I analyze a model of bargaining, war, and endogenous leadership turnover in which (1) leader attributes affect war outcomes and (2) war can insulate settlements from renegotiation. Shifts in bargaining power caused by leadership turnover are endogenous and discontinuous, but sufficiently decisive war outcomes can solve the associated commitment problem. In contrast to other models where the shadow cast by a hawkish successor encourages moderation toward a dovish incumbent, the foreign state attacks instead—despite a dovish incumbent’s known preference for peace—using war to lock in a settlement that would otherwise be lost to future leadership turnover. I discuss the theory’s implications for widening the empirical scope of the commitment problem explanation for war to limited wars over relatively lower stakes and for integrating the politics of leadership turnover with the study of strategic rivalries.  相似文献

This paper explores the evolution of the protection of human rights in light of democratisation of the Croatian police. The story of democratisation of the Croatian police and their protection of human rights is particularly complex because of the war and its consequences. Using the grounded theory approach, the paper builds an argument that, because of the Croatian police are a part of the society at large, the way in which the police have dealt with human rights has been heavily dependent upon the larger social, political, and economic conditions, created both by domestic and international actors. The paper traces the police adherence to the protection of human rights across three distinct time periods.  相似文献

The rise and subsequent erosion of friendly relations between Iran and Turkey was a result of their regional ambitions. While Turkey had long seen its secular system as presenting an alternative to Iran’s Islamic ideology, the alignment of their regional interests facilitated a rapport between the two states in the first decade of the twenty-first century. However, the Arab Spring proved divisive for this relationship as each state sought to advocate its model of government and secure a leadership role in the Arab world. The war in Syria widened the divide, as Iran’s long-standing support for the Bashar al-Assad regime could not be reconciled with Turkey’s desire to see President Assad out of office. Using a close reading of Persian and Turkish sources, the authors will analyse the Iran–Turkey divide, focusing specifically on how the Iranians have portrayed it as a clash of civilisations, citing Turkey’s so-called ‘neo-Ottoman’ ambitions as the primary cause.  相似文献

This article asks how rebel leaders capture and lose legitimacy within their own movement. Analysing these complex and often uneasy relations between elites and grassroots of insurgency is important for understanding the success or failure of peace processes. This is because internal contestation over authority between rival rebel leaders can drive a movement’s external strategy. Based on ethnographic research on the Karen and Kachin rebellions in Myanmar and insights from Political Sociology, the article suggests that leadership authority is linked to social identification and the claim to recognition among insurgent grassroots. If rebel leaders manage to satisfy their grassroots’ claim to recognition, their insurgent orders are stable. Failing this, their authority erodes and is likely to be challenged. These findings contribute to understanding insurgency and peace negotiations in Myanmar and civil wars more generally by showing how struggles over legitimacy within rebel groups drive wider dynamics of war and peace.  相似文献

This paper analyzes literary, visual, and street art works of writers and artists from Eastern Ukraine produced during 2014. Two Donetsk artists, Serhii Zakharov and Anzhela Dzherikh, and two Luhansk writers, Serhii Zhadan and Olena Stepova, play with the myth of the proletarian Donbas, on the one hand, and debunk the popular perception of Donbas people as being in consent with the politics of the self-proclaimed Donetsk and Luhansk People’s Republics, on the other. They explore familiar tropes and images of Donbas and use guerrilla tactics (shock effects, provocativeness, and deception) to initiate public reaction to the war. Their works are united by their search for a shared communication space and direct access to the audience on occupied territories. These artists challenge the accepted perception of Donbas as a free but uncivilized space and participate in the creation of a new Donbas text. The interaction between politics, art, and activism makes their voices and vision powerful and infectious and can help achieve civic consolidation in Donbas.  相似文献

Reactions to the brutal Syrian War from European governments and Europe’s Muslims have been diverse and subject to many shifts over the past few years. This paper focuses on how Albanian political and Islamic religious figures living in the Balkans have come to interpret the war. I focus on discourse, the ways in which these different agents communicate with their audience, and the wider contexts they evoke. Government sources and religiously themed lectures delivered by prominent imams on the social networking site YouTube are used to assess these trends. The most obvious aspect of these debates is the ways in which these agents use the war to press their own agendas, the government to affirm their commitment to the “West” and an ethnicized view of Islam, while Islamic religious leaders use it to reconnect their audiences to a more cosmopolitan vision of their past. War thus becomes a catalyst for a resurgent contestation between different groups vying for control over what it means to be “Albanian” and “Muslim” in the twenty-first century.  相似文献

The literature on political instability focuses on institutional and leader survival or outcomes like civil wars and coups. We suggest that this approach overlooks lower levels of instability and that isolating outcomes understates the likelihood that they are manifestations of similar structural determinants. We extend the notion of instability to encompass jointly but distinctly civil wars, coups, and riots. Our explanation focuses on the role of political institutions and the related ethnopolitical strife over state power. Using data from 1950 to 2007, we find that the three outcomes share some determinants such as a factional partial democracy and the exclusion from power of a large proportion of the population; the inverted U-shaped effect of political institutions is driven by a subset of semidemocracies; and there is a substitution relationship between civil wars and coups emerging from the composition of governing coalitions.  相似文献

Recent years of community engagement under the war on terror in the UK have seen the co-option of bridge-building initiatives into wider narratives of securing communities. Through ethnographic insights into a peace building inter-faith initiative that made it onto the news as a ‘deradicalization’ workshop, I show how encounters in such projects are susceptible to being reframed into the very narrative in which encounters are sought after in the first place as a political settlement to growing inter-ethnic tension and conflict. This paper contributes to the growing geographies of encounter literature by making more explicit the narratives that shape how encounters function.  相似文献

This work examines how the American role in the Vietnam War has been portrayed in standard college- and university-level textbooks dealing with American foreign policy. It argues that this topic has been presented in a manner that leaves an incomplete understanding. This conclusion is based on scholarship that has been available for decades as well as much Cold War historiography that has appeared since 1975. I conclude that the distortions need to be addressed for several reasons. Their propagation produces bad scholarship, gratuitously alienates Americans from their institutions of government, and justifies anti-Americanism and authoritarianism elsewhere.  相似文献

This study develops a day-to-day theory of political violence that predicts that rebels respond strategically to the onset of interstate conflict that is directly related to a civil war. Government-initiated interstate conflict is theorized to incentivize rebels to signal their resolve, willingness to bear costs, and vulnerability of government forces. In addition, this form of interstate conflict is predicted to decrease violence against civilian populations, as it makes it more likely that rebels will need to rely on civilians for resources in the future. This is contrary to interstate conflict initiated by an external state, as this signal of third-party support makes civilian support more dispensable from the perspective of a rebel movement. Using a country-day data set constructed from event data, evidence is presented that is consistent with this theoretical logic. Interstate conflict, therefore, is shown to play a significant role in explaining the variation of violent events that occur on a day-to-day basis during a civil conflict.  相似文献
