Over the past 30 years, research on government contracting has identified three major influences that help explain variation in contracting decisions—managerial, organizational, and political. This study looks to advance the political influence literature by introducing a factor that has received limited attention—vendor influence. This study specifically focuses on contract transactions at the U.S. federal government to determine if vendors influence the contract award. Traditionally, political influence is studied at the macro or meso levels. This study shifts the unit of analysis to the micro level which requires a change in measurement of political influence. The study uses vendor campaign contributions to capture political influence on this new level of focus.  相似文献

Abstract

This article examines the anti-French campaign triggered by the Laoxikai incident — a dispute in 1916–17 over lands bordering the French concession in Tianjin. The incident was a focal point for competing narratives of the nation, each drawing on traditions and inspirations that implied divergent futures for China. Constitutional monarchism, true monarchism, republicanism, and Christianity all played into the power struggles of the 1910s. This article also addresses the role of violent coercion in the incident, in which nationalism began to legitimate “punishment” of Chinese who continued working with the French. The nationalists felt shame on behalf of their nation, and through public humiliation they forced Chinese who appeared indifferent to the nation to share in the national shame. This development accelerated a trend of nationalistic violence and the discourse of “national humiliation”.  相似文献

Recent preliminary references to the CJEU on online keyword advertising and registered trade mark infringement have exposed the challenges facing EU registered trade mark law in its response to new technologies. These cases and the challenges they pose provide a timely prism through which to examine the European trade mark law-making process and the role of the CJEU within that process. This article will employ an analysis of the way in which the CJEU has developed certain key new aspects of the law on ‘infringing use’ to explore concerns over the CJEU's role and approach. It will be argued that, driven by policy considerations, the CJEU has acted creatively to develop the law of infringement in ways that cannot be sustained by the TMD and CTMR and which are likely to cause increasing uncertainties going forward. With the European Commission currently considering reform of Trade Marks Directive 2008/95/EC and Community Trade Mark Regulation 207/2009/EC, this paper will argue that there is a need for more comprehensive and forward-looking legislative intervention than has yet been proposed and that such intervention will be essential to restoring balance in the European trade mark law-making process.  相似文献

ABSTRACT

In 2011 South African short term insurer Santam (Santam Ltd.) put in place an advertising initiative that illustrates the power of a humorous brand narrative effected in conjunction with another brand. In this case, it is the South African arm of Nando's (Nando's Chickenland Ltd.), a fast food restaurant chain specialising in Portuguese-themed chicken dishes that rely heavily on peri-peri spices. The two well-known brands aired a series of five commercials on television and the Internet, trading good-humoured jibes centred around the value proposition of each company's offering. The resultant rise in social media viewership and consumer engagement was notable and illustrates the efficacy of a cobranded narrative run over numerous media platforms; in this case radio, television, social media, print and the Internet.  相似文献

During George Bush's presidency the Cold War drew to a close and his administration triumphed in the Gulf War. Some viewed these events as a harbinger of a new world order. Basking in the success of the Gulf War, Bush's approval ratings soared, and prominent Democrats reconsidered challenging him in 1992. Foreign policy themes might have seemed a natural emphasis in campaign rhetoric. Yet, on the eve of the election, Bush abandoned efforts to rally the public with such appeals.

This article identifies primary metaphorical themes employed by Bush to define foreign policy reality. Bush's rhetoric was fundamentally ordered by the orientational metaphor of war. Other themes reinforced central premises of the war metaphor and reflected enduring premises of American exceptional ism. However, critical constraints blunted Bush's rhetorical intentions, and perhaps nullified constraints presidents traditionally have harnessed to define rhetorical situations to fit a preferred world view.

A disjuncture between rhetorical expectations and intentions beset the administration as the 1992 election approached. The electorate turned an anxious gaze to domestic politics and the condition of the economy. Furthermore, the war metaphor met a public demonstrably leery of U.S. meddling in the internal politics of other countries. Preference for the war metaphor, finally, represented a significant challenge to the political identity of Bush and the Republican Party.  相似文献

This project seeks theoretical and methodological advances in the study of political advertising effects during election campaigns. On the theoretical side, we hypothesize that racial cues embedded in standard political advertising appeals, involving taxation and government spending, boost opinion constraint by priming global political ideology. On the methodological side, we replicate a lab experiment in face-toface interviews with a probability sample of a large metropolitan area. Results suggest that subtle race cues do increase issue constraint for "racialized" issues such as welfare, affirmative action, crime policy, and the overall size of government. Constraint of opinions about issues less relevant to race, such as abortion, spending on public schools, universal health care, and raising the minimum wage, does not increase as a result of exposure to racial cues. Global ideology is powerfully primed by implicit racial cues embedded in typical political appeals. Finally, though demographic differences in the samples moderate some effects, the general pattern is highly consistent across the two research settings. Implications for strategic communication during campaigns, group centrism in American elections, and the benefits of methodological pluralism in the study of media effects are discussed.  相似文献

In light of the foreign interference in the 2016 U.S. elections, the present research asks the question of whether the digital media has become the stealth media for anonymous political campaigns. By utilizing a user-based, real-time, digital ad tracking tool, the present research reverse engineers and tracks the groups (Study 1) and the targets (Study 2) of divisive issue campaigns based on 5 million paid ads on Facebook exposed to 9,519 individuals between September 28, 2016, and November 8, 2016. The findings reveal groups that did not file reports to the Federal Election Commission (FEC)—nonprofits, astroturf/movement groups, and unidentifiable “suspicious” groups, including foreign entities—ran most of the divisive issue campaigns. One out of six suspicious groups later turned out to be Russian groups. The volume of ads sponsored by non-FEC groups was 4 times larger than that of FEC groups. Divisive issue campaigns clearly targeted battleground states, including Pennsylvania and Wisconsin where traditional Democratic strongholds supported Donald Trump by a razor-thin margin. The present research asserts that media ecology, the technological features and capacity of digital media, as well as regulatory loopholes created by Citizens United v. FEC and the FEC’s disclaimer exemption for digital platforms contribute to the prevalence of anonymous groups’ divisive issue campaigns on digital media. The present research offers insight relevant for regulatory policy discussion and discusses the normative implications of the findings for the functioning of democracy.  相似文献

Scholars do not usually test for the duration of the effects of mass communication, but when they do, they typically find rapid decay. Persuasive impact may end almost as soon as communication ends. Why so much decay? Does mass communication produce any long-term effects? How should this decay color our understanding of the effects of mass communication? We examine these questions with data from the effects of advertising in the 2000 presidential election and 2006 subnational elections, but argue that our model and results are broadly applicable within the field of political communication. We find that the bulk of the persuasive impact of advertising decays quickly, but that some effect in the presidential campaign endures for at least 6 weeks. These results, which are similar in rolling cross-section survey data and county-level data on actual presidential vote, appear to reflect a mix of memory-based processing (whose effects last only as long as short-term memory lasts) and online processing (whose effects are more durable). Finally, we find that immediate effects of advertising are larger in subnational than presidential elections, but decay more quickly and more completely. This research examines whether authoritarianism can be stimulated and activated by politicians. The traditional belief is that psychological traits are basically quasipermanent structures that consistently determine behavior, but newer research suggests that these traits can be stimulated. This research tests whether campaigns can stimulate traits with targeted messages. I do so by exposing subjects in an experiment to political television advertising that was designed to stimulate known correlates of authoritarianism, such as fear. The results show that authoritarianism is stimulated in treatment groups that watched advertising designed to invoke threat and the strong-father metaphor and the treatment effect is greater on conservatives. I also show that watching these commercials leads to an activation of authoritarianism that influences its predictive power over support for torture. This suggests that politicians can use emotional appeals to stimulate advantageous personality traits, and that these ads also influence the public's attitudes through activation.  相似文献

Previous research on presidential debates has largely focused on direct effects of debates on viewers. By expanding the context of debate effects to post-debate citizen communication, this study moves beyond the direct and immediate impact of debate viewing and investigates indirect effects of debate viewing mediated by debate-induced citizen communication. Results from two-wave panel data collected before and after the 2004 presidential debates show that, as previous literature has suggested, debate viewing leads to partisan reinforcement and that these debate effects are in part mediated through post-debate political conversation. These findings provide a new layer of complexity to our understanding of the mechanisms underlying debate effects.  相似文献
