Security as Socio‐Technical Practice: Predictive Policing and (Non‐)Automation

Predictive policing is among the most prevalent new technological tools for law enforcement. Understanding how the police produce knowledge about crime and society in technologically mediated ways is important vis‐a‐vis practices of social ordering. In this paper, I suggest to draw on literature from Science and Technology Studies (STS) in order to understand the impact of technology not as analytically isolated artefact, but as embedded in socio‐technical relations that define how it comes to matter in everyday practice. In order to demonstrate what it means to think about technology in socio‐technical terms, I engage the discrepancy between the technical capacities of predictive policing applications and the ways in which they actually become part of police work on a daily basis. Specifically, I investigate how claims about the automation of crime analysis in predictive policing are reconfigured through the interplay of social and technical elements in police work.     

虚拟现实技术在公安教育训练中的应用研究

虚拟现实是利用计算机技术来生成一个逼真的三维视觉、听觉、触觉或嗅觉等感觉世界,让用户可以从自己的视点出发,利用自然技能和某些设备对这一生成的虚拟世界客体进行浏览和交互考察。应用虚拟现实进行公安教育训练工作,除上述固有特点外,还具有独特的效益,主要体现在减少训练伤亡和节约训练经费两个方面。协同训练平台是多人利用计算机网络,在一个实时三维场景中,通过网络通信来相互配合完成一项任务;同时,系统提供相关信息的知识库,记录整个操作过程,再提供给专家评判系统。

1 98 5年全国首届法制系统科学讨论会的召开 ,标志着系统法学在中国的崛起。其历史背景是多种社会文化因素作用于法制建设和法学研究的结果。运用系统法学的“结构目标”和“效果目标”对其反馈检验 ,发现虽然成果累累 ,但是“目标差”巨大。系统法学面临着非常规意义上的挑战。     

The transfer and commercialisation of nanotechnology: a comparative analysis of university and company researchers

Nanotechnology has been proposed as the next general purpose technology and engine for growth for the 21th century. Increasing public R&D investments are foremost reflected in the growth of scientific publications, while nanotechnology still is in an uncertain phase of development with various directions of commercialization pending. This paper focuses on the challenges, modes and outcomes of nanotechnology as an emerging science-based field in Finland. The paper contributes by interrogating how challenges and modes of nanotechnology transfer differ across universities and companies and determine outcomes broadly defined. It uses survey data covering university and company researchers in the Finnish nanotechnology community. The results show significant differences in the perceptions of researchers across these organisations, and highlight specific challenges and modes as determinants of outcomes. The specificities of nanotechnology are also assessed.

Spatial mobility of knowledge transfer and absorptive capacity: analysis and measurement of the impact within the geoeconomic space

This paper analyses the spatial mobility of knowledge and technology transfer and measures the economic impact on the geo-economic space. The data of laboratories operating in different research and technological fields are used. The results show that, when the distance from the source of knowledge (research institute) to users increases, the impact of knowledge and technology transfer decreases with damped pulsations. The magnitude of knowledge and technology transfer shows a high intensity within the industrial district because small businesses are able to acquire externally scientific knowledge, without conducting in-house research, but by interactions with public scientific bodies and adopting both collective rules that act as collective knowledge devices, making collective learning possible, and skilled labor.

赋权与规制：职务犯罪侦查中技术侦查的路径选择

《刑事诉讼法修正案（草案）》明确赋予检察机关在职务犯罪侦查中使用技术侦查的权力,这对于打击和遏制职务犯罪有望产生积极的效果。然而,《刑事诉讼法修正案（草案）》在技术侦查的制度细节和操作机制方面语焉不详,尚有值得探讨之处。基于控制犯罪与保障人权相平衡的考虑,此次修订有必要对技术侦查予以完善。     

涉网案件地域管辖规则修改问题刍议

互联网空间地址与现实空间地址的非对应性,使运用《民事诉讼法》中的地域管辖规定去判断涉及互联网案件的管辖法院会有一定困难。目前学者们解决该问题的思路,主要集中于针对互联网的特点,建构新的地域管辖规则。但本文认为,目前《民事诉讼法》规定的地域管辖制度具有合理性,不需要也不能够针对互联网的特点去修改法典的规定。解决地域管辖规定适用困难的方向,应当是发展包括解释地域管辖法律和认定地域管辖事实在内的司法技术。
