Decision‐making during international crises: A reexamination

The purpose of this research note is to reexamine the methods and codings of crisis decision‐making processes performed by Herek, Janis, and Huth in 1987, and thereby to discuss the role of the case survey method as a means to build theory in the study of foreign policy. The research reported here uses a somewhat different measure of decision‐making process quality and a slightly expanded list of data sources than were used by Herek and his colleagues. It reevaluates a subset of the cases explored in the previous study. This research note largely confirms the analysis of crisis decision‐making processes presented in the previous study, though it notes and discusses some discrepancies. Furthermore, this reexamination seeks to contribute to our understanding of crisis decision‐making processes by using a different conceptualization of decision‐making process quality and thus a different coding procedure.     

Agrarian structure,foreign investment in land,and land prices in Brazil

The recent global rush for farmland in Latin America has produced a dramatic increase in the level of foreign investment in land in Brazil. The current trend accentuates the ongoing process of foreignization of agriculture associated with the production of grains, sugar, ethanol and other commodities, increasing land prices. In response, the Brazilian government reestablished a legal mechanism for ‘controlling’ land-based foreign investment which has proven neither efficient nor effective in solving land concentration. This paper examines this issue by analyzing the causes of the increase in investment as well as the consequences of this process with respect to land prices, critically situating land-based investments and the government's policy response in a broader discussion of the demands of agrarian social movements.

全球经济失衡背景下，美国经常账户持续逆差与东南亚外汇储备迅速扩张引人注目，东南亚将美元作为贸易计价、结算货币和本币钉住的对象。1998年以后，东南亚经常账户由逆差开始转为顺差，导致其外汇储备快速增长，发展成为典型“官方债权国”。泰国的储备资产扩张更多地依托资本和金融账户，新加坡的外汇储备增长则具有坚实的经济基础，通过公积金计划的实施来降低货币当局的购汇压力。     

论法律移植与法律融合

在中外法制史上，法律移植与法律融合是非常普遍的现象，是各国法律建设中的一个重要的内容。印度和日本移植外来法的政治、社会、文化奈件不同，所走的道路也存在较大差异，但比较两国移植外来法，改造本土法，使两者并存融合的过程，仍可总结成功的经验和共同的规律。     

From dictatorship to democracy: the US and regime change in Paraguay, 1954–1994

Abstract— This paper seeks to analyse the external sources of democratisation in Paraguay, specifically how the US contributed to regime change in that country. In the small and vulnerable countries of Latin America, like in Central America, the Dominican Republic, Haiti, and Paraguay, where the US played a portentous role in the rise, consolidation and demise of authoritarian regimes during the Cold War, Washington has also rendered a vital, but often neglected role, in protecting and enhancing democratic rule. This paper also provides an analysis of the different forms of leverage exercised by the US before and during Paraguay's transition.     

创建大学生自主学习外语的课外多媒体语言学习环境

外语学习离不开语言学习环境的支持,随着多媒体网络信息技术的进步,积极创建适合学生个性化自主学习的课外多媒体语言学习环境成为高校外语教学亟待解决的课题。高校要充分认识创建课外多媒体语言学习环境的必要性、可行性、紧迫性;结合实际,对学校现有的演示型多媒体教学环境、交互式多媒体网络教学环境、校园网络教学环境以及校园文化环境等资源加以改造利用,创建、优化课外多媒体语言学习环境。     

俄罗斯吸引外资的历程及其前景

自俄罗斯独立以来,俄政府出台了一系列优惠政策,采取了直接和间接等形式吸引外资。但由于俄投资环境的恶劣,国内市场的萎缩及法制不健全,吸引外资的规模受到很大的影响,各行业吸引外资不平衡,大部分外资流入了少数经济发达或资源丰富的地区。俄罗斯迫切需要改变当前的外资流入规模及分布,以适应国民经济发展的需要。俄罗斯也具有吸引外资的优势及前景。     

对外开放三十年来我国外经贸法治建设基本经验和展望

1978年以来,我国利用对外贸易成就巨大,其经验主要有:良好的投资环境是有效利用外资的关键;健全的法治建设是引进外资得以成功的有效保障。经验告诉我们,在制定利用外资的法律和政策时,要把外国经验和本国的实际相结合,在立法、执法和司法过程中既要注意保护外资的合法利益,又要有助于本国经济的发展,即,要正确把握充分利用外资与注意国家经济安全的"度"。     

国际私法中最密切联系原则本质浅析

民商法是国际私法的基础,而最密切联系原则则是当代国际私法的核心问题,也是学术界一直在热烈讨论的热点问题和难点问题。任何一个具体的法律关系在客观上绝对存在着一个“最适应”的法律与之相适应。在这一理论基点上,本文对其本质加以探讨,运用历史的、比较的和逻辑的方法,揭示国际司法中最密切联系原则的本质,深化对最密切联系原则的认识。
