职工文化管理推动工会工作创新探析

工会工作创新不仅是党和国家对工会提出的重大政治任务,也是全面提升我国职工队伍整体素质从而建设社会主义现代化强国的战略需要,更是工会自身发展的内在要求。作为习近平新时代中国特色社会主义思想的重要组成部分,职工文化对于创新工会工作尤其调动广大职工群众的积极性有着特殊的政治意义和战略价值。因此,建议要在企业中大力推动职工文化管理。     

“工友驿站”创新模式与珠海工会改革经验探析

工会作为代表和维护职工合法权益的群团组织,存在最大的问题是脱离群众,其群团作用难以发挥。随着中国经济体制改革的深入,劳资冲突事件的增多,工会改革势在必行。珠海创建的首家"工友驿站"—新加坡花园站,是珠海工会去行政化所采取的重要改革举措,即以社会组织作为工会改革和社会治理创新工作的思路,通过向社会组织购买服务,建立"工会+社工+义工"的"三工"联动模式,为职工提供维权、帮扶救助、就业介绍、幼托等一系列服务,打通服务职工的"最后一公里"。     

Unleashing Innovation beyond Organizational Boundaries: Exploring Citizensourcing Projects

By using information and communications technologies, public administration encourages external actors to get involved in governmental activities once performed by civil servants. This article seeks to investigate the open innovation phenomenon beyond the entrepreneurial domain in the context of open government. For this purpose, a multiple case study was conducted to explore the current state of open government in Austria. The study first reveals the role of citizens as an active part of the system, then discusses the impact of citizensourcing projects, and finally concludes with giving implications for research and practice.     

The Institutional Settings for the Development of Public Services through State-Owned Enterprises in Brazil

The findings of this study make a timely contribution to the development of public services. Based on the institutional analysis and development (IAD) framework, this study analyzes under which institutional settings state-owned enterprises (SOEs) can be social and financial options for public service provision in Brazil. Applying a multi-case research design, this study’s findings show that SOEs can be a suitable option for Brazilian social and financial development when: markets are weak or noncompetitive; if few decisional players act; if political interference is minimized regarding operational decisions; and if corporate control is effective to avoid mismanagement and corruption. Brazilian SOEs are effective economic and social tools, but they need to peroxide value improve their corporate control (in the case of Petrobras) and strategic centralization decisions (in the case of Eletrobrás) .     

China's economic slowdown: implications for Beijing's institutional power and global governance role

China's spectacular economic growth over the past decades has given rise to a more confident and proactive China in global governance. China is now an institution-builder, with new Chinese-led institutions such as the Asian Infrastructure Investment Bank designed to cement Beijing's central role in global economic governance. What, then, are the potential implications of a slowing economy for China's institutional power and global governance role? This article locates China's economic growth and slowdown in broader discussions about China's global position and questions about responsibility, order and governance. It argues that China's economic slowdown will not result in a drastic impact on Beijing's institutional power as there are key material, historical and ideational drivers at play here. Unless China is confronted with the prospect of an economic collapse, it will continue to pursue an active institutional role, speak the rhetoric of South–South solidarity with emerging economies and seek a leadership role in reforming global economic governance, even with a slowing economy, because this is intrinsically tied to its identity and how China now positions itself in an evolving global order.

论先进文化与文化创新的可能性

本文认为先进文化的精髓就是创新。文化决定着人类的精神状态 ,是经济增长的关键因素 ,而社会主义先进文化是我国现代化的强大智力支持。作为一个民族 ,它强大的生命力就在于文化的创新。中华民族有悠久的文化传统 ,有丰厚的文化遗产 ,我们不但要继承 ,更要进行创造性的扬弃 ;对于欧美的优秀文化 ,我们也要批判地学习、改造 ,为我所用 ,而不能简单地照搬或拒斥。只有继承了优秀的文化 ,文化创新才是可能的。     

公法理论的创新与研究范式的突破——对统一公法学的证成性阐释

本文是对统一公法学的证成性研究.全文以统一公法学的现有研究成果为基础,从理论标识、认识论和方法论三个方面来进行证成性的阐释与研究,解读其理论内涵与脉络.并且认为,作为一种认识论,统一公法学的理论标识已经确立,其理论体系基本形成,是一种原始性的理论创新;作为一种方法论,统一公法学具有了自己的研究进路,其研究视野非常独特,是一种全新的研究范式.全文旨在最终表明:统一公法学不仅是一种理论上的凝练,而且是一种方法论的指导.     

Unpacking a Wicked Problem: Enablers/Impediments to Regional Engagement

A case study approach is applied to review Local Government Authorities (LGA) regional engagement in the Australian context. We address the question ‘What are the key LGA enablers/impediments to regional engagement?’ by applying Leydesdorff's (2000) proposition that triple helix type network systems exhibit patterns of complex behaviour if the interaction factors that trigger enablers are reflexively declared. The three strands of the LGA triple helix network system are institutions, industry and government. In this case study the LGA's overall management of its regional stakeholder relationships resulted in impediments that limit strong regional engagement. Importantly, the findings inform practitioners, policy‐makers and research audiences of the nature of impediments and, by inference, the nature of enablers in LGA triple helix network systems.
