This research examines the impact of increasing the stringency of renewable portfolio standards (RPS) on the consumption of energy produced from renewable sources. Putting prior findings in the context of policy learning, first we focus on technological innovation, factor endowments, and economic energy dependence of American states to track how RPS have proliferated and strengthened. Next, we look at the net effect of this RPS evolution on state fossil fuel energy divestment. To evaluate the interplay between: a) the political desire to lower fossil fuel use, b) technological feasibility to do so, and c) the economic trade‐offs and risks, we focus on the industrial sector dependence on energy security and affordability. Our results indicate that energy security is a priority and even in light of increasing RPS stringency, states with relatively weak but mandatory RPS are leaders in aggregate renewable energy consumption. Innovation is the central element of climate change policy in many jurisdictions. Reduced to technology development and linked to market‐driven priorities, innovation accommodates the interests of large emitters in the energy sector and underpins a sustainable development discourse that denies ecological limits to economic growth. This study examines the use of innovation as a key component of climate change policy in the case of Alberta's Climate Change Emissions Management Corporation, utilizing a political economy approach to explain the drivers of government funding priorities. An analysis of this technology fund's investments over nine years, under two different governments, revealed that nearly half of the revenue has been used to subsidize R&D in the fossil fuels industry in the name of clean energy development, and that this priority has continued despite recent government commitments under the Paris CoP agreement. The carbon levy system that generates revenue for the fund has been unsuccessful in incentivizing facility reductions, pointing to the need for more stringent regulation. Innovation as a framework for transition to a post‐carbon economy is severely limited by its exclusion of the roles of social knowledge and citizen participation in envisaging and designing paths for change. 相似文献

Comparisons of polyvinyl chloride electrical tape typically rely upon evaluating class characteristics such as physical dimensions, surface texture, and chemical composition. Given the various techniques that are available for this purpose, a comprehensive study has been undertaken to establish an optimal analytical scheme for electrical tape comparisons. Of equal importance is the development of a quantitative means for sample discrimination. In this study, 67 rolls of black electrical tape representing 34 different nominal brands were analyzed via scanning electron microscopy and energy dispersive spectroscopy. Differences in surface roughness, calendering marks, and filler particle size were readily apparent, including between some rolls of the same nominal brand. The relative amounts of magnesium, aluminum, silicon, sulfur, lead, chlorine, antimony, calcium, titanium, and zinc varied greatly between brands and, in some cases, could be linked to the year of manufacture. For the first time, quantitative differentiation of electrical tapes was achieved through multivariate statistical techniques, with 36 classes identified within the sample population. A single-blind study was also completed where questioned tape samples were correctly associated with known exemplars. Finally, two case studies are presented where tape recovered from an improvised explosive device is compared with tape recovered from a suspect. 相似文献

To explain cognitive capture, economic sociologists often examine the structure of relationships between regulators and market participants. This paper argues that the nature of regulators' misperception should be subject to analysis as well. Different types of misperceptions develop over timelines of varying lengths. Depending on the misperception, different sets of relationships and parties may therefore be the cause of regulators' capture. The paper illustrates this point with a case study of regulators' failure to detect pervasive market power in California's electricity markets between 1998 and 2001. Existing explanations focus on sellers' short-term attempts to distract regulators from widespread evidence of market power. Using data from three archives and in-depth interviews, I show that the regulators did not fall prey to such “information problems.” Instead, their misperception resulted from a more foundational “worldview problem.” This error affects regulators' basic conception of the marketplace and can be traced to earlier and more gradual forms of influence exerted by utilities that, ironically, would become the victims of market power. 相似文献
