This article studies the new constitutions of Ecuador and Bolivia in order to determine to what extent indigenous concepts of democracy have been incorporated into these important documents. The research presented here suggests that there is a significant correlation between the demands made by indigenous social movements over the past two decades and the new constitutional texts of both countries, which essentially embrace the alternative forms of citizenship and democracy espoused by indigenous social movement groups. For many activists, these changes open the door to what they perceive as a richer democracy.  相似文献

Contributing to a growing literature on democracy beyond the nation-state, this article draws on aspects of national democratization theory in order to analyse empirical processes of democracy. By combining insights from transition theory and the theory of political opportunity structures, the article examines the case of the Asian Development Bank (ADB). While the ADB for a long time has been described as a closed, unresponsive and unaccountable international organization, a recent evaluation praised the Bank for its good practices concerning transparency, participation and accountability. The article uses the analytical framework to highlight the interaction between hard-liners and soft-liners within the ADB and explores the role of different transnational civil society actors in the processes that seem to have strengthened the democratic credentials of the ADB. While finding significant divisions within the ADB as well as amongst civil society actors targeting the bank, overall the article argues that transnational civil society actors, interacting with soft-liners within the ADB, have contributed to the implementation of reforms, which in turn create political opportunities for further civil society activism. The reform processes, however, are best described as processes of liberalization – rather than democratization.  相似文献

Democracy promotion through economic sanctions has become commonplace. Previous studies argue that an important challenge to the effectiveness of democratic sanctions is the contravening support of black knights. However, these studies underestimate conflicting interests between the target and its black knight. In this paper, I propose a bargaining model for understanding how targets obtain support from black knights. The target’s main source of bargaining power is its threat to defect from the black knight and obtain support from an international rival. However, the credibility of this threat decreases with democratic sanctions because they hinder cooperation with a likely source of support, namely the sender. Therefore, targets take steps towards democracy to improve their bargaining position relative to the black knight. To probe my argument, I conduct a deep single case study of EU sanctions against Belarus between 2004 and 2016 with Russia as a black knight. Sanctions should have no effect in this paradigmatic case of black knight support. Yet, there is substantial evidence that democratic sanctions have increased the cost of electoral fraud and state repression in Belarus. This indicates that the conflicting interests of targets and their black knights provide windows of opportunity for democracy promotion.  相似文献

Abstract

There is an underlying optimism in much of the literature that considers the emergence of social movements as being associated with deepening processes of democratization. The expansion of civil society is seen to expand political space. This paper takes a critical lens to this perspective, using recent political events in Thailand as a case study of the political strategies and alliances of social movements. We examine the debates that saw many social movements and their leaderships initially support elected Prime Minister Thaksin Shinawatra and his Thai Rak Thai Party only to see this support drain away as these same movements called on their followers to bring down the government. More importantly, we examine how these movements came to ally with conservative forces associated with the palace and military. Based on the Thai case study, we suggest that these seemingly unlikely outcomes result from the very nature of social movements. Leadership by middle-class activists, the need for alliances, the development of networks, and a focus on single issues and identities leads social movements to make substantial political compromises. The consequences can be negative for democratic development.  相似文献

Abstract

Civil society literature attributes the weakness of post-communist civil society to the communist heritage. It is structurally weak, the argument goes, because post-communist citizens are averse to voluntary organizations and because of ethnic nationalism. This article goes beyond the heritage argument and contends that post-communist civil society is weakened by democratization itself. Post-communist democratizing states are fragmented structurally and ideologically, and lack a consensus on the liberal state as a provider of public goods and an inclusive citizenship. Simultaneously, the non-state sector in post-communism is expanding in both liberal and illiberal directions. While the liberal segments of the state respond to a liberal civil society, its illiberal segments reinforce an illiberal civil society. Consequently, ‘good’ civil society is forced to confront ideologically both the illiberal state and illiberal non-state groups, which limits its potential contribution to promoting good governance. The argument is illustrated by a study of civil society's transformation in post-Milo?evi? Serbia and the struggle by liberal civil society groups for acceptance of responsibility for Serbian war crimes committed in the wars of Yugoslavia's disintegration in the 1990s.  相似文献

Abstract

Non-governmental organizations (NGOs) engaged in development work have aimed traditionally to carry out infrastructure or human development in developing areas, but they have increasingly pursued the development of civic life as a pathway to democracy. Drawing on case studies from Santo Domingo in the Dominican Republic, this article points to ways in which NGOs can help to foster cooperation among other key sectors in civil society, namely grass-roots organizations (GROs) in poor neighbourhoods. Such cooperation cultivates solidarity among the marginalized and allows GROs working together to make demands on the political system and to enhance democracy in less developed countries. The maintenance of grass-roots autonomy is a key to success in fostering cooperation, along with a clear understanding by NGOs of the local context.  相似文献

One of the most pressing issues facing Arab societies, in view of the large-scale political transitions taking place in the Middle East, is the status of religion in the state. In this regard, Turkey, a Muslim democratic state, is often offered as a model to follow. The current piece demonstrates that despite the seeming appeal of the Turkish model, it is inadequate for Middle Eastern societies, in which religion plays a significant social role and is a core ingredient of individual and collective identity. This is because the foundations of the Turkish model were artificially imported from the Western experience, and forced from above onto the Turkish populace without much-needed contextual adjustment. This assertion is true not only for the original state-religion model in Turkey, but also for its modified present-day version, which bears to a large extent the burdens of the past. The article concludes by outlining some points that might serve emergent Arab democracies aiming to design a constructive and authentic model of religion and the state.  相似文献

经济全球化和世界多极化发展,呼唤和催生国际关系民主化,同时,实现国际关系民主化也是当前大多数国家在国际关系中追求的价值取向。当前影响和平与发展的不确定因素依然存在,要从根本上解决这些问题必须通过实现国际关系民主化这一途径来加以解决。实现国际关系民主化目标是一个长期的渐进过程,应该从道义和舆论、双边或多边外交关系和国际制度建设三个层面加以推进。这一思想无论是在理论领域丰富和发展中国国际战略思想,还是在维护世界和平、促进发展、提高中国的国际地位、改善和发展我国的对外关系等实践中都具有非常重要的战略意义。  相似文献

This article argues that much of the work on democratization and democratic consolidation is obscured by a conceptual fog, when at the very least some of this confusion could be ameliorated by parsing out components that are obviously liberal in nature. An admission of the importance of liberalization and liberal consolidation as distinctly different in form and measurement from democratization and democratic consolidation are the first steps to better research on the varieties of causation that constitute and propel the dissolution of more authoritarian regimes towards more liberal democratic regimes. Acknowledging that the liberal in liberal democracy is unpopular for some, and that liberal democracy does not necessarily mean American liberal democracy, go a long way to freeing these terms from ethnocentric misconceptions, as well as cementing analytical clarification. Though all modern democracies have both liberal and democratic components, democratic consolidation does not guarantee liberal consolidation.  相似文献
