Economic prosperity is the best recipe for an incumbent government to be re-elected. However, the financial crisis was significantly more consequential for governing parties in young rather than in established democracies. This article introduces the age of democracy as a contextual explanation which moderates the degree to which citizens vote retrospectively. It shows a curvilinear effect of the age of democracy on retrospective economic voting. In a first stage after the transition to democracy, reform governments suffer from a general anti-incumbency effect, unrelated to economic performance. In a second step, citizens in young democracies relate the legitimacy of democratic actors to their economic performance rather than to procedural rules, and connect economic outcomes closely to incumbent support. As democracies mature, actors profit from a reservoir of legitimacy, and retrospective voting declines. Empirically, these hypotheses are corroborated by data on vote change and economic performance in 59 democracies worldwide, over 25 years.  相似文献

Abstract

Challenger parties’ electoral successes have attracted increasing scholarly attention. Based on the example of West European radical left parties, this article investigates whether and how centripetal and centrifugal positional movements on different conflict dimensions influence the election results of these parties. Depending on parties’ issue-linkages, these strategies will have a different effect for the economic and the non-economic issue dimension. Due to radical left parties’ long-term commitment and a strong party-issue linkage on economic issues, more moderate positions will play to their electoral advantage. In contrast, far-left parties compete with social democratic and green-libertarian parties for party-issue linkages on the non-economic issue dimension. Here, they benefit from promoting centrifugal strategies. Based on time-series cross-section analyses for 25 West European far-left parties between 1990 and 2017, the empirical results show that the success of radical left parties’ positional strategies varies with the conflict dimension in question and that this effect is only partly moderated by the positions of competing mainstream left parties.  相似文献

Abstract

The 2019 Austrian snap election, held on 29 September 2019, was preceded by a series of scandals. Most prominent among them was the so-called ‘Ibizagate’ involving the former Vice-Chancellor and FPÖ party leader, Heinz-Christian Strache. The scandal eventually led to the collapse of the ÖVP-FPÖ coalition in May 2019 and the formation of a caretaker government. The election day in September brought a clear victory for the ÖVP with an increase of almost six percentage points, compared to its vote share in the 2017 election. The second big winner was the Green party which scored the best result in the party history with 13.9 per cent of the vote. Amid scandals, the FPÖ saw its support fall to only 16.2 per cent; the election also resulted in an all-time low for the SPÖ achieving only 21.2 per cent. The article presents the background, the election campaign and the results of the 2019 Austrian election, discussing the wide range of ‘firsts’ that characterized them, including the formation of the first ÖVP-Green coalition government in Austria.  相似文献

Studies investigating the agenda-setting of human rights groups disagree on both their prospects of garnering political attention, and the factors that help them in that quest. This study makes the argument that we need to take account of both macro-institutional opportunity structures and actor-level strategies in order to gain a more complete understanding of the group-media interface. Specifically, it posits that the urgency of social problems only drives media attention toward groups if a country’s media landscape is sufficiently free, and that within these institutional constraints, groups themselves can enhance their media access by providing newsmakers with information subsidies. These claims are substantiated by way of a novel cross-nationally comparative data set of more than 1,000 domestic election monitoring and advocacy organizations. Findings show that media attention is structurally limited by the degree to which the news media serve as an open arena, and that even in countries with a free press, few groups achieve media access. At the same time, the most successful groups are not necessarily the most resourceful ones. Rather, strategic choices to invest in media effort, narrow policy engagement, and professionalization substitute for scarce resources, thereby giving groups “more bang for their buck.” The results clarify the causal mechanisms behind the dominance of resource-rich groups on the media agenda and reinforce calls for more globally comparative research into media agenda-setting.  相似文献

It is often suggested in the case of mixed-member electoral systems that legislators with close ties to the single member districts (SMDs) are more constituency oriented than those with weaker ties. This article investigates the effect of three career-related variables (mandate type, tier of candidacy and the number of formerly held SMD mandates) on the constituency orientation of national representatives. The analysis relies on a comprehensive database containing MP-level career information and the number of locally relevant written questions submitted between 2010 and 2013 in the Hungarian parliament. Contrary to expectations, the results suggest that SMD candidates who were elected on party lists tend to ask a larger number of questions with local relevance than SMD MPs. Furthermore, MPs with considerable SMD experience are found to be more constituency oriented only among those who gained their mandates in an SMD.  相似文献

ABSTRACT

Barack Obama was more successful in the South in the 2008 election than many previous Democratic presidential nominees had been. While John McCain continued Republican dominance in the conservative region, it was a major breakthrough for a northern liberal Democrat, especially an African American from Illinois, to win three southern states and secure 55 electoral votes. Florida, North Carolina and Virginia were good opportunities for Obama because, demographically, they had come to resemble other large states outside the South. In these ‘converging’ southern states, the Latino and Asian communities had grown substantially. The percentage of college-educated Whites had increased and there had been large-scale migration from other regions of the country. The states that Obama won in the South were not as ‘southern’ as they once were. In some southern states, those called the ‘neo-Confederate South’ in this article, white support for Obama was less than John Kerry had received in 2004. This decline in white voting for the Democratic presidential nominee occurred despite the difficult economic times that enveloped the country in the months preceding the election, and the general unpopularity of the incumbent Republican administration headed by George W. Bush. Some of these states, like Alabama, Arkansas, Louisiana and Mississippi, had been among the most intransigent states in resisting the claims of the civil rights movement for social and political equality for African Americans in the 1950s and 1960s. In the future it may be more accurate to speak of more than one South, rather than refer to the region as an undifferentiated whole.  相似文献

Most presidential heads of state in parliamentary and semi-presidential democracies have constitutional powers to influence early election calling, which enable them to influence the conditions under which prime ministers are held accountable by the electorate. We examine whether presidents use theses powers to shape the timing of early elections for partisan advantage and to influence the electoral performance of prime ministers. Drawing on data from 193 elections in 18 European democracies (1945–2013), we find that presidents with significant dissolution powers enable incumbents in governments that include the president’s party to realise a significant electoral bonus compared with governments that exclude the party of the president.  相似文献

The aim of this article is to explain differences in disproportionality. The dependent variable has two components. One is the index of disproportionality created by Michael Gallagher (1991). The other component consists of the amount of wasted votes, i.e. votes that are given to representatives of parties which fail to gain representation in parliament. Three independent variables are used: district magnitude, electoral thresholds, and the combined measurement of these variables, namely the effective threshold. The test reveals that while Gallagher's index of disproportionality is affected by district magnitude and the effective threshold, the amount of wasted votes remains, with the possible exception of a weak link to electoral thresholds, unaffected by changes in the independent variables. Explanations for the findings are introduced and discussed.  相似文献
