明末西班牙人占据台湾鸡笼、淡水时期与大陆的贸易

1626年,西班牙殖民者继荷兰人之后,侵占中国台湾北部的鸡笼和淡水作为殖民地.让西班牙人感到困惑的是,虽然这两个港口离福建主要贸易港口很近,但福建商人到本港贸易的数量极少,让西班牙人无法维持港口的经营.笔者根据何乔远<镜山全集>所载相关史料,分析明末福建商人不去鸡笼、淡水贸易的因为在于:台湾海峡的海盗活动、荷兰殖民者的干扰、福建官府对贸易的限制、闽南商人经商意愿在于台湾南部以及日本锁国政策对西班牙商人的拒绝导致淡水中转港地位的下降等.     

Does district magnitude matter? The case of Taiwan

A sizable literature on electoral institutions argues that proportional electoral rules lead to higher voter turnout. However, recent work finds little evidence that the effect generalizes beyond western Europe and suggests that the theoretical arguments in the literature remain sparse, incomplete, and contradictory. I use a well-chosen data set to resolve the problem of omitted variable bias and Bayesian model averaging to address model uncertainty. I use Bayes factors to evaluate evidence both for and against the null hypotheses and find that the proportionality of electoral rules exerts no meaningful effect on turnout or any of the theoretical mechanisms I test.     

Inadequate adaptation of creative city paradigm? Taiwanese cultural and creative-led urban regeneration policies through the eyes of urban development experts

Like other East Asian countries, Taiwan has in the last decade experienced the transmission and adaptation of creative city policies, coming mainly from western urban planning models. This quite fast and at times insufficiently reflected adaptation of cultural and creative-led urban regeneration schemes has left marks on both the social and physical fabric of Taiwanese cities. Using interview evidence and combining it with a modified Delphi method to analyse the outcomes of implementating creative city policies, the article explores the potential emergence of new shifts, i.e. re-orientations of Taiwan's creative city policies.     

Sudpolitik: the political economy of Taiwan's trade with Southeast Asia

Abstract

In December 1993 the Taiwan government adopted a policy called nanjin zhengce or sudpolitik, a policy aimed at diverting part of Taiwan's trade and investment flows from China to Southeast Asia. This paper addresses the following questions: what is sudpolitik? why adopt such a policy? what are the economic, political, and strategic considerations in the pursuit of this policy? which countries are its specific targets? how do the countries directly affected by this policy respond to it? The paper also discusses the issue of Taiwan's aid in connection with sudpolitik. While the effectiveness of the policy is far from clear at present, the paper concludes with four observations: Taiwan's trade and aid are beginning to intertwine; Taiwan's diplomacy is largely economically or commercially led; Taiwan has achieved some positive results in improving its relations with Southeast Asian countries; and, Taiwan has reached a new stage in its economic development whereby it needs to invest overseas in order to sustain its economic growth. Overall, sudpolitik represents a novel step in Taiwan's diplomatic practice.     

外显与内隐：台湾中小学人文教育的实践解读——以“九年一贯课程纲要”及教科书为中心

2000年以来台湾中小学实施的“国民教育阶段九年一贯课程总纲纲要”及教科书改革使得人文教育的主流理念与价值观念发生了很大变化。内涵的包容性和外延的宽泛性成为新时期人文教育的基本特点。同时,人文教育在教化情结上还呈现出“台湾主体意识”与“大中国意识”不断拉锯角力、价值取向上单一本位和多元本位交错叠加、课程设计上综合统整与实践体验相互融合等特质。如何解决和摒弃台湾中小学人文教育中的问题和非理性元素,真正建立起主体独立、价值超功利的人文教育体系,是台湾当局亟需解决的问题。     

台湾地区金融消费评议中心成立之借鉴

该文指出,中国台湾地区组建的财团法人性质的金融消费评议中心,作为单一、独立处理金融消费争议的机构,运行以来通过法制化的争议处理机制确保了公平合理、快速有效地保护金融消费者利益,对中国大陆地区具有借鉴意义。     

新刑诉法中监听措施若干问题的完善——以我国台湾地区相关立法为参考

2012年《刑事诉讼法》的修正将监听措施纳入了刑事诉讼法的规制,是促使侦查程序法治化的一个重要标志。但不可否认的是相关规定仍然存在不完善、不科学之处。我国台湾地区的通讯监察制度经2007年修改后进一步得到完善,鉴于两岸的文化意识和法律传统有诸多相似之处,其在案件范围、适用对象、审批程序、监听通知、非法证据排除等方面,对我国大陆监听制度的完善具有重要的借鉴意义。     

2004年台湾经济的态势分析与2005年展望

2004年是民进党上台执政四年中台湾经济态势最好的一年,以当年价格计算,可达到中速经济增长。但是,这是台湾千万个企业家几十年来不断耕耘、不断改善、向上提升的结果,而不是台湾当局的政绩。当前,台湾经济仍然存在不少隐忧:政治动荡不已、财政赤字不断扩大、失业率虽有所下降但仍偏高不易解决、股市房产市场仍然不振、外来投资仍然负增长和民众信心不足等等。这必然影响2005年的经济发展,发展速度将低于2004年。     

中法战争时期清政府在“台湾封锁”问题上的外交努力

中法战争时期(1883-1885年),中法双方在台湾北部展开了激烈的争夺。淡水战役之后,法方发布封锁台湾海口的通告,开始了为期将近五个月的封锁作战行动。当时的清政府决策层明悉法方此举意在围困台湾抗法军民,阻止内地对台湾的增援。因此,清政府一方面通过积极组织大陆沿海各省渡台接济,另一方面在外交层面上展开一系列的动作,援引近代国际公法的相关规定揭露法方践踏国际法律的行为,以期得到其它西方列强的支持。清政府在“台湾封锁”问题上的外交努力,表明到了十九世纪末清政府开始意识到需要运用近代国际法来解决中外交涉事件,这是值得肯定的。     

《台湾民报》对五四新文学作品的介绍及其影响和作用

1923年至1933年间，《台湾民报》转载了胡适、鲁迅、郭沫若等数十位祖国大陆新文学作家的上百篇作品，对台湾新文学创作产生了示范和推动的作用。海峡两岸新文学创作在“救亡”、“启蒙”、“革命”等三大主题上的契合，在深层次上证明了这种影响关系。
