Hot spots policing is popular, yet little is known about officer receptivity to the tactic and its impact on internal procedural justice, organizational commitment, and self-legitimacy. The nature of the tactic means that officers must relinquish their discretionary powers so that they can be directed to crime and disorder locations at specific times and for regimented durations. This loss of ‘spatiotemporal autonomy’ is exacerbated by technological tracking devices. We examined the receptivity of British officers to hot spots patrols, where the deployment was tracked with individual GPS trackers, compared to parallel patrols without hot spots policing or tracking. In contrast to the comparison group, officers in hot spots disliked the routinization of their shifts; regimented patrols were detrimental for internal procedural justice and organizational commitment. The ramifications of the introduction of GPS-enabled systems include certain tracking of officers and their compliance, such as a Taylorist time and motion study. While hot spots policing remains an effective tactic, questions about sustainability may be raised if officers’ expectations, attitudes and receptivity are not managed. 相似文献

<1998年国际宗教自由法>(以下简称IRFA)是由美国保守派推动制订的一部具有域外效力的美国国内法.由于该法所包含的双重标准以及该法在推行过程中必然会产生的诸多问题,该法实施以来"产生"的域外效力十分有限,未对中美关系造成直接影响.但在美国社会不断保守化的背景下,IRFA对中美关系的间接和负面影响不容小视.针对美国国务院每年发布的<国际宗教自由年度报告>中对中国宗教自由状况的歪曲,中国政府予以外交上的坚决谴责是必须的,但从根本上说,在宗教领域奉行接触政策,勿视美国为敌,怀柔美国应是当前我国韬光养晦外交的较佳选择. 相似文献

The idea of community development has been evoked by Australian governments over many decades. The expressions of community have differed widely, often as a result of politics rather than informed policy. In 1999, after seven years of radical neo‐liberal restructuring in Victoria, the Bracks government found itself unexpectedly elected to power. They faced new challenges such as a diminished public sector, growing social inequality and climate change. The first two terms of Victorian Labor were a seminal period in terms of the role they would invoke for ‘community’. Did grass roots participation take a central place, or did rhetoric rule over substance? This study examines the Global Positioning System (GPS) as a tool for field mapping of scattered human remains or other materials in forensic investigations. Two aspects of the GPS are considered: (1) the level of accuracy that can be obtained using a mid-priced GPS unit, and (2) the effectiveness of using the GPS to map scattered materials. The positional accuracy of the GPS receiver was tested using a National Geodetic Survey (NGS) point located in Baton Rouge, LA. The utility of the GPS for mapping was investigated by setting up a mock field recovery and mapping the remains using both the GPS and traditional archeological methods. The results indicate that the positional error for a single location using GPS was less than one-half meter. However, when multiple positions were considered, the data produced on different days were not consistent. Further, the GPS receiver used in this study could not distinguish items in close association. Factors such as tree cover density, the proximity of the materials to structures or trees, and satellite positioning contributed to the erratic data. These results indicate that traditional techniques and photographs are still indispensable for mapping scattered remains or artifacts. 相似文献

In 1999, the Ontario provincial government introduced into its high school curriculum a requirement that students complete
40 h of volunteer community service before graduation. At the same time, the high school curriculum was shortened from five
years to four. Consequently, the 2003 graduating class of Ontario high school students contained two cohorts, the first of
the 4-year cohorts that was compelled to complete a mandated community service requirement, and the last of the 5-year cohorts
that was not. Using a quasi-experimental design, we surveyed 1768 first-year university students in terms of their perceptions
and attitudes about the nature and amount of previous volunteering, attitudes towards community service, current service involvement
and other measures of civic and political engagement. Comparisons of the two cohorts indicate that, while there were discernible
differences between the two cohorts in terms of their past record of community service, there were no differences in current
attitudes and civic engagement that might plausibly be attributed to participation in the mandatory service program. Results
are discussed with relation to the current debate concerning the impact of mandatory volunteering policies on intrinsic motivation
to volunteer.
