律对电话监听、函件扣押、卧底证人、污点证人等秘密侦查行为作了法律规制,从而解决了长期以来秘密侦查的于法无据问题。澳门地区的秘密侦查立法带有明显的葡萄牙法制的痕迹,这表明澳门地区的法律本地化工作虽已启动经年,但要真正制定出符合澳门本土的法律制度,并逐渐摆脱葡萄牙的阴影依然是一个漫长的历史过程。不过,相对于秘密侦查立法至今仍然一片空白的中国大陆地区来说,澳门地区的秘密侦查法律制度依然具有较大的参考与借鉴意义。

试论西部民族地区生态移民跨省安置与生态无人区的划定问题

生态移民是以保护环境和提高人民生活质量为目的的有计划、有目的的政府行为。它是一个意义深远的系统工程。生态移民工程不应成为某一地区或某些地区孤立实行的工程,对一个国家来讲,生态移民工作应该是一个整体性的工作,必须从社会公平和民族平等原则出发,对整个国家的整体角度统筹规划。搞好我国生态环境保护工作中生态移民的跨省安置和划定大片的无人区的问题应成为一个很重要的方面,本文对此提出了一些自己的看法。
