Collaborative governance has emerged recently as an alternative to the traditional sector-based, single-actor approaches for addressing complex governance challenges. However, previous research has given little attention to collaborative governance within international policy contexts. To address this gap, an integrative collaborative governance framework is used to analyze product development partnerships (PDPs) that seek to develop vaccines to prevent the spread of devastating diseases within the developing world. The analysis indicates that PDPs are helping address acute governance challenges and are emblematic of the increasing importance of nonprofit organizations in collaborative governance regimes. Implications for research on collaborative governance are also discussed.  相似文献

This article adds to our understanding of the role of norms in the European Union’s (EU) response to the migration crisis by conducting a critical assessment of the EU’s anti-smuggling naval mission “Sophia”. Is Sophia in line with the normative standards the EU has set for itself in its foreign policies? Conducting the analysis in two steps in line with the main criteria of a humanitarian foreign policy model – first exploring Sophia’s launch and then assessing Sophia’s in theatre behaviour – findings suggest that although concerns for migrants at sea mobilised the initial launch of the mission, the mission is not conducted in line with key human rights principles. As the operation mandate is amended and updated with new tasks, and as the EU-NATO in theatre cooperation increases, the EU is moving further away from what one would expect of a humanitarian foreign policy actor.  相似文献

Movements of people are a crucial element of global integration. Most destination countries favor the entry of highly skilled migrants, but restrict that of lower-skilled workers, asylum seekers and refugees. A major cause of migration is the growing inequality in incomes and human security between more- and less-developed countries. Further driving factors include uneven economic development; rapid demographic transitions; and technological advances in transport and communications. Increasingly, migrants do not shift their social existence from one society to another, but maintain transnational connections. The global economic crisis that began in 2008 has brought a hiatus in some of these factors, but has not undermined their long-term significance. Australia's traditional model of permanent-settlement migration needs to be adjusted to the new realities of global mobility and connectivity.  相似文献

Drawing on theories of international relations (IR) and comparative politics, this article explains why the cold war ended in 1989 rather than 1953. Numerous scholars have used IR theory to discuss the end of the cold war, but most of the circumstances they highlight were also present in the spring of 1953, right after the death of Joseph Stalin. This article presents three broad theoretical approaches that deal with the connection between domestic politics and international relations, and it then shows how these approaches can help us understand the similarities and differences between 1953 and 1989. In particular, the article emphasises the importance of time. In the spring of 1953, the window of opportunity was very brief—only a few months, which was insufficient for the two main cold war antagonists to overcome their deeply entrenched suspicions and make far-reaching adjustments in their policies. In the latter half of the 1980s, by contrast, the sweeping reorientation of east–west relations occurred over several years, giving policy-makers on both sides sufficient leeway to adapt and to 'learn' new ways of interacting.  相似文献

This article takes a comparative look at the development of the public administration discipline in three countries: Australia, Brazil and Canada. The nature of the international public administration academic community is assessed through content analysis of articles in the Australian Journal of Public Administration (AJPA), Revista de Administração Pública (RAP), and Canadian Public Administration (CPA). The method is based on that used by existing United States (US) research, allowing for comparison with that national context. The focus is on the diffusion of theoretical approaches between these national contexts, assessing whether the international public administration discipline better approximates an epistemic community, in which theoretical approaches move seamlessly between the national contexts; or a ‘Tower of Babel’, in which the different national contexts remain largely isolated.  相似文献

This article explores the appropriation dynamics of international statebuilding in Burundi, with a focus on the period from 2010 to 2015. If international statebuilding is most commonly presented (and debated) as practices leaning towards the achievement of a liberal democracy, this article argues that it can also be used towards undemocratic ends. The central claim is the following: the (most) recent authoritarian trend observed in Burundi’s main political force in government, the National Council for the Defence of Democracy – Forces for the Defence of Democracy (CNDD-FDD), did not only occur against international statebuilding but also through its appropriation and, more specifically, through self-reinforcing subversion tactics of appropriation. The article conceptualizes these tactics, examines the factors of emergence and conditions of existence, and presents the main expressions along three major editorial lines of international statebuilding: pluralist democracy, vibrant civil society and respect of the rule of law.  相似文献

This article investigates whether different political institutions such as executives, legislatures, parties, party systems, judiciaries, decentralization, constitutionalism, and referendums across 24 Western democracies are venues for debate across five individual morality policies. Using data since 1945, the article compares three theories of morality policy—(1) Policy Type leading to different institutional venues; (2) Two Worlds of religious/secular party systems; and (3) U.S./European exceptionalism. In order, the most frequently debated issues are abortion, same sex marriage, euthanasia, stem cells/assisted reproductive technology (ART), and capital punishment. There is considerable variation in the institutions and country groups that debate them although fewer differences in the Two Worlds model. Abortion, euthanasia, and same sex marriage are the most convergent issues across institutions, party systems, and country groupings while capital punishment and stem cells/ART show the most diverse patterns of deliberation. The general Policy Type model of morality policy is upheld, but varies institutionally by specific issues. The Two Worlds model is of some importance, but only on three issues. There also are regional differences between the United States, Europe, and non‐European democracies.  相似文献

The Second World War (after June 1941) was a high point for the international communist movement with the Popular Front against fascism bringing many new people into Communist Parties in the global West. In the United States, South Africa and Australia, the Communist Party supported the war effort believing that the war against fascism would eventually become a war against imperialism and capitalism. Part of this support for the war effort was the support of black and indigenous soldiers in the armed forces. This activism fit into a wider tradition of these communist parties’ anti-racist campaigning that had existed since the 1920s. This article looks at how support for the national war effort and anti-racist activism intertwined for these CPs during the war and the problems over ‘loyalty’ and commitment to the anti-imperial struggle that this entanglement of aims produced.  相似文献
