Research Summary Economists have recently reexamined the “capital punishment deters homicide” thesis using modern econometric methods, with most studies reporting robust deterrent effects. The current study revisits this controversial question using annual state panel data from 1977 to 2006. Employing well‐known econometric procedures for panel data analysis, our results provide no empirical support for the argument that the existence or application of the death penalty deters prospective offenders from committing homicide. Policy Implications Although policymakers and the public can continue to base support for use of the death penalty on retribution, religion, or other justifications, defending its use based solely on its deterrent effect is contrary to the evidence presented here. At a minimum, policymakers should refrain from justifying its use by claiming that it is a deterrent to homicide and should consider less costly, more effective ways of addressing crime.  相似文献

目的 通过回顾性分析脑干出血患者的临床资料,为其临床治疗提供依据。 方法 16例脑干出血患者均接受中西医结合疗法,包括常规西药治疗、高压氧治疗、理疗、加减补阳还五汤内服、针灸、推拿,治疗前后分别采用格拉斯哥昏迷量表(Glasgow coma scale,GCS)评价昏迷程度,采用神经功能缺损程度评分减少率评定临床疗效。 结果 治疗前后GCS评分比较,差异具有统计学意义(29.81±6.88 vs 14.88±8.88,t=5.77,P=0.000)。16例脑干出血患者中,基本痊愈3例,显著进步5例,进步4例,无效4例。 结论 中西医结合疗法对提高脑干出血的临床疗效及改善预后有一定意义。  相似文献

Since philosophers Beccaria and Bentham, criminologists have been concerned with predicting how governmental attempts to maintain lawful behavior affect subsequent rates of criminal violence. In this article, we build on prior research to argue that governmental responses to a specific form of criminal violence—terrorism—may produce both a positive deterrence effect (i.e., reducing future incidence of prohibited behavior) and a negative backlash effect (i.e., increasing future incidence of prohibited behavior). Deterrence‐based models have long dominated both criminal justice and counterterrorist policies on responding to violence. The models maintain that an individual's prohibited behavior can be altered by the threat and imposition of punishment. Backlash models are more theoretically scattered but receive mixed support from several sources, which include research on counterterrorism; the criminology literature on labeling, legitimacy, and defiance; and the psychological literature on social power and decision making. In this article, we identify six major British strategies aimed at reducing political violence in Northern Ireland from 1969 to 1992 and then use a Cox proportional hazard model to estimate the impact of these interventions on the risk of new attacks. In general, we find the strongest support for backlash models. The only support for deterrence models was a military surge called Operation Motorman, which was followed by significant declines in the risk of new attacks. The results underscore the importance of considering the possibility that antiterrorist interventions might both increase and decrease subsequent violence.  相似文献

Our understanding of causality and effect size in randomized field experiments is challenged by variations in levels of baseline treatment dosage in control groups across experiments testing similar treatments. The clearest design is to compare treated cases with no-treatment controls in a sample that lacks any prior treatment at baseline. We applied that strategy in a randomized test of hot-spots police patrols on the previously never-patrolled, track-level platforms of the London Underground (LU). In a pretest–posttest, control-group design, we randomly assigned 57 of the LU's 115 highest crime platforms to receive foot patrol by officers in 15-minute doses, 4 times per day, during 8-hour shifts on 4 days a week for 6 months. The effect of 23,272 police arrivals at the treatment hot spots over 26 weeks was to reduce public calls for service by 21 percent on treated platforms relative to controls, primarily when police were absent (97 percent of the measured effect). This effect was six times larger than the mean standardized effect size found in the leading systematic review. This finding provides a benchmark against the baseline counterfactual of no patrol in hot spots, with strong evidence of residual deterrence and no evidence of local displacement.  相似文献

Three commercially available integrated rapid DNA instruments were tested as a part of a rapid DNA maturity assessment in July of 2018. The assessment was conducted with sets of blinded single-source reference samples provided to participants for testing on the individual rapid platforms within their laboratories. The data were returned to the National Institute of Standards and Technology (NIST) for review and analysis. Both FBI-defined automated review (Rapid DNA Analysis) and manual review (Modified Rapid DNA Analysis) of the datasets were conducted to assess the success of genotyping the 20 Combined DNA Index System (CODIS) core STR loci and full profiles generated by the instruments. Genotype results from the multiple platforms, participating laboratories, and STR typing chemistries were combined into a single analysis. The Rapid DNA Analysis resulted in a success rate of 80% for full profiles (85% for the 20 CODIS core loci) with automated analysis. Modified Rapid DNA Analysis resulted in a success rate of 90% for both the CODIS 20 core loci and full profiles (all attempted loci per chemistry). An analysis of the peak height ratios demonstrated that 95% of all heterozygous alleles were above 59% heterozygote balance. For base-pair sizing precision, the precision was below the standard 0.5 bp deviation for both the ANDE 6C System and the RapidHIT 200.  相似文献
