‘Pedagogies of resistance’ and critical peace education praxis

This paper explores ‘pedagogies of resistance’ – or critical and democratic educational models utilized by social movements – and how global examples of engaged educational praxis may inform peace education. The central inquiry of this article is ‘How can educational projects that resist larger social, political and economic inequalities offer understandings about how we learn, teach, and act for peace in diverse settings?’ Drawing upon literature from various fields, ideas and insights are offered about how the field of peace education can better respond to multiple and diverse realities, particularly those facing marginalized communities. The article provides an overview of key tenets of peace education and ideas central to ‘critical peace education;’ offers a framing of ‘pedagogies of resistance;’ and, lastly, details what directions emerge by putting these two educational forms in conversation.

“It's here,it's that time:” Race,queer futurity,and the temporality of violence in Born in Flames

This paper uses the film Born in Flames to engage questions around hope and the future that have been central to queer studies in the last decade. As the author understands it, the film's critique of the time of reform and progress holds profound implications for how we think about the future. By demonstrating the repetitions of racialized and gendered violence over time, the film produces a theory of the future where the continuation of the present as it is means the future will not come. If the state organizes populations, institutions, and forms of knowledge through a regulatory imagination and disciplined vision, it also determines the future in the same manner. The state ensures that the future can be extrapolated from the present by managing, contorting, and eradicating the future before it arrives. It uses preemptive action (war, assassination, incarceration, policing, administrative violence, and surveillance) to make its “imagined future come to pass.” The author argues that by showing the continuity between the racialized and gendered violence of the past, present, and future, the film constructs an anticipatory queer politics of urgency and presentism.

日本新防卫战略把日本的防卫力量从传统的海陆空领域扩展至多维度的太空、网络以及电磁波等新领域,重视各领域之间的彼此融合防卫。作为一个综合性防卫战略,它强调从平时到"有事"各阶段之间、自主防卫与日美同盟及多层次安保合作之间、"前方战场"和"后方体制"之间的综合防卫。为实现"跨领域作战",日本提出了优先项目和强化重点,侧重在太空、网络、电磁波等新领域内获得并强化相关防卫能力。同时日本也加强提升传统领域内的海空能力、导弹防御及防区外打击能力,并对自卫队的体制进行相应调整。新防卫战略与"印太构想"融合,进一步深化了日本立体跨域防卫体系。日本"多维度联合防卫力量"新战略具有深刻的竞争时代背景,为配合美国军事战略调整并强化日美同盟、对竞争时代安全情势的判断与主动应对、积极加入全球军事变革下新领域内的激烈竞争、更好地应对岛屿争端及加强海洋防卫等现实问题,这是日本谋求构建新防卫战略的深刻动因。该日本新防卫战略产生的影响包括:日本的防卫自主或更难实现、进一步改变战后日本的安全战略基点、在新安全领域引发竞争及不利于构建良好的中日建设性安全关系等。对此,中国需进一步增强本国综合性实力,积极推动日本对华安全释疑,扩大中日防卫交流与安全对话,增进两国的安全互信。     

Public affairs,issues management,and political strategy: opportunities,opportunities, and more opportunities

This paper begins where Professor Windsor left off and enumerates some other areas in which academic research could be profitably pursued for both intellectual and practical gain. The tone of Professor Windsor's paper is pessimistic, and lays out in detail some of the obstacles to research; but these are not insurmountable. Some key areas that can be explored to the benefit of researchers and practitioners are in self‐regulation, the initiative process, term limits (a relatively recent phenomenon and not particularly well known outside of the USA), and in alliance building, constituency statutes, and links to stakeholder theory and action. 近年来,在建筑行业的工程建设合同欠款纠纷层出不断.在此类案件中,一方当事人自行委托造价咨询单位对工程竣工结算进行审计的情况时有发生,对于这种诉前自行委托而产生的审计报告在诉讼或仲裁过程中应当如何对待,一直是实务界争议不断的问题.本文从一方当事人诉前自行委托工程造价单位进行审计这一行为的定性入手,进而分析了诉前自行鉴定的结论在诉讼中的法律地位,并对仲裁程序中出现的有关问题进行了讨论.     

企业战略联盟伙伴选择研究

企业战略联盟对于提高企业抗风险的能力,实现企业绩效稳定持续增长具有非常重要的意义。虽然战略联盟具有很多优势,但却是很难管理的一种组织方式。据资料显示,战略联盟的成功率只有30%,而失败的主要原因是与联盟伙伴的关系问题。如何使战略联盟取得成功,进一步改进战略联盟的稳定性,是所有参加联盟的企业必须考虑的重大问题。     

西方“技术联盟”组建的战略背景、目标与困境

美国因战略背景变化不断进行战略工具调试,其主导的西方"技术联盟"作为关键的战略遏制工具,曾经成功地限制了战略竞争对手的经济与技术进步。面对新历史环境下的战略博弈,美国再次谋求联合西方盟友组建新的排他性"技术联盟",并加大与战略对手在新技术维度的战略竞争与博弈力度。目前的全球技术结构特征、全球价值链的结构制约、欧美技术治理结构等多重矛盾因素,给"技术联盟"的建立及其战略有效性带来了新困境,但"技术联盟"作为一种战略工具,依旧可能是未来美国政府在"战略安全"语境下的优先战略选项。"技术联盟"扩散的"战略安全"逻辑阻碍了全球技术进步,并将催生全球技术格局的"隔离"状态,同时其外溢效应还可能包括瓦解全球价值链的潜在风险。     

The duty of the state to eradicate the legacy of apartheid in South Africa versus resistance to change： Critical analysis of the Chairperson＇s Association Case

South Africa was colonized by European powers from as early as the seventeenth century and all aspects of the indigenous population were transformed, alternatively, subjected to the norms of life of the colonial powers. This led to the erosion of African names and the replacement therefore by colonial names. The South African Geographical Names Council Act is intended to address this legacy.
