知识和信息的关系,作为久已存在的学术热点和疑问同时体现在当今国内外有关"知识经济"或"信息经济"的谈论中,但它们原有的定义被局限于学术圈子,可能在不同语言和文化间呈现"不可通约性".因特网上的超媒体文本,图、文、声、视皆备,将给数以亿计的网民带来一个形象性和想象力丰富的寓言时代.     

世界共产党与社会民主党百年关系述要(下)

从源流的角度讲,在19世纪,虽然存在以“社会民主党”和“共产党”命名的政党,但并不存在现代意义上的两党之间的关系。到20世纪初叶,同母同源的社会民主党出现了兄弟阋墙、分道扬镳的局面:其左派改称为“共产党”,即社会民主党共产党化;其右派和中派承袭了社会民主党既有的外壳,内核则渐渐“异化”,并从组织上趋于统一。由此,世界工人运动中形成了共产党人与社会民主党人两分天下、互相对峙的格局;其后,两党虽曾一度有过接触与合作,但最终也未能补“天裂”。这种格局甚至影响到21世纪的今天。     

Framing,valuing, and assessing the environment: August Wilhelm Hupel’s perceptions of Baltic nature and settings for human activities

This article addresses early modern Baltic environmental history and historical geography by interpreting the public writings of August Wilhelm Hupel within the theoretical framework of framing, valuing, and assessing nature and the environment. Hupel’s broad series of publications, issued during the heyday of Baltic Enlightenment, not only contributed to the emergence of Baltic geographical studies but also played a pioneering role in placing the knowledge on Estonian and Livonian topography and nature to order. Although Hupel concerned physical geographical aspects in his writings to some extent, his primary interest definitely focused on human relations with and across space and place. The cameralist thoroughness and calculativeness within that geographical field of enquiry brought about an endeavor to catalogue the parts of nature by using their utility or harmfulness as the measure. However, in Hupel’s opinion the then-prevailing civilisation also contained certain responsibilities for and to nature, particularly regarding forests and their sustainable use (‘nachhaltende Nutzung’), which Hupel wished to promote in the Baltic provinces of Russia.     

Defining Asia Capabilities for Australia's Public Service

Twenty‐three years ago, questions posed in this journal asked whether and how the Australian public service was prepared to engage effectively in Asia. More recent meta‐analyses of public policy scholarship suggest that Western policy scholars and administrators continue to pay limited attention to Asian policymaking, despite the rise of Asia in the 21st century. This article contributes a research‐derived Asia capabilities framework for Australia's public service, distilled from a qualitative study with public administration leaders at Commonwealth, state, and local government levels. It taps scholarly literature in ‘cultural intelligence’, global leadership competencies, and training to provide a robust conceptual underpinning for the framework. The framework defines the knowledge, skills, capabilities, and experiences vital for Australia's public service to engage effectively with the region in a rapidly changing policy environment.     

新世纪中国国际金融法学术研究成果评析

新世纪以来,我国学者对国际金融法领域新遇到的欧元法律问题、证券间接持有跨境法律问题、资产证券化法律问题、国际融资浮动担保法律问题、网络银行相关法律问题进行了研究。在研究中导入了法律社会学和法哲学等多种研究方法,并运用成熟的理论来研究国际金融法问题,为国际金融法学的研究提供了新的视角,但是也存在过于侧重具体制度和具体问题的研究,基础理论体系尚待进一步建立和完善、实务性偏强,法律性尚待突出、研究主题过于集中,存在若干研究死角等不足。     

The dynamics of household structure in the event of the father's death: Québec City in the 18th century

This article looks at the survival strategies used in traditional societies by households that were greatly disrupted by the death of the father, usually their principal provider. Research is based on data from two parish censuses (1716 and 1744) of the city of Québec that describe the composition of urban households. Data from the Registre de la Population du Québec Ancien (RPQA), the register of the Québec population before 1800, were also used to complement the information required. Depending on the survival of a mother after the father's death, it appears that households could maintain their nuclear structure, except for those who were dispersed among other households.     

21世纪低碳经济发展潮流与道路选择

从“确认”到“正名”:中国百年宪法的内在逻辑

从历史上看,自从1908年的《钦定宪法大纲》以来,先后颁布的众多中国宪法尽管千姿百态,但是,在这些宪法文本的背后,却包含着一个共同的特征:从确认到正名的内在逻辑线索。对中国百年宪法的内在逻辑而言,确认是起点,正名是终点。从这条内在的逻辑线索出发,有助于全面地解释中国百年宪法一系列的外在特征。

20世纪上半叶在华日本记者的中国认识——以龟井陆良为中心

19世纪末至20世纪上半叶,日本在中国创办了大量报刊。其中,在北京发行最早、影响最大的就是华文报纸《顺天时报》,该报第三代社长龟井陆良是20世纪初期活跃在北京新闻界的核心人物之一,也是中日关于"对华二十一条"交涉时日本记者当中对华强硬派的代表。然而,以第一次世界大战为分水岭,战后的龟井转变为批判日本的对华政策、积极宣扬国际和平的活动家。龟井陆良中国观的转变以及他关于新闻媒体与国际关系的一些言论和主张,对于我们回顾上个世纪中日两国由摩擦、冲突走向战争的历程,进而思考今天的中日关系以及媒体在两国关系中的作用与责任,具有历史的见证价值和重要的现实意义。
