In 2012, Africa RISING conducted participatory community analysis (PCA) as the first phase of a participatory development approach in the Ethiopian highlands. The PCA identified trends, constraints, and opportunities – and shed light upon how farmers perceive livelihoods to be changing. Inputs, diseases, pests, soil fertility, post-harvest management, and fodder shortages were seen as challenges, while off-farm income has become increasingly important. Gender differences in livestock and crop preferences for food security and income sources were observed. PCA established development priorities in a way that researchers may have approached differently or missed, providing research development priorities for Africa RISING scientists. 相似文献

This article reports on a study that sought to understand the major factors to consider in changing poor environmental sanitation practices in urban communities in Accra, Ghana. The study focused on three main issues: the drivers of sanitation and pollution control measures in the communities; community members’ perceptions on the influence of poor planning on environmental sanitation and pollution; and how existing local governance arrangements influence environmental sanitation and pollution control. It found that efforts are made at the city, community, and individual levels to control poor environmental practices. In order to control environmental pollution, policy initiatives on sanctions should be coupled with the provision of efficient sanitation facilities and services. 相似文献

This article documents wages and working conditions for landless female and male agricultural labourers in Morocco. We found that higher-paid, equipment-intensive tasks were predominantly assigned to men, whereas women often performed lower-paid, time-intensive tasks. Women were systematically paid less than men even when they performed the same tasks. Enforcing existing legislation in Morocco to ensure equal pay for women is an essential first step towards enabling women to benefit equitably with men from their agricultural labour contributions. A revalorisation of the importance of agriculture is also necessary so that agricultural labour is not perceived as an occupation of last resort. 相似文献

The goal of this article is to understand which combinations of explanatory conditions account for the qualitative differences within forms of democratic breakdown (i.e., transition from democracy to a hybrid or authoritarian regime) and democratic regression (i.e., transition within democracy through a loss of democratic quality). The analysis focuses particularly on the specific features of those processes of change ending up with a transition from democratic rule, compared to those producing a simple loss of democratic quality within the democratic regime. China's economic slowdown: implications for Beijing's institutional power and global governance role

China's spectacular economic growth over the past decades has given rise to a more confident and proactive China in global governance. China is now an institution-builder, with new Chinese-led institutions such as the Asian Infrastructure Investment Bank designed to cement Beijing's central role in global economic governance. What, then, are the potential implications of a slowing economy for China's institutional power and global governance role? This article locates China's economic growth and slowdown in broader discussions about China's global position and questions about responsibility, order and governance. It argues that China's economic slowdown will not result in a drastic impact on Beijing's institutional power as there are key material, historical and ideational drivers at play here. Unless China is confronted with the prospect of an economic collapse, it will continue to pursue an active institutional role, speak the rhetoric of South–South solidarity with emerging economies and seek a leadership role in reforming global economic governance, even with a slowing economy, because this is intrinsically tied to its identity and how China now positions itself in an evolving global order. 相似文献

Fringe political parties did well in the European Parliament elections in June 2005. The British National party won their first seats; altogether, four in ten British voters supported a party not represented in the House of Commons at Westminster. YouGov questioned more than 32,000 electors at the time of the election, in order to find out who voted for each party and why: the sample was big enough to enable robust analysis to be done on the BNP, UKIP and Green vote, as well as the supporters of Labour, the Conservatives and the Liberal Democrats. YouGov's findings show that there was disillusionment with the traditional main parties, and fears for the future, that were felt by voters across the political spectrum, and not just the supporters of the fringe parties. 相似文献

Aid policy and practice have been thoroughly shaken up over the past few years. One of the reform areas relates to monitoring and evaluation (M&E). In short, aid recipients are asked to elaborate result‐oriented frameworks while donors are expected to harmonise and align their policies and frameworks. This article examines the extent to which joint sector reviews (JSRs) could take the M&E reform agenda forward. JSRs are M&E exercises at the sector level which have the potential to satisfy the M&E needs of various stakeholders while, at the same time, also contributing to the M&E reform agenda. They are increasingly utilised on the ground, yet, so far, there do not exist any systematic stocktakings and/or analyses of them. Our own analysis of a sample of JSRs from the education sectors of Burkina Faso, Mali and Niger indicate that JSRs score highly on harmonisation, coordination, leadership and broad‐based participation, but poorly on alignment. They generally prioritise accountability over learning needs and largely neglect accountability and learning at the level of the sector institutional apparatus. In this article, findings from the field are contrasted with insights from evaluation theory and practice so as to provide suggestions for on the ground JSR improvements. While the European Union’s Lisbon Treaty has important implications for regional parliaments with legislative competences, most studies have focused on cross-country differences or examined the activities of regional parliaments at the EU level. This contribution shows the existence of substantial intra-country differences in the formal scrutiny rights of regional parliaments. We analyse how German regional parliaments (Landtage) have addressed the challenge of controlling their governments in EU affairs. Using fuzzy-set comparative qualitative analysis, we find that institutional and partisan factors (vote share in the second chamber, economic potential, and conservative governments) explain the differences found among German Landtage particularly well. Landtage with otherwise weak parliamentary prerogatives were successful in using the reform momentum to strengthen their rights in the field of EU policy. Combined with the party political salience of EU policy-making, the integration process has thus empowered formally weaker Landtage. 相似文献
