Telling more than they can know? Does the most important issue really reveal what is most important to voters?

Recent British Election Studies have asked respondents to nominate ‘the most important issue’. Responses to this question have been used to explain individual vote decisions and characterise the issue-component of those elections. This paper, however, finds limited evidence that individuals place more weight on those issues that they report as ‘most important’ when they vote. It also finds that aggregate responses to the MII question broadly match the estimated ‘average’ impact of those issues on voters. This suggests that even if voters have a limited understanding of what issues matter to themselves they have some understanding of what makes their fellow voters tick.

1993年10月31日通过的《中华人民共和国消费者权益保护法》,对保护消费者合法权益,促进社会主义市场经济健康发展具有重要意义,但仍存在一定缺陷。本文拟从该法的调整对象和适用范围、欺诈行为与惩罚性赔偿、归责原则、争议解决途径等方面,就国家对消费者权益的保护及其实践略抒己见。     

审视联合国对“金三角”毒品问题的国际治理及其缺陷

金三角地区的毒品问题长期以来受国际社会的关注。联合国从20世纪90年代末开始主动介入对此问题的国际治理进程中,并发起了一系列相关的治理活动,一度取得了良好的效果,但从2007年开始这些治理出现了失灵的迹象。     

基于波动理论的粘弹性人工边界内源波动有限元分析

在地震激励作用下,当地基为无限介质时能量将逸散到无穷远处而耗散.目前广泛采用的无质量固定边界模型引入了不真实的反射地震波,无法模拟地震波的真实传播过程.基于波动理论采用粘弹性人工边界模拟地震波内源波动的远域能量逸散效应,并将计算结果与固定边界模型进行比较.计算结果表明粘弹性人工边界削弱了固定边界引起的荷载放大效应,能更真实模拟地震波的传播过程.研究结果对抗震动力分析中边界条件的选取具有一定的参考意义.     

Do parties respond? How electoral context influences party responsiveness

How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. Our findings have important implications for political representation in Europe.     

大力提升警情处置能力之管见

当前,铁路治安形势和安全维稳形势比以往更加复杂,警情发生接连不断,处置难度越来越高,因此,铁路公安机关要立足现实斗争和实战需求,不断更新警情处置理念,始终做好应急准备,规范指挥处置流程,严把重点关键环节,健全应急联动机制,切实做到及时高效处置。     

传销行为罪与非罪的界限

与国外营销理论中的"传销"不同,我国现在所界定的"传销"是区别于"直销"的一种违法犯罪活动。笔者认为,应当对二者进行正确的区分,在未来的经济活动中,对于符合经济学理论的、对市场经济活动有益的模式应当保留并加以适当的保护。鉴于传销行为罪与非罪的不同特质,目前我国应当更加完善地从立法的高度对涉嫌犯罪的传销行为进行约束和打击,从而确保社会主义市场经济的健康发展。     

论澳巴海洋边界划分方法之特色及其对中日东海海域划界之借鉴意义

大陆架及专属经济区制度产生以来,相邻或相向沿海国的海域划界特别是其彼此的专属经济区(或专属渔区)与大陆架应统一还是分别划界问题之重要性日益凸显。独具特色的澳巴海域划界条约采用的划界方法,对中日关于东海海域划界冲突立场之协调富有借鉴意义,在东海中日争议海域,可以通过就大陆架和上覆水域分别划定界线并设立适当联合开发区来解决争端。     

强制拆迁、财产权保护与地方宪政构建

近年来,在全国不少地方出现了以侵占农民宅基地和强拆民房为主要标志的拆村并居、强制农民上楼的运动,掀起了对农民权益的新一轮掠夺,引发了不少自焚抗争现象。农民被迫自焚,充分体现了地方权力的滥用与失控。在中央以行政手段制止地方滥用权力的同时,自焚抗争现象也对学界提出了如何加强地方宪政建设的理论课题。加强地方宪政建设,将地方权力纳入宪政框架和法治轨道,是坚持以人为本的科学发展观、保障农民基本权利和自由、实现国家长治久安的重大任务。
