Following the “Encountering Human Rights” conference in January 2007, Emily Grabham interviewed Tania Pouwhare, a women’s
rights activist working at the Women’s Resource Centre in London. Their discussion engaged with the professionalisation of
activism, funding constraints and New Labour policies and their impact on immigrant women. Against a background of financial
insecurity and huge demand for their services, many women’s organisations in the United Kingdom struggle to use human rights

Many American courts face funding obstacles as they try to create and implement unified family court processes that have not been part of the traditional family court adversarial process. To create new staff positions, build and equip adequate facilities, and create and implement innovative programs, grant funding may be available to supplement what local and state governments provide. While social science research confirms that children are adversely affected by exposure to high‐conflict family litigation and domestic violence, many communities have few affordable and available resources to address these issues. Existing typological frameworks do not adequately categorize terrorist groups by their operational characteristics. We propose a new framework which compares terrorist groups to business firms. In our framework, terrorist groups are mapped on two axes: centralization of resources and centralization of operations. We separate terrorist groups into four typologies echoing familiar business arrangements: Hierarchy, Venture Capital, Franchise, and Brand. Responses to each typology are briefly sketched out. We conclude by analyzing the changes in Al Qaeda over the last two decades in the context of our framework. We close by proposing appropriate policy responses to combat Al Qaeda in light of its current Brand typology. 相似文献

The £29 billion formula grant stands at the heart of the English local government finance system. This transfer of resource from central to local government has, since 2006–07, been distributed using the so-called ‘four block model’. This extraordinarily complex formula-based funding mechanism aims to ensure that all local authorities are able to provide individuals with a broadly comparable level of public service – offering greatest support to local authorities with high service needs and/or low capacity to raise revenue. This paper outlines the structure and workings of the four block model and, drawing attention to key methodological shortcomings, explains why the resulting distribution of the formula grant is both arbitrary and inequitable. In particular it argues that key model parameters – specifically the need and resource equalisation proportions – are set in order to fulfil a particular funding outcome. This flies in the face of the basic tenets of resource allocation methodology in that, being outcome-led, the approach is clearly neither need-based nor impartial. The paper argues that the four block model fails to meet its own goal of fiscal equalisation, is likely to lead to increasing service disparities, and must be replaced as a matter of urgency. 相似文献
