PUBLIC COOPERATION WITH THE POLICE IN GHANA: DOES PROCEDURAL FAIRNESS MATTER?*

Recent criminological emphasis on the salience of normative concerns, such as procedural fairness and legitimacy, in understanding public law‐abiding behavior has been based on evidence from Anglo‐American studies. This article examines these issues in the African context based on general survey data from Accra, Ghana. The results show a lack of empirical validity, in the Ghanaian context, of the Sunshine–Tyler legitimacy scale. The results also show that public cooperation with the police in Ghana is shaped by utilitarian factors such as perceptions of current police effectiveness infighting crime. It is argued that the importance of perceived police effectiveness to public cooperation is a result of police legitimation deficits and the public's alienation from the Ghana police, which in turn are traced to the colonial history of the police and current poor police performance.     

EMPLOYMENT AID FOR YOUTH AGING OUT OF FOSTER CARE: EXTENDING ONE-STOP CAREER CENTERS TO INCLUDE A DIVISION FOR FOSTER CARE YOUTH

Every year thousands of children are discharged from the foster care system and find themselves ill prepared for the responsibility of adulthood. Providing enhanced employment opportunities to both current and former foster care youth will allow them to become economically self-sufficient and therefore have an improved transition from foster care. This Note proposes that states incorporate a foster youth employment program in the one-stop career centers mandated by the Workforce Investment Act. Through this program, foster youth will be provided with the tools they need for success while maintaining control over their own future.     

医学学生思想教育有效性的重要途径

医学学生由于其"救死扶伤,治病救人"特殊的学科性质及思维特点和心理特点,其思想政治教育应有很强的针对性,在过去的实践中,一般是沿用传统教育模式,忽略了教育对象的特殊性,导致医学学生思想政治教育效果不尽人意。因此,注重研究和解决好教育对象的特点,创造性地开展思想政治教育是提高教育效果的重要途径之一。

法律援助法律文书是法律援助机构、当事人及其代理人等依法制作的处理各类诉讼案件和非诉讼案件的、具有法律效力的文书的总称,它具有鲜明的群众性、法定的强制性、制作的合法性和时效性、形式的规范性等特征。为此,在制作法律援助法律文书时,要坚持尊重客观事实原则和严格依法制作原则,并准确把握法律援助法律文书的种类和结构等。     

票据效力认定研究

票据效力认定问题是适用票据法解决票据纠纷、判断票据上权利义务的起点。基于票据商业货币的属性,流通性和信用性构成了票据的生命力。为了实现和保障流通性,产生了票据的诸多理念和规则。票据作为有价证券的基本属性是票据效力认定的基础;要式证券性是决定票据效力的因素;在对票据效力进行解释时,必须遵循有效性解释原则。     

Development and the search for connection

Abstract

The stated purpose of development is often characterised by the motivation to ‘help’ – that is, to intervene in the lives of others in supportive ways. This paper argues that this perspective has obscured how development activities are also animated by its twin desire to ‘connect’. While this holds significance for development more broadly, it becomes particularly evident in a mode of assistance that has gained prominence more recently. These are privately funded, small-scale projects led by individual founders, here described as ‘citizen aid’. Based on ethnographic research among citizen aid initiatives in Cambodia, the paper argues that the relevance of ‘connecting’ has been insufficiently recognised so far. It explores different aspects of what participants mean by ‘making a connection’, including face-to-face contact, direct experience of aid activities, and their tangible efficacy. It also finds that establishing interpersonal relationships across national, ethnic and cultural differences, while potentially challenging, is a key motivation for those involved. Finally, the paper argues that acknowledging the desire to connect questions notions of the ‘distant stranger’ as the archetypical humanitarian object, highlighting the wish for familiarity and closeness as potentially just as important for motivating and directing assistance to others.     

北京市社会治理效能评价研究:基于主客观的视角

本文综合运用客观评价方法和主观问卷调查研究方法相结合的优点,构建了北京市社会治理效能评估的六个维度,即社会保障与就业、社会服务、社会参与、社会公正、公共安全、公众满意度。主观评价数据通过实地调研有效问卷获得,客观评价数据通过统计年鉴和各类网站获得。通过主客观指标的数据收集和实地调研,最终测算出北京市社会治理的整体水平以及北京市16个区县社会治理的排名情况,并从治理手段、治理体制、治理机制以及透明化等方面提出了进一步完善的相关建议。
