能源是人类生存和发展重要物质基础。该文对近20年中国能源消费情况描述分析表明:能源消费总量持续增长,能源消费结构变化缓慢,万元GDP能耗不断下降,人均生活消费能源持续上升。通过建立能源消费模型,实证结果表明,计量影响能源消费最主要的三个变量是研究与实验发展经费支出、固定资产投资和城镇居民人均可支配收入。该文在研究的基础上提出全面推进能源节能,大力开发绿色能源和加强能源国际合作等个建议。 相似文献

This article focuses on the politics of regulating natural gas fracking operations in Colorado and Texas. Between‐state differences in the economic importance of natural gas production, political traditions, environmental impacts of drilling activities, and local governmental responses to risk reduction, and entrepreneurial activities are discussed in relation to policy‐making initiatives. In the concluding section, I suggest that Colorado's regulatory approach offers a greater degree of environmental protection than Texas. Key reforms adopted in 2007–8 can be largely attributed to electoral victories that ensured unified party control over state government and the determined efforts of the proenvironmental governor to make changes in both the regulatory commission and in the substance of natural gas drilling policies. 相似文献

The susceptibility for recreational shooters to transfer gunshot residue (GSR) to both the interior and exterior of a vehicle is investigated. A comprehensive sampling protocol was used to assess the most likely areas of GSR transfer from recreational shooter contact, such as the steering wheel and the area, the firearms were stored (the trunk). Up to 315 characteristic GSR, particles were found in several locations throughout the interior of a vehicle. As many as 876 characteristic particles were found throughout a single vehicle. The data indicate that vehicles frequently occupied by firearms users are a potential source for inadvertent transfer of GSR to persons unrelated to firearm activity. In criminal cases where vehicles have been used, such transfer processes for GSR need to be considered within the context of any case interpretation. The implications for subsequent contamination and transfer processes from such vehicles require further investigation. 相似文献

ABSTRACTThe influences of state government have been curiously absent from most studies of collaboration among cities. Extant research on city collaboration which promotes on climate and environmental sustainability issues focuses primarily on local-level institutions, politics, and processes. Thus, the role of states to constrain or facilitate collaboration among local governments needs to be more fully accounted for. Building on transaction cost and institutional collective action theory and drawing on data from a national survey of US cities, we investigate the influences of city-level factors together with the hierarchical effects of state rules and policies on the extent to which mechanisms for interlocal collaboration are employed in pursuing climate protection and renewable energy development goals. The results confirm predictions that multilevel intergovernmental forces influence the extent to which cities collaborate. These results have both theoretical and practical implications for understanding interlocal collaborations. 相似文献

This research addresses state requirements that public facilities be constructed as “green buildings” that promote environmental friendly, energy efficient, and healthy workplaces. We consider state choices to adopt green building mandates and the form of their policy enactment. In considering the way that low salience issues like green buildings get on state agendas and the circumstances under which governors decide to engage the issue, we extend William Gormley's (1986) depiction of “board room” regulatory politics. State energy agencies provide an attention‐focusing role while governors behave strategically in deciding whether to issue executive orders about green buildings. This research adds to the growing understanding of states as innovators in aspects of environmental policy not normally subject to state regulation. 相似文献
