资金是企业发展的血液,要振兴经济,就必须提供资金支持,建立良好的融资体系。本文认为,目前吉林省的融资模式仍存在着融资模式单一,上存资金多,直接融资比重低等问题。因此,政府、金融机构和企业自身要共同努力,积极采取措施,创新融资模式,拓宽融资渠道,以推动吉林经济的全面发展。     

高校图书馆社会延伸服务发展探析

作为文献信息资源的聚集地,高校图书馆开展公益性的社会延伸服务可提高图书馆资源利用率,满足老百姓的精神文化需求,实现高校图书馆资源共享,并对我国构建学习型、节约型和谐社会产生推动作用。其社会延伸服务可惠及社会居民、打工人群、政府以及特定的行业等。其内容主要涉及普通的文献借阅服务、信息咨询服务、检索服务、数字图书馆和信息导航服务、报告会等社会公益活动。

该文着眼于分析武汉-长株潭两型社会试验区建设面临的主要约束条件,即经济发展阶段制约、政府公共治理机制缺失、技术硬约束、文化理念落后等,并在此基础上探讨了两型社会建设中地方政府的短期行动安排与中长期改革框架。     

Why is the European Left Losing Elections?The Political Quarterly Annual Lecture

The argument of this lecture speaks directly to the history of The Political Quarterly and the London School of Economics. It is that the European left is losing elections on an unprecedented scale because it has lost control of the political agenda to a newly flexible right; but it is also losing key arguments about how to nurture human values in today's connected and competitive global village because it has not responded to changes in economy and society; and that to turn things round it needs to address both its deficit in ideas and organisation.     

Is the Democratic Party’s superdelegate system unfair to voters?

Among the reasons for the historic nature of the 2008 Democratic primary race was the attention paid to the “superdelegates”. The competitiveness of the primary and the important role the superdelegates played has led to calls for reform. This paper develops a formal model that explains why superdelegates selected one candidate over the other and why some superdelegates committed early in the primary season while others waited. Hypotheses are tested using an original dataset collected during the 2008 Democratic primary. The results suggest that although some superdelegates made their decision based on personal, idiosyncratic factors, for many superdelegates, Democratic voters played the most important role in their commitment process.     

From polls to votes to seats: Forecasting the 2010 British general election

This paper outlines and discusses techniques for three stages in forecasting parliamentary seats from British opinion polls: adjusting and aggregating published vote-intention figures from across different polls; forecasting how public opinion might change before election day; and predicting the seat totals from the forecasted election-day vote shares. Specifically, we consider a state-space model for opinion polls which correct for house effects and other sources of survey error, the estimation of the historical relationship between polls and the election-day share of the vote, and a probabilistic approach to predicting the winner in each constituency.

基层政府信任与城乡社区居民的选举参与

我国居(村)委会选举在很大程度上是一个自上而下由政府强力推动的过程,其中街道办(乡镇政府)所起的作用往往至关重要。本文以南京市城乡若干社区的实证调查为研究个案,对居民参与社区居(村)委会选举的现状进行解析和反思,并通过Logistic回归分析深入探讨居民对街道办(乡镇政府)的信任度对社区居(村)委会选举究竟有多大以及何种程度的影响。最后以此为基础进行深入分析、研究与反思,阐明提升居民对街道办(乡镇政府)的信任度,从而推动社区居(村)委会选举与居民自治精神发展的可行性途径。     

Les barrières à la mise en œuvre des politiques d’adaptation au changement climatique: le cas de la Suisse

Abstract: The implementation of climate change adaptation polices has barely occurred in developed countries. This paper examines to what extent the perceptions of political actors might hinder the development of adaptation policies. We study the Swiss case using computer aided textual analysis. Our results demonstrate that adaptation is still not perceived as an important dimension of climate change policy. Decision makers do not perceive links between adaptation, the Swiss economy and the energy supply. Adaptation is mainly considered an issue for developing countries and not as a way to reduce the impacts of climate change in Switzerland. Right‐wing parties tend to consider adaptation a secondary issue and are more likely than those to the left to object to the formulation or the implementation of public measures.     

尿液中铊的微波消解ICP／AES标准加入测定法

目的建立尿液的微波消解和金属毒物铊的ICP／AES标准加入分析方法。方法取1．0mL尿样于聚四氟乙烯消解管中,加入3mL浓硝酸和0．5mL双氧水,进行微波消解。冷却后,用2％的硝酸定容至10．0mL。根据标准加入法进行ICP／AES定量分析。结果回收率为101．5％,检出限为2．6ng／mL,线性范围为0．05ug／mL～2．0ug／mL。结论该方法操作简便,回收率高,检出限低,可多元素同时测定,结果可靠。
