西部农村社会稳定问题研究

随着我国社会转型步伐的明显加快,西部农村社会稳定问题已经成为人们关注的一个焦点。农村社会稳定是指农村社会处于相对平衡发展的状态,包括各种权力关系和利益关系得到有效协调、具有稳定的家庭关系和良好的人际关系、人们的思想相对稳定、社会治安状况良好等等。     

论国际金融危机下辽宁维稳战略的选择与对策——基于SWOT战略分析

在国际金融危机冲击下,辽宁的社会稳定面临严重威胁。文章运用SWOT战略分析方法,指出了辽宁维稳战略选择应该是充分发挥内部优势、积极利用外部机会、迎难而上、化危为机、转危为安。具体对策包括：加强正面舆论宣传引导,提振民众信心;加强利企惠民政策实施力度,切实提高民生水准;加强情报信息网络建设、完善预警机制;坚持专群结合,完善社会治安防控体系;加强治安保卫力量建设,进一步提高维稳处突能力。     

Health,Conflict, Stability and Statebuilding: A House Built on Sand?

Abstract

Increasingly, the purpose of third party health interventions in fragile states has become linked to statebuilding agendas in order to build government through health programmes. However, there is only limited data to support the efficacy of such an assumption. Indeed, this approach may instead invert the desired outcome of social legitimacy and undermine the rationale for which it is intended. This paper examines the strategic response from donors vis-à-vis the objective of statebuilding, and concludes that new research is required. It concludes that until there is empirically based evidence of the benefits of health interventions for statebuilding, the goals of health interventions should remain fixed primarily on improving health indicators instead.

India's security partnership with Singapore

Abstract

In recent years, India and Singapore have developed a strong bilateral security and economic partnership that has assumed a central position in India's strategic engagement in Southeast Asia. Having sought strategic engagement with India for many decades, Singapore has now successfully positioned itself as India's leading political partner and economic gateway to the region. At the same time, India and Singapore have actively pursued close defence ties, including frequent joint training and the assumption of an active maritime security role by India in Southeast Asia. The recent decision by India to allow the Singapore air force and army to operate long term training facilities on Indian territory represents a significant development in Indian strategic practice and may presage a more permanent Indian security presence in East Asia. This article will examine these developments and consider to what extent the emergent security relationship between India and Singapore should be seen as a desire to balance China's growing economic and political dominance of the region and to what extent it reflects a ‘natural’ strategic sphere for India stretching from Aden to Singapore and beyond into East Asia.     

Political morality and constitutional settlements

This paper presents a way of thinking about how to respond to the pluralism of modern societies that avoids any commitment to contractualist norms of political justification. The argument developed appeals to the notion of a constitutional settlement. Constitutional settlements are complex on-going social practices that both express certain values to which political societies are committed and establish procedures for resolving disputes among members of these societies. As such, they are a product of both moral commitment and the balance of power. The paper shows how constitutional settlements relate to issues of stability and non-subjugation in politics, and explains how they can ground a distinction between justice and legitimacy.
