烟台市网络文化建设与管理研究

发展积极健康的网络文化,是建设社会主义先进文化的重要任务。近年来,烟台市采取了一系列措施加强网络文化建设和管理,取得了一定的成效,但还存在诸多问题。有关部门需要打造品牌网站,建设文明、健康、安全、和谐的网上精神家园;深入挖掘本土资源,培育和扶植新型网络文化产业;加强管理和技术保障,形成规范有序的网络文化传播秩序,提高网络文化建设和管理的能力和水平。     

Investigating the incidence of sexual assault in martial arts coaching using media reports

The rapidly expanding martial arts industry, which is presently unregulated within the United States, has seen multiple coaches convicted of sex offenses in recent years. However, there is currently no existing literature on sexual assault within the martial arts industry. We used major search platforms to collect media reports concerning martial arts coaches who were convicted of sex offenses within the United States. We analyzed the reports for information concerning the perpetrators, victims, and offenses as a first step toward filling the need for insight in this area. We found that a significant number of convicted sex offenders resumed martial arts coaching following initial law enforcement intervention.     

存款保险基金管理机构设立模式探讨

万众期待的《存款保险条例》已于今年5月1号起实施，这一条例被视为中国金融法学界有着里程碑意义的法律文件。它标志着我国隐性银行保险的结束以及显性银行保险的开始。关注此法律重大意义的同时，着手研究新法律带来的制度上的改变也显得迫在眉睫。尤其是我国新颁布的《存款保险条例》中对于存款保险基金管理机构的设立模式并未明确规定，而这一机构在存款保险法律关系中又处于核心地位，故对其设立模式的探究有利于进一步促进我国存款保险制度的发展和完善，也对存款保险基金管理机构的规制大有裨益。由于国内涉及此方面的研究早已有之，但专门研究和探讨的却少之又少，所以通过各国模式的探讨，希望对我国金融法学的发展做微薄贡献。     

Stages of PPP and Principal–Agent Conflicts: The Swedish Water and Sewerage Sector

The focus of this article is on public–private partnerships (PPPs). The aim is to both theoretically and empirically illustrate PPP agency problems in four PPP stages, as well as to identify potentially relevant solutions to the agency problems. The study employed a longitudinal case study of one PPP in a municipality in southern Sweden. Through an analysis based on interviews, observations, and documents, the study illustrates a number of agency problems faced by PPPs and highlights the importance of resource allocation, stakeholder management, and the creation of a common identity in reducing these problems.     

Governing the Economic Transition: How Taiwan Transformed its Industrial System to Attain Virtuous Cycle Development

This study explores the transitional processes of Taiwan's innovation system over the past half century, evolving from being rooted in traditional industries to attaining development in a virtuous cycle of development. Our approach is inspired by the Arena of Development theory and acknowledges the system of transformation failures, in which we highlighted the types of failures that might impede economic progress and how they were overcome in the evolutionary targeting of Taiwan's industrial development. Our findings demonstrate that the success of Taiwan's economic transition is targeted on, and evolves with, a series of macrolevel policies in the early phase of development; mesolevel institutional mechanisms to attain the industrial emergence settings; and, in pursuit of the virtuous cycle of development, the microlevel collaboration platform. We attribute the success of Taiwan's industrial system to this series of systematic government interventions. This study provides novel and salient normative principles that guide transformational policymakers in governing transitional processes of innovation system.     

丝绸之路经济带中的陕西文化先行战略研究

丝绸之路是一个有着悠久历史和深厚内涵的地域概念和文化载体,是中西文化交流的主要通道。丝绸之路经济带是沿线各国在新的时代背景下合作共赢的文化交流带和经济发展带。陕西是丝绸之路的起点,陕西文化元素是丝绸之路文化遗产的重要符号和典型代表。推动丝绸之路经济带建设,陕西应该采取文化先行战略,如出台文化发展规划与扶持政策,推动文化资源旅游的整合开发等。     

Unity and conflict: Explaining financial industry lobbying success in European Union public consultations

This article examines the contingent nature of financial industry lobbying power in the context of the policy formation stage of six European Commission regulatory proposals. I argue that lobbying success is a function of how well finance is able to speak with a unified voice. Building on existing studies, I examine industry unity as explicit preference alignment between actors but also in terms of actors abstaining from stating preferences. Staying silent on an issue sends signals to policymakers about issue saliency and industry support. Using a novel dataset derived from document coding and interviews, I examine the impact of industry unity on lobbying success in shaping six financial regulatory proposals in the context of the European Union. My findings show that lobbying success is partially contingent on the extent to which finance is united behind a common position. Critically, however, lobbying success is also related to the nature of that position, whether supporting the proposal or whether in favor of strengthening or weakening regulatory stringency.     

中国住房公积金制度对城镇居民租房消费的影响——基于CHFS2017的实证研究

现有文献中还缺乏住房公积金对参与者租房消费水平影响的相关研究。基于2017年中国家庭金融调查数据（CHFS）的实证研究发现：住房公积金制度参与者的租房消费较非参与者有较明显的增加，在缓解潜在的内生性偏误之后，这个结论依然成立。通过异质性分析发现，对于高收入、稳定就业者和有管理职位或技术专长的居民而言，参与住房公积金对促进租房消费的作用更加明显。研究结果表明，一方面要积极利用住房公积金制度对租房消费的提振作用来支持租房市场的发展，并注意扩大住房公积金支持租房消费的受益面，另一方面也要让政策更加精准化，防止因住房公积金的补贴效应而扩大租客群体租房支付力的分化。     

日本护理产业发展的制度环境、现状及问题

日本《护理保险法》(2000年)实施十多年来,在人口老龄化背景下,以老年人为对象的护理产业迅猛发展,在很多产业市场规模缩小的时候,护理产业却成为为数不多的增长产业。文章主要以护理保险制度实施后的护理产业发展作为切入点,对护理产业发展的制度环境、发展现状、市场规模及经济效益进行了深入分析,从中提炼出发展中存在的问题。全面了解日本护理产业发展状况,借鉴其发展经验,对促进中国护理产业的发展具有现实意义。     

外商直接投资对中国种业产业安全影响的实证研究

外国资本通过对中国种业氽业肝展并购、合作经营、建立合资公司，从资本、技术、市场、资源环境等方面影响到种业产业的发展。该文借助菲德模型（FederModel）和柯布一道格拉斯生产函数（Cobb—Douglasprodu—timfunction），建立外商直接投资对种业产业安伞影响模型，从实证数据的角度分析外资对种业产、№安仝的影响，为种业如何应对外国资本、种业企业成长路径以及种业产业安全、产业政策问题提供方法和建议，有益于构建中国农业产业政策调控框架和和外商直接投资安全审查保障机制，为政府推进和完善外国涉农资本防范体系提供有益借鉴。
