International politics in eighteenth- and nineteenth-century central Asia: beyond anarchy in international-relations theory

Using historical analysis of relations between city-states and other international actors in Central Asia during the eighteenth and nineteenth centuries, this article evaluates new structural theories of international politics, chiefly those of David Lake and Jack Donnelly. Pre-colonial Central Asia offers a usefully tough case for structural theories, since it so little resembles the modern international order that these theories were developed to describe. Empirically, the article proceeds by evaluating the region's city-states' relations with three groups of actors: one another; neighbouring empires; and the many non-state actors present at the time. It concludes with an assessment of the merits of the new structuralisms, and a discussion of their value for constructivist international-relations theories of international change.     

Razzia: A Turning Point in Modern Strategy

The razzia, a tactic of swift and brutal raids used by the French military against recalcitrant tribes in Algeria in the 1840s, was a necessary step in modern military thought. At first glance the destructive and violent razzias stand in stark contrast to the constructive and non-violent bureaux arabes—an institutional ancestor of Provincial Reconstruction Teams. But both were developed in the same conflict and by the same men. These two innovations, this article argues, were also flipsides of the same coin: what today is called war “among the people.” The razzia consequently appears as a necessary historic precursor for contemporary counterinsurgency doctrine.

Batuque: African Drumming and Dance between Repression and Concession, Bahia, 1808–18551

In this essay I will discuss some of the meanings acquired by black revelry under slavery. Given the restrictions of the available sources, I discuss above all the attitudes and the views of masters, policemen, journalists and politicians towards the batuque. For this reason I have chosen those festive manifestations which are more African or seen as such by these individuals. I intend to point out particularly what changed and what did not during the first half of the nineteenth century in attitudes towards the batuque, which here generally means black percussion music usually accompanied by dance.

探索 2 1世纪的社会主义 ,必须珍惜 2 0世纪社会主义运动的历史经验。 2 0世纪落后国家发生的社会主义革命有其内在必然性和历史合理性。社会主义建设实践的历史启示是 ,必须准确判定现实社会主义所处的历史阶段 ;必须适时实行理论和实践的重心向现代化建设的转移 ;必须正确认识计划和市场的关系 ,探索市场经济和公有制结合的具体机制 ;必须学习和借鉴发达国家一切有利于现代化同时又不具有内在的剥削性质的做法。邓小平理论在上述问题上的开拓和突破 ,形成马克思主义发展史的一个里程碑。信息革命和全球化对社会主义既是机遇更是挑战 ,它可能使社会主义代替资本主义的过程更加漫长和艰巨 ,但共产主义必然代替资本主义的结论仍然是科学真理。 2 1世纪社会主义将以更新更成熟的面貌出现在世界上。
