This paper examines how knowledge gained by the diaspora abroad played a strategic role in driving technological catch up in the integrated circuit industry in Taiwan. The evidence shows that efforts led by the government created conditions for the return and circulation of strategic human capital and the evolution of the absorptive capacity necessary to drive technological catch up. The integrated circuit industry was successful in getting human capital endowed with tacit and experiential knowledge to return and to circulate with considerable rooting in Hsinchu Science Industrial Park, which helped propel the integrated circuit industry in Taiwan to the technological frontier.  相似文献

Abstract

Public relations is essentially a communications function concerned with relationships, image and image development and it is from this perspective that the subject is viewed. A literature survey of the use of public relations in tourism indicated that no structural theoretical framework for its application in destination image development has been postulated. This was found to be the case in both tourism and public relations literature. In this article, such a framework is devised. Adapting an existing open-systems public relations model to represent the process of establishing a tourism relationship between a tourist-generating country and a tourist destination does this. This model was used as the foundation for formulating a public relations strategic framework.  相似文献

The landscape of legal advice provision is entering a period of significant change in England and Wales. Whilst there is a great deal of uncertainty about how the future landscape of advice service provision will evolve, there are lessons to be drawn from past delivery models.

This article first looks back at the period following the Access to Justice Act 1999, setting out a range of delivery models initiated following the Act, as well as research and evaluation conducted in the millennium decade. Findings are then presented from a comprehensive qualitative study on how people experience and deal with social welfare and family problems, and on facilitators and barriers to integrated advice provision, including inter-organisational working. This is explored through the lens of a delivery model which emphasised partnership and the pooling of resources and specialisms to meet client needs: the Community Legal Advice Centre model.  相似文献

Abstract

In order for organisations to survive in an ever-changing milieu in the current business environment, sufficient crisis communication and management practices need to be in place. Despite this, organisational crises are often inefficiently managed, which could be ascribed to the lack of strategic management of crises (Kash & Darling 1998: 180). This article explores the lack of strategic crisis communication processes to ensure effective crisis communication with the media as stakeholder group. It is based on the premise that the media are one of the main influencers of public opinion (Pollard & Hotho 2006: 725), thereby necessitating the need for the accurate distribution of information. Furthermore, the study focuses specifically on the financial industry, which is arguably more sensitive and thus more prone to media reporting because financial services providers manage people's money (Squier 2009). A strategic crisis communication process with the media is therefore proposed, facilitated through an integrated crisis communication framework, proposing a combination of integrated communication (IC) literature, with emphasis on Grunig's theory of communication excellence, to build sustainable media relationships through two-way communication; and a crisis communication process that has proactive, reactive and post-evaluative crisis communication stages, thereby moving away from seeing crisis communication as a predominantly reactive function.  相似文献

This article discusses the North Atlantic Treaty Organization (NATO) debate regarding American nonstrategic nuclear weapons (NSNW) in Europe, given the broad spectrum of views on nuclear issues when comparing individual member states. What is striking is the gap between public attitudes – which are broadly hostile to keeping NSNW in Europe – and elite opinion, which privileges the maintenance of NATO commitments to preserve alliance cohesion. To better understand this tension, this article dissects the elements of extended nuclear deterrence in Europe, addressing the difficulties associated with current nuclear-sharing arrangements. For some NATO states, the alliance's nuclear weapons are a political liability, since nuclear sharing clashes with international disarmament and nonproliferation commitments. For other NATO members, maintaining the status quo is preferable, as long as there is no alliance-wide consensus on the question of NSNW. These debates have been put to rest, for now, with NATO's Deterrence and Defense Posture Review, which reaffirmed the purpose of the alliance's nuclear weapons. However, these divisive debates point to more fundamental issues in alliance management, namely the credibility of American commitments, the sustainability of extended nuclear deterrence in Europe and the inevitable political tensions these questions provoke at the domestic level for NATO allies.  相似文献

System trespassing by computer intruders is a growing concern among millions of Internet users. However, little research has employed criminological insights to explore the effectiveness of security means to deter unauthorized access to computer systems. Drawing on the deterrence perspective, we employ a large set of target computers built for the sole purpose of being attacked and conduct two independent experiments to investigate the influence of a warning banner on the progression, frequency, and duration of system trespassing incidents. In both experiments, the target computers (86 computers in the first experiment and 502 computers in the second) were set either to display or not to display a warning banner once intruders had successfully infiltrated the systems; 1,058 trespassing incidents were observed in the first experiment and 3,768 incidents in the second. The findings reveal that although a warning banner does not lead to an immediate termination or a reduction in the frequency of trespassing incidents, it significantly reduces their duration. Moreover, we find that the effect of a warning message on the duration of repeated trespassing incidents is attenuated in computers with a large bandwidth capacity. These findings emphasize the relevance of restrictive deterrence constructs in the study of system trespassing.  相似文献

随着老龄化时代的到来,被征地农民群体的养老保障问题引起了社会各界的普遍关注。当前,各级政府也探索和发展出了一些具体的实践模式,但是这些模式带有明显的区域特征,普遍缺乏制度安排的连续性、动态性和发展性,特别是没有解决好被征地农民同农村和城镇两大养老保障体系的接续问题。本文在分析和总结已有实践经验的基础上,提出建构一种以基本养老保障为核心,多层次的、能够有效接续农村和城镇养老保障体系,兼具保障性与发展性双重功能,最终实现城乡一体化运转的养老保障模式。  相似文献

The Conservative–Liberal Democrat coalition government has committed itself to a Strategic Defence and Security Review (SDR) in 2010. The government and the country face very hard choices to bring United Kingdom defence and security policy back from the brink of bankruptcy—both financial and strategic (Gow). To succeed, it must overcome the failings of the past (Chisnall, Dorman, Rees) and take a truly open and radical look at all aspects of policy and process—including the Trident independent nuclear deterrent (Allen), relations with Europe (Witney) and the importance of cyber‐issues in the future security context (Fisher). It must get strategic concepts right to provide flexibility with credibility (Stone). It must deliver ‘what the military wants’: true strategic prioritisation, radical defence acquisition reform, and credible balancing of resources and commitments (Kiszley). The scale of the challenge facing the United Kingdom in—and beyond—the 2010 SDR is why The Political Quarterly convened a workshop early in 2010 involving MPs, practitioners, retired military personnel, journalists, commentators, business people and academics, and publishes these associated papers. Most of all, to overcome the failings of the past, there must be a radical move beyond the welcome first steps of the Cameron–Clegg government to introduce a National Security Council and a National Security Advisor, to reconfigure relationships within government, across departments and with Parliament to have a government figure of accountability and responsibility—a Secretary of State for Security Policy, primus inter pares with other Secretaries of State—to make sense of the questions needing to be asked and answered (Gearson and Gow).  相似文献
