Research initiatives to enhance knowledge‐based societies demand regionally coordinated policy approaches. By analyzing the case of the European Commission, Directorate‐General Research and Innovation, this study focuses on examining the cognitive mechanisms that form the foundation for institutional transformations and result in leadership positions in regional governance. Drawing on policy learning theories, the study emphasizes specific mechanisms of institutional change that are often less noticeable but can gradually lead to mobilizing diverse groups of stakeholders. Through historical and empirical data, this study shows the importance of policy learning through communication processes, Open Method of Coordination initiatives, and issue framing in creating a stronger foundation for policy coordination in European research policy since the 2000s.  相似文献

A number of cities in the United States have devised climate action plans (CAPs) to mitigate the effects of climate change. However, few of these plans address strategies to adapt to the long term effects of climate change that will occur in the near and distant future. The research presented in this article examines why cities choose to embed adaptation provisions in their CAPs. Our study codes the content of CAPs for all cities (N = 98) in the United States with populations greater than 50,000. We find cities that frame problems associated with climate change in the language of hazards are more likely to include adaptation strategies in their CAPs than cities that focus on other types of environmental harm. Our findings suggest that more robust efforts to plan for climate change will require the activation of communities of interest beyond those that have been instrumental in setting the current climate agenda.  相似文献

The spatial expression of urban centrality in big cities is generally associated with several urban nodes. The major purpose of this article is to identify the spatial pattern of urban sub‐centres in Mexico City during the period 1989–2009 and how changes in urban centrality have given way to a more polycentric urban structure. A double‐threshold method was used for comparing the polycentric structure of a single city over time examining the variables of number of jobs and tertiary employment density; this approach for identifying employment centres is proven in a megacity of a developing country.  相似文献

Do natural disasters prolong civil conflict? Or are disasters more likely to encourage peace as hostilities diminish when confronting shared hardship or as shifts in the balance of power between insurgents and the state hasten cessation? To address these questions, this study performs an event history analysis of disasters’ impact on the duration of 224 armed intrastate conflicts occurring in 86 states between 1946 and 2005. I contend that natural disasters increase conflict duration by decreasing the state’s capacity to suppress insurgency, while reinforcing insurgent groups’ ability to evade capture and avoid defeat. First, disasters’ economic impact coupled with state financial outlays for disaster relief and reconstruction, reduce resources available for counterinsurgency and nation building in conflict zones. Second, the military’s role in administering humanitarian assistance can reduce the availability of troops and military hardware for counterinsurgency, prompt temporary ceasefires with insurgents, or both. Third, natural disasters can cause infrastructural damages that disproportionately hinder the state’s capacity to execute counterinsurgency missions, thereby making insurgent forces more difficult to capture and overcome. The combination of these dynamics should encourage longer conflicts in states with higher incidence of disaster. Empirical evidence strongly supports this contention, indicating that states with greater disaster vulnerability fight longer wars.  相似文献

Efforts to incorporate “political thinking” into policy-making and practice in OECD-DAC development agencies have increasingly focused on the use of “political economy analysis” (PEA) frameworks and tools. While recognising the fundamental value of promoting politically informed programming, this article nevertheless highlights how contemporary efforts to this end have largely ignored another central development agenda: the ownership paradigm. Emphasising the highly donor-centric nature of PEA design and methodology, we explore critiques and justifications of this state of affairs, ultimately arguing that donors would benefit from embracing a more flexible and context-specific understanding of ownership.  相似文献

NGOs aided by external economic aid can play a critical part in post-accord peacebuilding situations. This article explores the impact of the International Fund for Ireland and the European Union Peace III Fund in nurturing sustainable peace through development in Northern Ireland and the border counties of the Republic of Ireland by examining the perceptions and experiences of 107 local NGO leaders and 13 funding agency development officers. During the summer of 2010, 120 people were interviewed using semi-structured interviews in Derry city and nine border counties. The article explores the role of external economic international assistance aids in building sustainable development, reconciliation, and peace in Northern Ireland and the border counties.  相似文献

This article discusses the opportunities and challenges associated with the use of quantitative participatory methods and participatory numbers for integrating locals’ and outsiders’ knowledge, as well as actions from the bottom-up and top-down, in development. It places emphasis on the contribution of quantitative participatory methods and participatory numbers to foster dialogue between a wide range of stakeholders, for example, local people, NGOs, government agencies and scientists, who usually seldom directly engage with each other. The article draws on case studies that discuss remittances and disasters in Samoa, and disaster risk reduction in the Philippines.  相似文献

This research evaluates secular change in Phenice's (Am J Phys Anthropol, 30, 1969 and 297) three morphological traits of the pubis, as described by Klales et al. (Am J Phys Anthropol, 149, 2012 and 104): medial aspect of the ischio‐pubic ramus, subpubic contour, and ventral arc. Ordinal scores were collected for these traits and compared between a sample of innominates from the historical Hamann–Todd Collection (n = 170) and modern Bass Donated Collection (n = 129). Using the Freeman–Halton test, significant differences between temporal sample score frequencies were found for all traits in females and for the subpubic contour and ventral arc in males. Despite these findings, classification accuracy using logistic regression between the temporal periods remained low (68.7%). These results suggest that secular changes in trait expression are occurring; however, sex estimation methods using these traits and created with historical samples are still applicable to modern forensic cases. In fact, the secular changes occurring in these traits contribute to better classification accuracy between sexes in modern populations.  相似文献

目的探索道路交通事故中颅脑损伤所致轻度精神伤残者人格改变的主要表现形式及其在伤残评定中的价值。方法运用《脑外伤后人格改变评定量表》量化评定道路交通事故所致颅脑外伤者后遗人格改变状况,并探讨人格改变与颅脑损伤程度、精神伤残程度的相关性。结果 271例样本中239例(88.2%)存在人格改变,其中178例(65.7%)为轻度,46例(17.0%)为中度,15例(5.5%)为重度。人格改变程度在不同颅脑损伤程度之间的构成比差异无统计学意义(P0.05),但各组之间量表总分差异具有统计学意义(P0.05),两两比较显示中型与重型颅脑损伤之间差异无统计学意义。人格改变程度越明显,精神伤残等级越高,轻度精神伤残不同等级者人格改变评定量表总分差异具有统计学意义(P0.05),除七级与八级之间差异无统计学意义外,其余各组之间差异均具有统计学意义(P0.05)。结论交通事故中提出精神伤残评定的脑外伤者中人格改变发生比例较高,人格改变严重程度与精神伤残程度相关,《脑外伤后人格改变评定量表》能有效量化评定交通事故中脑外伤所致人格改变程度,量表总分与颅脑损伤程度具有相关性。  相似文献
