"丝绸之路"贸易通道的复兴,对于中国经济发展和社会进步具有重大的现实意义。中国已经开展了大量关于"新丝路"的外交活动,但中国更需要将"丝路外交"提升到战略的高度,原因在于"丝路外交"的开展不仅有利于中国突破当前的贸易和能源困境,而且也可以极大地加强中国与周边国家的文化交流,实质性地改善中国的安全处境。中国在"新丝路外交"中应该注意防范非传统安全威胁,利用好包括联合国在内的各种国际协调机制,并避免恶性的大国竞争。  相似文献

This paper presents an active learning module design and implementation strategy for use in an undergraduate course on globalization, world politics, international political economy, or international relations. Students are first asked to conduct research on their wardrobe and its origins by country, allowing for classroom discussion of research methods and designs. Results are submitted, along with a short response essay. This is evaluated in conjunction with a case-study short reading and shared discussion, followed by a short video/multimedia presentation on free trade and labor issues. Drawing on literature on active learning, I argue that this presents a more cohesive approach for engaging students in the material on a substantive level, while at the same time allowing them to actively appreciate and understand such diverse concepts as commodity chains, free trade zones, fair trade versus free trade, gendered divisions of labor, consumer responsibility, research methodologies, and macroeconomic shifts in employment across nations. This also serves as a rubric for instructors to use in creating their own topical "modules." Preliminary data and classroom results are discussed, as are additional strategies for lesson development.  相似文献

An important milestone in the development debate is the recognition of poverty as a multidimensional phenomenon via the capabilities approach. However, a challenge remains in that many governments in less-developed countries continue to avoid prioritizing issues of absolute deprivation. This paper demonstrates how and why existing efforts to operationalize capabilities may distract policy makers from giving sufficient weight to issues of basic survival. We propose that international organizations can address this challenge through a method of triangulation: (1) identify how countries rank on universal goals of human development; (2) identify how countries rank on universal goals of basic needs provision; and (3) promote participatory poverty assessments. This approach ensures that absolute deprivation issues are addressed, and it establishes an acceptable (and necessary) balance between standardization and local complexity.  相似文献

The essay reviews the content of twenty-five years of Negotiation Journal , identifying themes and issues explored on its pages in the past, the current issues challenging the field's scholars and practitioners, and the issues likely to confront us in the future. It argues that while we in the field hoped for simple, elegant, and universal theories of negotiation and conflict resolution, the last twenty-five years have demonstrated the increasing complexification of negotiation theory and practice, from increased numbers of parties and issues, and dilemmas of intertemporal commitments, ethics, accountability, and relationships of private action to public responsibility.  相似文献

Drawing on theories of international relations (IR) and comparative politics, this article explains why the cold war ended in 1989 rather than 1953. Numerous scholars have used IR theory to discuss the end of the cold war, but most of the circumstances they highlight were also present in the spring of 1953, right after the death of Joseph Stalin. This article presents three broad theoretical approaches that deal with the connection between domestic politics and international relations, and it then shows how these approaches can help us understand the similarities and differences between 1953 and 1989. In particular, the article emphasises the importance of time. In the spring of 1953, the window of opportunity was very brief—only a few months, which was insufficient for the two main cold war antagonists to overcome their deeply entrenched suspicions and make far-reaching adjustments in their policies. In the latter half of the 1980s, by contrast, the sweeping reorientation of east–west relations occurred over several years, giving policy-makers on both sides sufficient leeway to adapt and to 'learn' new ways of interacting.  相似文献

As crises grow more transnational in origin and effect, managing them effectively will require international cooperation. This article explores the dilemmas inherent to producing common crisis management capacities across national governments. Drawing on the literature related to "international public goods," the article builds an approach for understanding these dilemmas through the lens of collective action and the perverse incentives associated therein. The article applies this approach to cooperation in Europe on an issue that typifies the transnational crisis—the spread of communicable disease—and highlights obstacles to European Union ambitions to build a robust system for disease surveillance and control. Having isolated the obstacles, the article then identifies solutions to facilitate cooperation toward more effectively producing the good in question.  相似文献

During this age of globalisation, the law is characterised by an ever diminishing hierarchical framework, with an increasing role played by non-state actors. Such features are also pertinent for the international enforceability of human rights. With respect to human rights, TNCs seem to be given broadening obligations, which approach the borderline between ethics and law. The impact of soft law in this context is also relevant. This paper aims to assess whether, and to what extent, this trend could be a proper path to enforce the legal accountability of transnational corporations for human rights. It will be argued that the interplay between law and ethics should be assessed differently depending on which kind of correlative duty is at stake. With regard to negative duties, soft law tools concerning TNCs’ conduct may weaken the impact of hard law. By contrast, when positive duties are concerned, insofar as the horizontal effect of rights cannot be assumed, soft law turns out to be much more useful.
