国务院批准长吉图开发开放先导区,既是我国参与东北亚区域合作和进一步促进东北老工业基地振兴的新举措,同时也是我国创新沿边地区开发开放模式的新探索。从开发模式方面看,此举是将以往以边境城市为核心的据点式开发转变为沿边地区与内陆腹地的联动式开发的新探索;从开发内容方面看,此举是将以往以发展口岸经济为主转变为以产业综合开发和优化空间布局为主的新探索;从区域合作方面看,此举是将以往重点参与和推动国际合作转变为统筹国内与国际合作的新探索;从国际协调机制方面看,此举是将以往以地方合作为主转变为构建多层次合作平台的新探索。  相似文献

A number of organizations have a mission of encouraging peace throughout the world by enhancing young people's knowledge and understanding of other countries and cultures. One strategy used to further this mission is international or intercultural exchange programs. Most evaluations of exchange programs gather data only from the direct participants who traveled to another country. But these programs have the potential to have impacts that expand beyond the direct participants—or "ripple effects." Thus, a more appropriate methodology to evaluate exchange programs is "360-degree feedback," which gathers data from multiple sources. This study uses 360-degree feedback to evaluate a youth peacebuilding and exchange program by gathering data not only from the exchange students but also from chaperones, host families, and students and teachers in the host school. ANOVA analyses finds that the program had positive impacts on the exchange students and, in many cases, even greater ripple effects on indirect participants.  相似文献

Role-playing simulations are frequently claimed to be effective pedagogical tools in the teaching of international relations (IR); however, there is a surprising lack of empirical evidence on their classroom utility. The assessment of simulations remains mostly anecdotal, and some recent research has found little to no statistically significant improvements in quantitative measures of academic performance among students who participated in them [for example, International Studies Perspectives (2006), vol. 7, pp. 395; International Studies Perspectives (2008), vol. 9, pp. 75–89]. Scant research has been conducted on how role-playing simulations might affect students' perceptions of the instructor's teaching. This paper investigates whether a simulation had statistically significant effect on students' exam scores in an IR course or on student teaching evaluation scores.  相似文献

The self-appointed role of good international citizen that South Africa has played since 1994 is the external corollary of its supposed good governance at home. Weaknesses in domestic governance have, however, been evident since early in the life of democratic South Africa. These problems have become more acute, and internal dissatisfaction with and external awareness of ‘poor service delivery’ in South Africa have grown since 2009 when Jacob Zuma became president. The article illustrates that South Africa fails to meet core criteria of good governance and considers the implications of weak governance for the Republic's good international citizenship.  相似文献

Scholars, practitioners, and observers typically portray committee influence as rooted in traditional congressional processes and practices, which are thought to provide committees with powerful opportunities to block and shape legislative proposals. The erosion of regular order processes suggests these traditional processes cannot underlie committee power in the contemporary Congress. Drawing on a mixed‐methods approach of interviews with congressional staff and an original data set of every amendment offered on the floor of the House of Representatives from 2005 to 2008, I find that absent these traditional process norms, committees in the contemporary Congress can rely on their specialized knowledge and expertise to influence the behavior of their colleagues and shape the legislation that passes.  相似文献

健康权作为二战后兴起的一项重要人权,其发展路径具有从国际法向国内法扩展的特点。"人身的固有尊严"是健康权的正当性基础所在,也决定着健康权的基本内涵。《经济、社会和文化权利国际公约》第12条第1款规定的健康权既是自由权,也是社会权,既指获得卫生保健的权利,也包括获得构成健康基础条件的权利;第12条第2款规定只是列举了公约起草者认为特别重要的四项义务,而非缔约国的全部义务。缔约国义务的性质和范围必须结合公约第2条规定的一般义务条款加以判定。健康权的实施机制包括缔约国报告机制、书面申诉机制,以及调查报告机制三种,不同机制对缔约国的约束力不同,综合运用多种机制确保健康权的有效实施是今后的发展趋势。  相似文献

从以审判为中心的视角审视国家监察体制改革,具有独特的意义和价值。监察机关调查活动中的刑事调查部分,与刑事诉讼程序具有密切联系,为以审判为中心的视角分析国家监察体制改革提供了正当性基础。从以审判为中心在证据规则方面的要求考察监察机关调查活动中司法审判证据规则的适用范围、调查活动的法律规制存在问题;以以审判为中心对诉讼职能的影响为工具,可以发现国家监察体制改革面临司法审查原则的贯彻、职务犯罪侦查权的配置、监察证据在刑事诉讼中的使用、辩护律师的参与等多方面的挑战;诉讼主体的权力配置,则体现出国家监察体制改革带来的深层次问题。国家监察制度的未来完善之路,将面临一系列挑战和课题。  相似文献

在人口老龄化不断加剧的情况之下,社会发展将更多地依赖于老年人的积极参与。而且随着长寿社会的到来,老年人的参与愿望和参与能力都在提升。日本是世界上人口老龄化程度最高的国家,已进入人口减少和超老龄社会。人口下降和老龄化将带来劳动力减少问题,对日本整个社会的均衡和可持续发展产生严重影响。为了应对劳动力不足问题,日本不仅修改《老年人就业稳定法》逐渐延长退休年龄,保障老年人继续工作,而且开展老年志愿者活动积极为退休的老年人创造再就业的环境。  相似文献

Although the Sexual Violence Risk-20 (SVR-20) is widely used, its psychometric properties have only been investigated in a limited number of studies. This study explored the factor structure of the SVR-20 and examined its psychometric properties. Confirmatory factor analysis (CFA) was used to examine the fit of the original three-domain model of the SVR-20. The CFA showed that the original structure was not satisfactory. Exploratory principal components analysis (PCA) was conducted in search of a more optimal factor structure. Psychometric properties (i.e., internal consistency, predictive value, and convergent validity) of both the original domains and alternative factors were investigated. The PCA and subsequent CFAs pointed in the direction of an alternative, more optimal three-factor solution. The three alternative factors were labeled as Antisociality, Sexual deviance, and Problematic thinking and produced better internal consistency coefficients than the original domains. However, the validity of the SVR-20 was modest and no evidence was found indicating that the alternative factors were better in this regard as compared to the original domains. Despite the overall superiority of actuarial measures in predicting recidivism, the structured professional judgment of the SVR-20 proved to be more predictive of sexual, violent, and general recidivism than its actuarial scoring method.  相似文献

我国现行公司法规定的法定代表人制度在实践中存在诸多弊端。改革我国的公司代表权制度应从公司代表权的法律性质出发,参考国外公司法有关经验,以公司效率和交易安全两方面的价值考量为原则,允许公司以章程约定代表方式;公司代表权主体宜以复数代表为原则,单一代表为例外;代表权行使则以分别行使(单独代表)为原则,以共同行使(共同代表)为例外。同时,应将公司经理还原为公司代理人和辅助人地位,并赋予监事会或监事在特殊情况下的公司代表权。  相似文献
