This article explores the question of why coalition partners negotiate and publish coalition agreements before entering into a cabinet and why the content of these agreements varies so widely. Some scholars suggest that coalition partners draft agreements for electoral purposes, while others suggest that coalition agreements can be used to commit to policy negotiations. Although both sides of the debate have uncovered supportive evidence, the literature remains in disagreement. This article provides new organisation of previous work on agreements and develops two alternative theoretical arguments about the crafting of coalition agreements. It is argued here that coalition partners consider both electoral and policy motivations during the drafting of agreements and that the dominance of one of these motivations is conditional on the degree of issue saliency and division between partners. Empirical support is found for the theoretical argument that coalition partners include low saliency issues in the coalition agreement on policy dimensions on which they are less divided, and that coalition partners include high saliency issues in the coalition agreement on policy dimensions on which they are more divided.  相似文献

Multiagency emergency management coordination requires stakeholders to span organizational boundaries and facilitate collaboration among other agencies within temporary supraorganizations. Multiagency coordination is important in emergency management as disasters often require the collaboration of multiple agencies into temporary supraorganizations. However, little is known about the boundary spanning activities that influence this collaboration. Based on 39 semistructured interviews with senior emergency management practitioners spanning organizational boundaries, this paper proposes a typology of boundary spanning activities for emergency management. Embracing these activities may address some of the challenges associated with the collaboration of multiple agencies in a disaster.  相似文献

This article analyses China's hydro-politics along the Mekong River. It seeks to explain why China's unilateral dam-building projects on the upper reaches of the river have not been met with sustained criticism on the part of the downstream riparian countries, for which upstream dams are likely to have severe negative consequences. It is held that China has embarked on a strategy of implicit and broadly conceived actor-reversed issue linkage as a means to nip any loud disapproval of its dams in the bud. By downplaying its dam-building projects and instead promoting common development goals with the Mekong riparian countries through highly increased political and economic engagement, Beijing has successfully defused any potential counter-measures against its dams, at least for the time being. The sustainability of this strategy and its transferability to others of China's trans-boundary rivers must be questioned.  相似文献

Abstract

After decades in which party competition was fought in the centre ground, the 2017 UK General Election witnessed a return to more conflictual politics. This article assesses public support for the electoral strategies of the main parties and examines the extent to which the issues the parties campaigned on resonated with their own supporters, as well as with the wider public. Drawing on the issue-yield framework, the article shows that the Conservative campaign – generally considered to be badly run – did not focus on issues that would fully exploit the opportunities for expanding support that were open to the party. Labour, by contrast, played a much better hand. While taking a clear left-wing stance on many policies that were popular with its constituency, the party also skilfully emphasised valence issues that Labour is often seen as more credible on, such as healthcare and education.  相似文献

天然信息不对称的保险市场中,由于对交易内容认识差距的存在,使保险消费者与保险服务者之间的利益冲突日趋激烈。严重的信息不对称带来的利益失衡使更多的焦点集中于保险服务者义务的履行——尤其是说明义务的强化与关注。在保险服务者与保险消费者利益的博弈中,应以利益衡平原则为指导,寻找各方利益的平衡点,缓和信息不对称之下保险合同当事人之间的矛盾,界定保险服务者义务的边界,以保证保险市场健康有序地发展。  相似文献
