“两岸”的平潭，抑或“平潭”的平潭？——《平潭时报》消息来源与议题建构的视角

消息来源对于媒介议题具有重要的建构意义。媒介通过引用不同的消息来源策略，塑造不同议题倾向，从而达成其媒介意图。本文以平潭综合实验区地方党报《平潭时报》为例，通过对其新闻报道中使用的消息来源进行内容分析，试图了解该报的消息来源策略以及议题建构偏向。研究发现，尽管平潭综合实验区承担着两岸“共同家园”的政策使命，但其地方党报仍以本土意识为中心，议题局限于官方话语权统领之下的本地建设和政策引领，忽略了两岸关系互动中的内在同一性。换言之，本应定位“两岸”的平潭，在实践中却还停留在“平潭”的固有意识。

Wolfowitz Conjecture: A Research Note on Civil War and News Coverage

How news coverage is affected by dangerous security environments is an important issue for political scientists who rely upon journalistic accounts of political events. It is also a controversial issue in the policy arena. In June of 2004, Deputy Defense Secretary Paul Wolfowitz attributed the American public's pessimism regarding U.S. efforts at stabilizing Iraq to the manner in which Iraq was covered by the U.S. media, suggesting that journalists in Iraq were holed up in hotels rather than in the field. This statement was conjecture, but if there is indeed a link between news coverage and violence, then this would be important for social scientists to understand. In this article, I probe this link by examining how conflict intensity and journalist deaths affect both the volume and length of news coverage in civil wars from 1992 to 1999. This paper shows that news coverage is largely unaffected by violence, except in the most extreme circumstances.

The Political Origins of the Financial Crisis: The Domestic and International Politics of Fannie Mae and Freddie Mac

For much of the last decade it was clear that the commercial operations of the government-sponsored enterprises Fannie Mae and Freddie Mac were creating an increasing systemic financial risk. That risk was compounded by the fact that the Japanese and Chinese central banks were acting as cheap creditors. The Bush administration and some Republicans in Congress made efforts from 2001 to create a tougher regulatory framework for Fannie and Freddie. Fannie and Freddie were able to defeat these attempts to constrain their operations by a four-fold political strategy involving campaign contributions to members of Congress, a vast lobbying apparatus, the cultivation of a political language around affordable housing for minorities, and abusing and smearing their regulator. Since Japan and China understood that the US government would have to assume Fannie and Freddie's liabilities in a crisis they had no incentive to expose the political fiction that it would not.
