Sexual homicides involving elderly victims are rare and unusual crimes, and research specifically focusing on these homicides is almost inexistent. The current study investigates the crime commission process as well as the motivations underlying elderly sexual homicides. The sample comes from the Sexual Homicide International Database (SHIelD) including sexual homicide cases from Canada and France. A total of 56 cases involving victims aged 65 years or more were compared with 513 cases involving victims aged between 16 and 45 years old. Bivariate analyses and two-step cluster analysis are performed. Findings show major differences in the crime commission process of the two groups of offenders. We also identified a four-cluster typology of elderly sexual homicide offenders based on their motivations (sexual, robber, sadistic, experimental). Although sexual homicides involving elderly victims are rare, these crimes are different, presenting specificities and should be studied as a group on its own.  相似文献

Emigrants’ ideologies and partisan attitudes may diverge from other voters’: overseas voters are ideologically self-selected, receive distinctive information about campaigns and have experiences abroad that are likely to shape their political views. Parties, anticipating these emigrant attitudes, can manipulate overseas voting availability to give the vote primarily to their own supporters. Alternatively, parties may expect newly enfranchised voters to provide electoral support in gratitude for the right to vote. To distinguish these separate processes, this project undertakes a case study of Turkey to trace a ruling party's strategic expectations as it makes overseas-enfranchisement decisions. To see how generalisable these results are, the study further extends to a statistical analysis of differences in vote choice between voters at home and abroad across all 23 European countries that report overseas votes separately, using an original dataset encompassing 121 elections. Both the case study and the statistical analysis suggest that emigrant-enfranchising parties tend to garner overseas voters’ support in a lasting way. This suggests that overseas enfranchisement most often appears to involve incumbent parties (correctly) expecting long-term ideological compatibility with their overseas nationals, not simply exchanging the franchise for short-term, transactional support.  相似文献

In this article, we investigate whether the design of the electoral system used in the elections of local councils affects the position of national parties and their main competitors, local independent lists. We study the case of the electoral reform enacted recently in Poland which modified the rules of council elections by introducing the first-past-the-post (FPTP) system, quite rarely used in local elections. Using empirical evidence from the municipalities where FPTP replaced the open-list proportional representation (OLPR) system, we demonstrate that the introduction of single-member districts, and majoritarian rule in council elections, increased the number of single independents, unaffiliated to any party or committee, and limited the (already poor) presence of party candidates and councillors. The reform also strengthened the position of directly elected mayors, in Poland – usually independent, by assuring many of them safe majorities in councils. We found that the share of seats for the winning mayor’s list increased by 10 pp on average after the reform.  相似文献

Elections are in theory democratic means of resolving disputes and making collective decisions, yet too often force is employed to distort the electoral process. The post-Cold War increase in the number of electoral authoritarian and hybrid states has brought this problem into relief. In recent years the prevention of electoral violence has played an increasingly large role in the democratic assistance activities undertaken by international agencies, following increased awareness within the international community of the specific security challenges that elections entail. However, there has to date been little systematic evaluation of the success of different electoral violence prevention (EVP) strategies in reforming electoral institutions so as to enable them to maintain the peace during the electoral period. This article assesses the effectiveness of two common types of international EVP activity. Using a new global dataset of EVP strategies between 2003 and 2015, this article finds evidence that capacity-building strategies reduce violence by non-state actors, whereas attitude-transforming strategies are associated with a reduction in violence by state actors and their allies. The findings are relevant both for understanding the dynamics of electoral violence, and also for policymakers and electoral assistance providers in the international community who have responsibility for the design of democratic assistance projects in states at risk of electoral violence.  相似文献

Electoral disputes accompanied by violent outbreaks have become an emerging problem in societies under transformation, in authoritarian regimes, as well as in young democracies. The truth is that many politicians elected to office, their supporters, and political activists have altered their perceptions of electoral competition in a form of zero-sum logic with direct consequences for their opponents. After the fall of Communism in the beginning of the 1990s, Central and Eastern Europe stood at a crossroads. This period of imbalance and uncertainty affected the violent interaction in newly reformed electoral arenas with serious consequences for legitimizing democratic change. Despite the well-documented tension that existed in the region, the importance of violence in the electoral arena is rather neglected. The article approaches this gap as the first attempt to map electoral violence in a new typological environment where the process of transformation has affected political pluralism and the patterns of political contest. It argues that electoral violence is not a rare phenomenon in the region of post-Communist Europe and the dynamic varies on a great scale. Moreover, the article presents a picture of electoral violence occurring in different settings with potentially different contextual preconditions that need to be studied separately.  相似文献

Why do some governments participate more actively in the enforcement of international law than others? In the context of the General Agreement on Tariffs and Trade (GATT)/World Trade Organization (WTO), I argue that domestic institutions – and, specifically, the electoral rule – can account for these differences. Interest groups are frequently harmed when foreign governments violate international law and have compliance information, but they lack access to formal enforcement mechanisms, such as dispute settlement bodies. I identify two complementary effects of domestic institutions. Where domestic institutions increase the government’s responsiveness to interest groups, the government is more likely to enforce international law on their behalf. In turn, because they expect that rule violations are more likely to be enforced, interest groups are more willing to contribute to the monitoring of international law. Hence, interest groups are more likely to provide the information necessary for enforcement, and governments are more likely to be aware of rule violations and to provide enforcement. Empirical evidence from the GATT/WTO is consistent with these propositions.  相似文献

Recent elections in Europe have shown that a context of increasing citizen distrust towards democratic institutions may lead to very high levels of electoral volatility and to the emergence of new parties. On the other hand, institutional reforms are sometimes presented as a solution to citizens’ discontent with political institutions. Focusing on a specific type of political institution ? electoral systems ? the question addressed in this study is whether high levels of electoral volatility may trigger electoral reforms. The article investigates the conditions under which reforms affecting the electoral system’s degree of openness to new parties were enacted in 25 European countries between 1945 and 2012. The findings demonstrate that volatility due to the emergence of new parties is the most powerful explanation to account for the introduction of electoral reforms, particularly those that hinder the entry of new parties into the system.  相似文献

This article analyses the drivers of individual dissent in floor voting in parliamentary regimes. It focuses on the effect of ideological heterogeneity in legislative parties on individual MPs’ voting behaviour, as well as the different incentives caused by the differing consequences of defection and abstention. Combining individual-level survey and voting data from the Swedish Riksdag, neither of which is subject to selection bias, the study overcomes several limitations of previous research. It shows that MPs’ decisions to dissent are partly driven by ideological differences with their party, but also by the imperatives of maintaining a government majority in a parliamentary regime, along with the level of influence MPs exert on legislation. It also highlights the importance of distinguishing between abstaining from voting and defecting. Merely pooling the two oversimplifies the behaviour of MPs.  相似文献

Corrupt governments are not always punished by voters. Under certain circumstances citizens consider voting for the incumbent party even if the party is perceived as corrupt. Using survey data for Spain, this article analyses what makes citizens reject (or not) the idea of voting for a corrupt party. Previous research has shown that party identification, ideology and political information play a role in voters’ reactions to corruption. The article argues that voters judge corruption in relative terms; what matters is not how corrupt the incumbent party is perceived to be but whether it is deemed to be more corrupt than the other parties.  相似文献

Electoral integrity is increasingly being recognised as an important component of democracy, yet scholars still have limited understanding of the circumstances under which elections are most likely to be free, fair and genuine. This article posits that effective oversight institutions play a key role in scrutinising the electoral process and holding those with an interest in the electoral outcome to account. The main insight is that deficiencies in formal electoral management can be effectively compensated for via one or more other institutional checks: an active and independent judiciary; an active and independent media; and/or an active and independent civil society. Flawed elections are most likely to take place when all four checks on electoral conduct fail in key ways. These hypotheses are tested and supported on a cross‐national time‐series dataset of 1,047 national‐level elections held in 156 electoral regimes between 1990 and 2012.  相似文献
