Can You Build a Better Cop?

Research Summary

By drawing from psychology and economics, we present an experimental evaluation of a procedural justice training program designed to “slow down” police officers’ thought processes during citizen encounters. We find that officers who were randomly assigned to participate in training were as engaged in the community as similarly situated officers, but they were less likely to resolve incidents with an arrest or to be involved in incidents where force was used. These changes were most evident among officers who worked in areas with a modest level of risk.

Policy Implications

Police officers who are actively engaged with the public can reduce crime through general deterrence and by arresting criminals. Nevertheless, excessive discretionary arrests and the use of force by officers can reduce public trust in the police. To date, there is scant evidence as to how police departments can successfully train officers to balance enforcement and public trust in the field. Through our study, we demonstrate that a relatively minor supervisory intervention may cause substantive changes in how police and citizens interact with each other.     

Elite-public interaction on twitter: EU issue expansion in the campaign

Why do some issues receive more interest from the public, while others do not? This paper develops a theoretical and empirical approach that explains the degree to which issues expand from the elite to the public. We examine how candidates in the 2014 European Parliament elections talked about EU issues, in comparison to other political issues. We rely on data collected from Twitter and use a combination of human coding and machine learning to analyse what facilitates interactions from the public. We find that most political actors did not try to engage with the public about EU issues, and lack of engagement results in less interactions from the general public. Our findings contribute to understanding why EU issues still play a secondary role in European politics, but at the same time highlight what low-cost communicational tools might be useful to overcome this expansion deficit.     

An experimental investigation of voter myopia in economic evaluations

A prevalent assumption in the economic voting literature is that voters’ retrospective evaluations are based on very recent outcomes only, that is, they are myopic. I test this assumption by drawing on a population-based survey experiment from Turkey. Turkey presents a good opportunity to explore voters’ time horizons for economic voting: the long tenure of the same single-party government entailed periods of both good and poor performance, and its overall record to date has been better than its immediate predecessors. I find that voters can provide divergent assessments of incumbent’s performance in managing the economy over different time periods that are in line with the country’s macroeconomic trajectory. Moreover, voters’ evaluations of the incumbent’s performance during its entire tenure have a stronger effect on economic vote than their shorter-term evaluations, defying voter myopia. I provide evidence that long-term outcomes might weigh heavier in voters’ considerations than commonly assumed.

Published findings from the spouse assault replication program: A critical review

Published reports from seven jointly developed experiments have addressed whether or not arrest is an effective deterrent to misdemeanor spouse assault. Findings supporting a deterrent effect, no effect, and an escalation effect have been reported by the original authors and in interpretations of the published findings by other authors. This review found many methodologically defensible approaches used in these reports but not one of these approaches was used consistently in all published reports. Tables reporting the raw data on the prevalence and incidence of repeat incidents are presented to provide a more consistent comparison across all seven experiments. This review concludes that the available information is incomplete and inadequate for a definitive statement about the results of these experiments. Researchers and policy makers are urged to use caution in interpreting the findings available to date.     

An experimental comparison of question forms used to reduce vote overreporting

Via telephone, a national probability sample of 1464 respondents randomly received one of three question versions of a voter turnout question in the months of December, January, and February, following the November 1998 Congressional elections in the United States. The long version form contained memory cueing techniques and face-saving response options, the short form, modeled after the 2000 American National Election Studies (ANES) question, included only the face-saving response options, and the standard form, modeled after ANES questions used before 2000, included neither. The long form led to significantly lower reported turnout in comparison to both the short and standard forms, indicating that the long form successfully reduced vote overreporting in comparison to the other question versions.
