The end of apartheid in South Africa is typically characterised as ‘peaceful’. However, between 1985 and 1995, South Africa experienced a civil war in which more than 20,000 people died. In this war, the African National Congress (ANC) implemented a strategy of ‘people’s war’ based on Vietnam’s experience while the government pursued a counterinsurgency strategy based on models employed by the United States. In the war’s second phase, the ANC and Inkatha employed unconventional tactics in a campaign to gain political and military control of disputed territory. Owing to its success in the war, the ANC was able to prevent its rivals from significantly limiting its power in the central government after 1994 as well as exclude Inkatha from operating in key areas even in its home province.  相似文献

ABSTRACT

This paper studies emerging power configurations in Upper Guinea Coast societies which result from contemporary interactions of global and local models of governance. With empirical data on shifting meanings of chieftaincy and control of land, changing tax regimes and the rising importance of youth in domestic politics, modifications of legitimate authority across time are contrasted with the effects of international interventions and global discourses on socio-political change. Some of these interventions accelerate, others accentuate or counteract processes of change within local power configurations. Only by carefully considering the innate malleability of local concepts of authority, history, and tradition can contemporary processes of change be identified as either mere reconfigurations or genuinely new configurations of power.  相似文献

ABSTRACT

This paper seeks to explain the emergence of South African inclusive agricultural business models in relation to the land reform policy. We demonstrate that in South Africa such policy instruments linking small-scale and large-scale farmers respond to endogenous dynamics linked to the failure of its land reform policy. We study the land reform policy change induced by its policy instruments. Indeed, introducing the market as the preferred means to implement land reform caused unanticipated side effects, creating constant pressure for change that such inadequate instrument exerted on the set policy objectives during the first phase of policy implementation. After cohabitating uneasily with rather antagonistic policy goals, policy instruments ultimately led to a change in policy objectives, shifting from supporting small-scale black subsistence agriculture to targeting a class of emerging farmers committed to commercial agriculture. Inclusive Business Model’s policy instruments were subsequently identified as the best fit to achieve the re-adjusted policy goal.  相似文献

The proper governance of shale gas mining in the Karoo region of South Africa is important. With an estimated 390 trillion cubic feet of recoverable shale gas, large economic gains are possible. This may dramatically change the South African energy sector; in the United States, similar explorations have led to what pundits term the ‘shale gas revolution’. The development and production of shale gas hold economic advantages, but also potential environmental costs, thus the regulation of fracking activities is an important consideration as the development of shale gas in the Karoo progresses. This study reviews the regulations imposed in other countries as well as the current regulatory framework of South Africa. This article analyses these regulations in terms of the content of fracking fluid, seismic activity and the pricing regime. Effective regulation will be key to maximise a positive impact, should shale gas development continue.  相似文献

This study set out to evaluate the foci and paradigms of research in media and communication at Master's and doctoral levels in South Africa. A sample of 241 dissertations and theses in the communication, journalism and media studies programmes of nine universities, from 2004 to 2013, categorised into historically black, historically white Afrikaans-medium and English-medium, were obtained from the databases of the National Research Foundation and some of the universities. The findings show that the production of PhD theses is far lower than that of Master's dissertations. Qualitative design tended to be the dominant approach adopted, followed by a mixed methods approach, and the quantitative approach. The focus of most of the theses is journalism, followed by general media studies. The findings further show that historically black universities bottom the table in the production of related theses and dissertations, while white English-speaking universities top the list. Also, there is evidence of a relationship between the historical origin/language of the universities and the research designs adopted, as well as the research focus of the theses. The article recommends, among others, the need for a clear-cut statement of research methodologies and designs in such theses and dissertations, greater motivation for enrolment in PhD programmes, a strengthening of historically black universities for better performance in postgraduate research, and the incorporation of the experimental method in media research in South Africa.  相似文献

Zambia, like a few other African countries, has been grappling with the adoption of the Access to Information (ATI) law over the past 25 years. This article argues that the Zambian approach towards easing access to public information has been faulty, because it is narrowly focused and this has resulted in the process stalling. The argument is made here, that the ATI law is part of a global social movement towards greater transparency. Furthermore, the article focuses on Zambia's approach to the law (whose push is dominated by executive control) and how that approach has impacted on good governance. The article also discusses how some countries have dealt with similar laws, before concluding that unless Zambia's move towards this law is broadened, whatever may be enacted in the future could be faulty.  相似文献

The film Gangster’s Paradise: Jerusalema, released on August 29, 2008, decries the proliferation of crime, violence and social decay in the South African post-colony. The aim of this article is to interrogate the banality in the use of violence and power in the South African post-colony. The filmic narratives of Gangster’s Paradise: Jerusalema reveal that behind the ‘rainbow’ façade presented by South Africa, one encounters festering poverty in ‘non-white’ communities, racial acrimony, broken promises, social and class struggles, and tales of betrayal of the majority of black people by the elite black leadership which now sit comfortably in the seats vacated by their former colonisers. An analysis of the narratives of the film Gangster’s Paradise: Jerusalema permits one to locate apartheid-based economic disparities as still haunting mainly ‘non- white’ local communities, although some whites have not been spared by the vicious new normal of poverty and the effects of corruption. This interpretation is further questioned in the film which shows that, after apartheid, the nationalist leadership encouraged a negative culture of entitlement. The irony in the film is that the masses are also tainted in so far as they commit crimes against other ordinary people and refuse to take responsibility or, rather in an escapist way, blame all the woes of the post-colony on apartheid. Thus, the narratives of Gangster’s Paradise: Jerusalema beg the question: What is going wrong with the dream of democracy for all, irrespective of race, that was the founding principle of the new nation?  相似文献

The proponents of international nuclear fuel banks maintain that these banks will contribute to nuclear non-proliferation, whereas those opposing it maintain that nuclear weapon states support these banks in order to control and multilateralise the nuclear fuel cycle, thus preventing developing states from developing nuclear energy for peaceful purposes. Global inequalities pertaining to nuclear energy continue to persist despite developing states’ efforts to reform the international nuclear energy regime. Moreover, some developing states maintain that these nuclear fuel banks perpetuate inequality in international relations. This is one of the reasons why some leading developing states, such as Brazil and South Africa, oppose these banks. South Africa, for example, intends to re-establish its nuclear fuel cycle and has declared uranium a strategic resource. Against the aforesaid, this article, following a constructivist approach, analyses the emergence and social construction of nuclear fuel banks as a practical expression of nuclear non-proliferation norms. The discussion also considers the inter-subjective understanding of these banks, as well as South Africa’s opposition to them. The article concludes with an analysis of the implications of these opposing views for global equity, equality, nuclear non-proliferation and the peaceful uses of nuclear energy.  相似文献

This article explores Japan's relations with Lusophone Africa over the past 60 years. It asks what factors have propelled Japan's shift from a foreign policy based on inertia to a more proactive one. Arguably, colonialism and postcolonialism linked to the Cold War politics had a negative impact on Japan's relations with the Portuguese-speaking African countries (PALOP) and Africa as a whole; this contrasts with Japan's process of ‘Africanisation’ after 1990, reflective of changing external and internal circumstances. The question arises as to whether Japan's relations with the specific PALOP states, and with the group as a whole, have been influenced by, or have had influence over, Japan's long-term approach to other African states. Lastly, what characterises Japan's approach to the PALOP? Findings show mutual gains beyond the simple exploitation of natural resources towards broad-based sustainable growth. Still, from the perspective of the poorest PALOP, development cooperation and trade benefits are unbalanced and insufficient.  相似文献
