Two different proposals for a political basis for a low carbon transformation in Britain have been put forward in recent years by the Miliband brothers. In 2006, David Miliband argued for a new ‘environmental contract’ between state and citizens, in the spirit of the post‐war social contract. Last year Ed Miliband proposed a ‘politics of the common good’. The historical sociology of citizenship suggests that the environmental contract approach will not work, mainly because of the pure public bad nature of the climate nature and the politics that flow from this. The ‘common good’ approach is more promising, but to make any headway, will have to tackle the strengthening of materialism and populism over the last generation. 相似文献

Carbon capture and storage (CCS) has recently been gaining more and more attention as a climate change mitigation option. However, as CO2 may re-enter the atmosphere after injection into geological reservoirs, the question of long-term liability has to be considered if an environmentally sound policy is desired. Apart from this aspect, additional complexities arise from the fact that CO2 capture and storage can be carried out in two different countries. A classification of CCS cross-border activities shows that not all cases with non-Annex I participation fall under the Clean Development Mechanism. This classification is based on the assumption that according to Article 1.8 of the Framework Convention on Climate Change, CCS would be considered an emission reduction at the source. Furthermore, we elaborate on the problem that seepage of CO2 from reservoirs located in non-Annex I countries—under current rules—would not be subtracted from the emission budget of any country. This study examines the role of university spin-out (USO) companies in the emergence of a new technology, in our case nanotechnology.
Three unique data-sets based on patents, co-publications, and firm data pertaining to the unfolding field of nanotechnology
in the UK were developed. Subsequent analysis suggests that USOs play an important though not a dominant role. Furthermore,
the results indicate that USOs in certain subfields of nanotechnology do not have a strong and growing proprietary technology
base, raising questions about the commercial sustainability of these ventures. Overall, we observed that USOs are important
contributors to technological change in specific subfields of nanotechnology, but that other actors, notably, large firms
and (non-university affiliated) new technology-based firms are even more significant agents of technological change. 相似文献

As the EU expands to include the Central and East European (CEE) countries, its capacity to adopt and implement environmental policy will be negatively affected—this has been a widely held assumption. The CEE countries have been expected to be laggards, slowing down, weakening or even reversing progress in environmental policy-making. More than 2 years have now passed since the enlargement, and the new member-states have begun to make their mark on EU decision-making and implementation. This article confronts gloomy expectations with evidence in three issue-areas: genetically modified organisms, air pollution and climate change. The main conclusions are, first, that there is no indication that enlargement will result in any breakdown of EU environmental policy. Second, the consequences vary across issue-areas. The new member-states have strengthened the group that favours strict regulation of genetically modified organisms, weakened the implementation of the EU emission trading directive and have affected EU air policy hardly at all. These results can give an indication of what is to come. On the other hand, only a short time has passed since enlargement, and the picture may change with regard to other issue-areas. 相似文献
