Design and Test of an Index to Measure the Capability of Cities in Latin America to Create Knowledge-Based Enterprises

An index has been created, based on the experience of a prior version tested in 5 cities in Chile, and from an extensive literature search. Its purpose is to rank cities in Latin America on their capability to create knowledge-based enterprises, in a way that is understandable by stakeholders, motivates action and facilitates diagnosis. The index consists of 7 groups of 50 variables (knowledge, innovation, entrepreneurship, business foundation, cultural framework, creative magnetism and entrepreneurial management). All variables are measured by numerical data from secondary sources. The index is tested for feasibility and cost-effectiveness in one city, Santiago. It is concluded that data limitations will require the use of survey techniques, including survey of perceptions, for about 1/3 of the variables to increase accuracy and generate a more meaningful information for future analysis. Various directions for future research are suggested.     

A database of mitochondrial DNA hypervariable regions I and II sequences of individuals from Slovakia

In order to identify polymorphic positions and to determine their frequencies and the frequency of haplotypes in the human mitochondrial control region, two hypervariable regions (HV1 and HV2) of the mitochondrial DNA (mtDNA) of 374 unrelated individuals from Slovakia were amplified and sequenced. Sequence comparison led to the identification of 284 mitochondrial lineages as defined by 163 variable sites. Genetic diversity (GD) was estimated at 0.997 and the probability of two randomly selected individuals from population having identical mtDNA types (random match probability, RMP) for the both regions is 0.60%.     

Forensic mitochondrial DNA analysis of 116 casework skeletal samples

Between February 1999 and May 2005, 116 DNA extractions were completed on skeletal remains from routine casework. Overall, at least a partial mitochondrial DNA (mtDNA) profile was obtained on 83.6% of samples. Skeletal remains fell into two general categories: (1) samples for body identifications submitted by law enforcement and (2) samples submitted to answer historical or family identity questions. Body identification cases were more likely to yield full mtDNA profiles, whereas historical cases were more likely to result in partial profiles. Overall, the ability to obtain a full or partial profile primarily reflects the difference in the average age and condition of the samples in these two categories and thus, difference in the quantity and quality of the DNA. Cremated remains were uniformly unsuccessful, whereas infant/fetal remains were uniformly successful. Heteroplasmy in skeletal remains was observed at a rate similar to that in hair ( approximately 10%). For body identification cases, skeletal remains had the same mtDNA profile as the accompanying reference sample in 50% of cases.

在《重庆市实施<中华人民共和国民族区域自治法>办法》起草和修订过程中,通过对我国地方民族立法的几个基本问题的思考和探索,各方面达成了比较一致的认识,进一步明确了地方民族立法的目的,其法律和政策参照依据,地方民族立法的基本形式,以及地方民族立法中权利与义务对等的问题。     

论新疆地区和谐警察公共关系的构建

警察公共关系是警察组织与社会公众双向信息交流和良性互动沟通,既是一种以人为本的思想理念,也是一种警察文化现象。在新疆少数民族地区,由于各民族不同的语言、宗教信仰及风俗习惯,使警察公共关系建设具有较强的地域特色;同时新疆又是我国反恐斗争的第一线,担负着维护国家安全、社会稳定的重要使命,构建和谐警察公共关系需要加深理论认识,强化双语交流沟通,把握民族宗教政策,分析研究涉警网络舆情,加强媒体正面宣传,对警察素质内外兼修。     

全面小康：赣南等原中央苏区的差距与振兴对策

以赣南为核心的原中央苏区的经济社会发展落后状态在全国革命老区和集中连片贫困山区很有代表性。全力推动赣南等原中央苏区加速奔小康步伐,其影响和示范作用无法估量。中央已经把振兴赣南等原中央苏区上升为国家战略,除了将加大人力物力财力的直接投入之外,更重要的是将执行西部大开发大政策组合的投入,比如财政与税收政策、金融与投资政策、人才开发与科教文化政策、产业政策、生态补偿政策、对口支援政策等等方面。赣南等原中央苏区各级党委、政府要抓住历史性机遇,继续发扬苏区精神和苏区干部好作风,抓紧编制省、县（区）具体实施规划,努力在体制机制改革上,大胆先行先试,催生老区经济社会发展的内生动力,增强老区的自身造血功能,合力推动老区实现跨越式发展。
