利率市场化及中小银行的对策研究

利率市场化是我国金融改革的重要目标之一 ,势在必行。我国的利率市场化改革必须选择渐进式的改革路径。“入世”将加快这一改革进程。在 WTO过渡期内 ,我国将实行管理浮动利率制。对中小银行而言 ,这既是挑战 ,也是机遇。中小银行的对策包括苦练内功 ,加强合作以及争取相应的政策支持。     

党参对小鼠Ⅲ度烫伤早期胃肠动力的影响

目的：探讨中药党参对严重烫伤早期胃肠动力的影响及它们之间的量效关系。方法：在小鼠背部，造成２０ ％ ＴＢＳＡⅢ度烫伤模型，烫伤后２ｈ 、８ｈ 分别灌胃党参煎剂，１２ｈ 灌胃碳素墨水，２５ｍｉｎ 后处死，计算小肠推进率。结果：党参煎剂能显著提高小肠推进率，且具有量效关系。当０ ．１ｇ／ｄ 时，能显著提高小肠推进率，０ ．２ｇ／ｄ 小肠推进率达到一恒定的水平。结论：中药党参能改善烫伤后的肠动力功能，有益于烫伤休克后肠源性感染和多器官功能衰竭的防治     

再谈监禁刑执行变更范式的转换

刑法修正案(八)在限制减刑的同时,犯罪化、刑罚化的取向明显,监禁人口增加和场所周转率下降将陷监禁刑的执行于极度的被动;鉴于当下现制依重于减刑已不适应行刑需要,废除减刑代之以假释又不能解燃眉之急,应对之策是:一方面在节制减刑基础上,清晰适用对象和条件;另一方面为加大假释力度,设置过渡场所和尝试电子监控技术,或能走出监禁刑执行的困境。     

美国“平等-不平等政治”的历史周期率及其对中国的启示

对于“占领华尔街”运动所暴露出的美国社会贫富差距扩大和两级分化现象，可以用美国学者保罗·克鲁格曼的“不平等政治”与“平等政治”相互转换的分析理论来解释。在他看来，美国的政治与经济社会之间的关系是政治的平等或不平等决定着经济社会的平等或不平等；美国不平等政治与平等政治的转换经历了“严重不平等”的“前新政”时期、“相对平等”的“新政”时期和“高度不平等”的保守主义政治时期这三个阶段；美国正面临着走向新平等政治并实现贫富差距“大缓和”的历史机遇。然而，“占领华尔街”运动却表明，美国的不平等政治仍然在延续，美国至今未能从制度上解决“平等一不平等政治”周期性转换这一政治不公平问题。由此可以得出如下启示：在当今世界各国包括中国，有“良知”的政治学家和政治家，不仅要推进民主政治，还应该正视“平等一不平等政治”的周期率，并努力超越不平等政治，施行公平政治，以此推进经济社会的公平发展。     

廉租房REITs的住房公积金方案研究——以安顺市为例

廉租房建设存在巨额资金缺口,而廉租房租金微薄,即使加上政府补贴,投资回报率也非常低,对社会资金鲜有吸引力。当前我国住房公积金闲置资金巨大,利用效率极低,如果利用住房公积金闲置资金构建公积金廉租REITs模式,可以在保证住房公积金缴存户状况至少不恶化的前提下,破解当前廉租房建设资金匮乏的困境,使地方政府与低收入家庭状况都可获得帕累托改进。     

Population Generations and Economic Growth: An Analysis on Population Policy Choices under the New Normal

When the generation of post-80s entered the labor market during 2003—2013, the China economic growth presented an inverted U type track. When the generations of post-90s and post-00s enter the labor market, growth will have dramatically declined. With post-90s and post-00s entering into the labor market, population bonus begins to disappear after 2016. To prevent Chinese economic fastly falling into demographic cliff, the paper evaluate the delay retirement and fertility policy, and we found that, when post- 90s and post-00s are entering into the labor market, delaying retirement is better than not, maintaining fertility policy unchanged is better than a relaxed fertility policy, while adjusting the retirement system brings about great effect. Delayed retirement policies need to be performed immediately, fertility policy is important, but not urgent.     

A validation study for vinyl electrical tape end matches

Fracture matches are considered the strongest conclusion in the forensic examination of rigid materials, such as glass, metal, and paint. However, publications that support the fracture matching of polymeric films, such as tape backings, are limited. This study was designed to determine the validity and error rate associated with conducting end-match (fracture match) examinations on vinyl electrical tape. Test designs varied the source roll of tape, test preparer, or mode of separation from the roll. Results indicated that each affected the resulting severed tape ends. The analysts examining the end matches also had an effect on the results. Eight end matches in the study were not identified by the initial analysts and were considered inconclusive. One end match was misidentified, resulting in one false positive and an error rate of 0.049%. These results support a comprehensive physical and chemical tape comparison regardless of indications of an end match.     

刑事附带民事诉讼高调解率的实证研究——基于“赔偿从宽”角度的分析

刑事附带民事诉讼调解能有效地减少矛盾对抗,缓解情绪对立,平衡利益关系,促进社会和谐,是人民法院在刑事司法领域的重要司法举措,也因此有着较高的调解率。对两种案件类型的实证分析表明,"赔偿从宽"在实践中大力促成了刑事附带民事诉讼调解,成为影响高调解率的一个重要因素。     

蓝色电工胶带的扫描电镜／能谱法检验

目的研究不同品牌蓝色电工胶带的检验方法。方法利用扫描电镜／能谱法对蓝色电工胶带进行检验。结果11个厂家生产的15种品牌的蓝色电工胶带组成的105组样品对有104组可以区分,区分率达到99．0％。结论扫描电镜／能谱法能够区分绝大多数蓝色电工胶带,该方法具有操作简便、快速、结果准确的优点,能够用于同色电工胶带的鉴别。
