Indigenous Local Governments for Palestine: A Roadmap for Replacing Imposed Institutions to Build Stability and Confidence

Occupying empires and states and expatriates have imposed structures of local government in the West Bank and Gaza. As a result, Palestinians have little confidence in the existing units of local government. That lack of confidence inhibits the development of a civil society. Proposed reforms must understand the history and actions that minimized opportunities for participation and the professionalism of bureaucracies that could produce and deliver the public services needed to sustain economic and social development. Establishing a stable civil state will require bureaucratic reforms anchored in theory and an understanding of the unique past that has left more than four million residents of Palestine without the public services needed for economic and social development. All parties to a resolution of the conflicts between Israel and Palestine and between Palestinians must help build new local structures of local government; the recommended steps presented here are grounded in theroy and histroy and also based on empirical research.     

Preparation of Disappearing Inks and Studying the Fading Time on Different Paper Surfaces

Abstract: Disappearing inks have been used in different fields, but it may be abused in forgery and counterfeiting. This research was conducted on the preparation of disappearing inks using different concentrations of thymolphthalein, phenolphthalein, and their mixture. The prepared inks were applied to different types of handwriting papers. It was found that the handwriting stability increased by increasing thymolphthalein, phenolphthalein, or alkali concentration, but in the case of using 4 mL of 1 normal (N) NaOH, the handwriting stability of phenolphthalein and its mixture inks decreased. Deciphering of the faded handwriting was evaluated by different methods; using optical deciphering, the faded handwriting did not respond to the different light sources. All the faded handwriting was visible when treated with alkaline solution. There was no change in the faded handwriting when heated to 100°C; phenolphthalein and mixture inks containing 0.5 mL of 1 N NaOH became red when only Azhar and Xerox papers were heated to 150°C.     

Producing facial composite sketches in remote Cognitive Interviews: a preliminary investigation

Justice systems around the world are increasingly turning to videoconferencing as a means to reduce delays and reduce costs in legal processes. This preliminary research examined whether interviewing a witness remotely – without physical co-presence of the witness and interviewer – could facilitate the production of quality facial composite sketches of suspects. In Study 1, 42 adults briefly viewed a photograph of a face. The next day they participated in Cognitive Interviews with a forensic artist, conducted either face-to-face or remotely via videoconference. In Study 2, 20 adults participated in videoconferenced interviews, and we manipulated the method by which they viewed the developing sketch. In both studies, independent groups of volunteers rated the likeness of the composites to the original photographs. The data suggest that remote interviews elicited effective composites; however, in Study 1 these composites were considered poorer matches to the photographs than were those produced in face-to-face interviews. The differences were small, but significant. Participants perceived several disadvantages to remote interviewing, but also several advantages including less pressure and better concentration. The results of Study 2 suggested that different sketch presentation methods offered different benefits. We propose that remote interviewing could be a useful tool for investigators in certain circumstances.     

Examination of the consistency of interviewer performance across three distinct interview contexts

Abstract

The current study examined the consistency of investigative interviewers' performance (n=31) across three distinct interview paradigms: (a) a mock interview where an adult actor played the role of a child recalling abuse, (b) a mock interview where a school child recalled an innocuous event that was staged at the child's school, and (c) a field interview where the interviewer elicited a statement of abuse from a child. Performance was measured by calculating the proportion of open-ended and leading questions, and by eliciting expert ratings of the presence of a range of problem behaviours commonly exhibited by interviewers. Overall, the performance of individual interviewers was relatively stable across the tasks. Heterogeneity in stability, however, differed according to the type of question and the nature of the event being examined. In particular, the mock interview paradigm where the adult acted the role of an alleged child abuse victim produced a measure of performance that was more similar to the field interview than the interview where a school child recalled an innocuous event. The implications of the findings for trainers, and directions for future research, are discussed.     

Criminal heterarchy and its critics: governance and the making of insecurity in Colombia

ABSTRACT

The FARC, Colombia’s oldest and biggest guerrilla organisation, has long been constructed as the country’s public enemy number one, an enemy that is increasingly portrayed as an outright criminal actor who abandoned all political ambitions. This image of the FARC as a criminal threat to the Colombian state and society is central to a broader turn towards criminalisation in Colombian politics. Through the lens of a critical governance perspective and the notion of the state’s discursive selectivity this article analyses turning points during which the construction of Colombian society’s criminal enemies became a driving force in the country’s security governance. Which social forces support the implementation of criminalising forms of security governance and how? What are the social and political consequences of the latter? In answering these questions, the article argues that the war on (guerrilla) crime assumes a ‘productive’ role for Colombia’s formal democracy.

人口较少民族人力资源开发必须有明确的战略选择,包括战略定位、战略依据、战略重点和具体的战略对策。目前学术界对此研究不多且存在分歧,主要集中在人口较少民族人力资源开发是以经济目标为导向还是以文化目标为导向,以往的研究大都基于前者,而不同的目标导向带来的结果是不一样的。为此,强调以文化本位为基础的人力资源开发战略对人口较少民族而言更具本质意义和战略实施的可操作性。     

India's security partnership with Singapore

Abstract

In recent years, India and Singapore have developed a strong bilateral security and economic partnership that has assumed a central position in India's strategic engagement in Southeast Asia. Having sought strategic engagement with India for many decades, Singapore has now successfully positioned itself as India's leading political partner and economic gateway to the region. At the same time, India and Singapore have actively pursued close defence ties, including frequent joint training and the assumption of an active maritime security role by India in Southeast Asia. The recent decision by India to allow the Singapore air force and army to operate long term training facilities on Indian territory represents a significant development in Indian strategic practice and may presage a more permanent Indian security presence in East Asia. This article will examine these developments and consider to what extent the emergent security relationship between India and Singapore should be seen as a desire to balance China's growing economic and political dominance of the region and to what extent it reflects a ‘natural’ strategic sphere for India stretching from Aden to Singapore and beyond into East Asia.     

Political morality and constitutional settlements

This paper presents a way of thinking about how to respond to the pluralism of modern societies that avoids any commitment to contractualist norms of political justification. The argument developed appeals to the notion of a constitutional settlement. Constitutional settlements are complex on-going social practices that both express certain values to which political societies are committed and establish procedures for resolving disputes among members of these societies. As such, they are a product of both moral commitment and the balance of power. The paper shows how constitutional settlements relate to issues of stability and non-subjugation in politics, and explains how they can ground a distinction between justice and legitimacy.     

中央苏区红军西路军行动的积极意义

中央苏区红军在赣江流域分为东、西两路军后,西路军改变了中央原定的战略方向和战略中心而形成新的战略行动,并非完全是“左”倾路线控制下的产物,由此对中央苏区和中国革命发展也产生了特殊的积极意义。西路军以西线战场的开辟配合了东路军的胜利进军,为中央苏区和邻近苏区准备新的反“围剿”战争创造了条件;在推进根据地发展中增强了中央苏区与湘赣苏区相互联系的战略力量,扩大了党和红军的政治影响;在整顿河西苏区肃反扩大化中挽救和凝聚了革命力量,增强了革命队伍的信心;在具体战争实践中形成了符合革命实际的战略基点和战略战术原则,成为中国革命道路探索链条中的重要组成部分。
