Presidential journalism is known to have grown substantially more aggressive through the 1970s and beyond, but a definitive explanation for this trend remains elusive. Some suggest that events surrounding Vietnam and Watergate transformed the professional norms of journalism. However, the trend could also be a more superficial and transitory response to other circumstantial factors that converged in the same time period, such as president-level characteristics (the prevalence of Republicans, Washington outsiders, and more vigorous news management efforts), the political environment (the rise of official discord), and the economic environment (a downturn in the business cycle). This study disentangles these various factors and assesses their relative success in explaining trends in journalistic conduct in the postwar era. Data are drawn from a large sample of presidential news conferences from 1953 through 2000, focusing on the aggressiveness of journalists' questions. The results strongly support the normative shift hypothesis, although economic factors have also been consequential. These results suggest a punctuated equilibrium model of journalistic change in relations between the White House press corps and the presidency.  相似文献

A large literature has established that people learn from political discussion, and some scholars suggest that people will make better choices if they engage in political discussion with opinion leaders. To establish that discussion promotes better vote choices, however, we have to create a measure of rational choice to test the impact of discussion. Recently, scholars have used Lau and Redlawsk's voting correctly measure to test the impact of various influences on the rationality of vote choice. Using this new measure of rationality—voting correctly—I determine whether political discussion has the predicted positive impact. To test this theory, I use 2000 American National Election Study survey data, and show that greater political discussion with knowledgeable discussants leads to more correct voting.  相似文献

Why do young Africans participate less in elections than their older counterparts? Given Africa's growing youth bulge, this constituency represents a numerically important voting bloc, and their lower participation in elections could undermine the legitimacy of the region's democratic trajectory. We address this question through a multi-level model that relies on individual-level data from the Afrobarometer surveys and country-level data for 19 of the region's more democratic countries. We classify Africa's youth as belonging to two categories, those aged 18–24 and those aged 25–35. We find that key determinants of the youth's voting behaviour include their access to political knowledge and information as well as their perceptions of the electoral context and party system. In the latter regard, the efficacy and fairness of elections and the degree of partisanship increase the youth's decision to vote, while the length of party incumbency is a deterrent to turnout. These findings hold important implications by highlighting that Africa's youth not only need to be exposed to greater fora for learning about the political process and party options but also that political parties in the region need to become more relevant to this constituency.  相似文献

ABSTRACT

When are emigrants really enfranchised? Lengthy lags exist between some reforms that de jure introduced external voting and their application. In the blooming literature on emigrant enfranchisement, these lags remain unexplained. We argue that this hampers our understanding of enfranchisement processes as having different legal and political stages. With data on Latin American and Caribbean states since 1965 until the present, we investigate why some states in this region have delayed the regulation and application of external franchise while others have implemented it right after enactment. We propose hypotheses to understand these reforms as episodes marked by different contexts, engineered by different agent coalitions and embedded into larger processes of political change. In particular, we suggest that enfranchisement processes are composed of three stages: enactment, regulation, and first application. Our findings suggest that the process of adoption of external voting is shaped by the legal mechanism of enactment and the stability of political coalitions.  相似文献

The unfettered expression of electoral choice is an important democratic right; however, in many contexts voters are pressured by others to cast their votes in certain ways. Electoral coercion is a topic that has received increased attention from researchers in recent years as part of the wave of research on electoral violence, yet there is little consensus in the literature as to who the targets of coercion are most likely to be. This article uses a list experiment embedded in a survey fielded following the Turkish general election of 2018 to identify the targets of coercive electoral practices within families and among close friends. The analysis reveals familial electoral coercion to be strongly conditioned by partisanship and disadvantaged demographic characteristics, but finds no evidence that women are more likely than men to be coerced.  相似文献

In Florida, when someone is adjudicated guilty of a felony crime, they lose the right to vote. The only way to regain these rights is to go through the process of rights restoration. The civil rights restoration hearings in Florida have the potential to serve as a formal ceremony in which individuals are acknowledged for their recovery from crime and readmitted into the political community. Data from the Governor’s office, observations of the Executive Clemency Board, and interviews with ex-offenders who have experience with the restoration process, were evaluated to determine the impact these hearings have for ex-offenders’ reintegration. Results suggest that the low success rate, cumbersome process, and lengthy amount of time required may all serve to further alienate the many applicants who are rejected, impeding their reintegration into the community. Recommendations to either simplify the process of rights restoration or to remove ex-felon disenfranchisement policies are given.  相似文献

After many years in which the subject was of marginal concern, electoral reform has recently become of central importance to politics in the UK. In this paper we examine the consequences for political representation of the electoral reform introduced in Britain for the 1999 elections to the European Parliament. We find that the immediate consequences of reform for the partisan balance and ‘representativeness’ of the British contingent in the EP were very much as expected. However, both qualitative and quantitative evidence suggest that the impact of reform on the representative priorities of British MEPs has been more partial, as parliamentarians have sought to adapt to the challenge of representing multi-member regions.  相似文献

As long as parties are interested in policies, they will always have incentives for influencing the cabinet bargaining process, although they do not necessarily shape its outcome to the same extent. Being a member of the invested government, for example, should increase the leverage a party enjoys when bargaining over the cabinet programme. Nevertheless, depending on institutional and political conditions, non-cabinet parties may also play a role in affecting cabinet policy positions. Despite being widely recognised in the theoretical literature, this point has received considerably less attention in empirical studies. By focusing on cabinet bargaining outcomes during the First Italian Republic, the article shows that spatial advantages associated with parliamentary dynamics, including those possessed by non-cabinet parties, can be no less significant in capturing policy payoffs than government membership, even after controlling for other relevant institutional and behavioural factors.  相似文献

This research note examines patterns of MPs’ voting behaviour during ‘conscience’ or ‘free’ votes on three ‘morality politics’ issues in the lower house of the New South Wales state parliament in Australia: adoption rights for gay couples; scientists’ use of therapeutic cloning; and the status of the Sydney Medically Supervised Injection Centre. First, the research note reviews the literature on conscience voting and hypothesises that party will be the main predictor of voting patterns, but also establishes that previous studies have almost exclusively focused on national legislatures. Next the research note discusses methodological issues. Third, it presents the analysis of free vote patterns in the New South Wales parliament on the three ‘morality politics’ issues, along four key variables: party; sex; social ideology; and religion. The analysis of voting in the New South Wales parliament challenges existing explanations of free voting, where party is the key predictor of voting patterns. Intra-party unity figures show that party membership is a weaker predictor of voting behaviour in the two main political parties in New South Wales than in either the Australian parliament or in overseas parliaments. It is argued that at the subnational level other factors are more important in explanations of free vote patterns.  相似文献

What drives electoral competition in competitive authoritarian regimes? Most scholarship has assumed that the outcome of these elections is decided by regime manipulation alone. Using three rounds of newly reinstated gubernatorial elections in Russia’s regions, I test this assumption. I identify three distinct measures of competition calibrated to authoritarian elections and assess whether voter preferences or regime manipulation best explain the degree of electoral competition. Relying on new data on protests across Russia’s regions, I find that regions with high protest activity have more contested elections with narrower margins of victory. The results also confirm recent scholarship highlighting the importance of voter turnout for delivering pro-regime victories.  相似文献
