Sensitive determination of barbiturates in biological matrix by capillary electrophoresis using online large-volume sample stacking

In China, some forensic cases are caused by barbiturates. Thus, the determination of trace level barbiturates in body fluid is important for the poisoning investigation. In this study, an online large-volume sample stacking (LVSS) with polarity switching in capillary electrophoresis (CE) was applied for the sensitive determination of barbiturates. This technique involves injecting a large volume of sample into a capillary and removing the sample matrix plug out of the capillary by reversing the polarity. Quantitation limit obtained was 0.048, 0.057, 0.039, and 0.015 μg/mL for secobarbital, amobarbital, barbital, and phenobarbital (signal-to-noise ratio = 9). By using LVSS, the stacking was simply achieved at 171.7-, 169.7-, 202.7-, and 169.1-fold for the above four barbiturates. The relative standard deviation values of intraday and interday were <2.11% and 4.69%, respectively. Recoveries were ranged from 83.7 to 105.2%. Finally, the trace analysis method was applied to the analysis of real forensic specimens and has achieved satisfactory results.

‘Land yes,dam no!’ Justice-seeking strategies by the anti-dam movement in the Ribeira Valley,Brazil

This contribution examines how and with what effects the Movement of People Threatened by Dams (MOAB) in the Ribeira Valley, Brazil, works at various scales simultaneously. It is argued that MOAB was kicked off by mobilising Afro-descendants around livelihood issues, and that one of the first anti-dam strategies was to claim quilombola recognition and land rights at the state level. MOAB soon expanded its network and broadened its agenda to include procedural justice, targeting federal and international agencies for recourse. The paper concludes that MOAB has successfully used different scales for framing, mobilisation and action, which has contributed to the dam project being put on hold for almost three decades.     

Beyond “Socially Constructed” Disasters: Re-politicizing the Debate on Large Dams through a Political Ecology of Risk

Questions of dam safety and hazard potential most often do not take center-stage in contestations and articulations concerning large dams. Through a comparative study of two of Europe’s most emblematic dam disasters – Vajont (Italy) and Ribadelago (Spain) – and the ongoing conflict over the safety of the Lower Subansiri Hydroelectric Project in Northeast India, this article argues that the damage caused by dam disasters is often not unavoidable or unforeseen but instead allowed to happen. Our cases show that power relations, economic pressures and profit influence “risky” dam management decisions, often disregarding the vernacular knowledge of concerned communities and silencing critical voices that do not fit dominant narratives of modernization and progress. We posit that an essential requirement for re-politicizing the question of dam safety is to unpack the apolitical notion of “socially constructed disasters,” thinking instead about “capital-driven destructions.” By emphasizing resistance against dam projects and against dominant risk discourses across space and time, this article seeks to underline the legitimacy of past and ongoing struggles surrounding the construction of large dams.

The impact of mining rights on the local communities in Limpopo Province, South Africa： A comparative study

The paper aims to give an account of the substance and support the development of community based organizations in balancing their interests against the interests of the mining industries. It further examines the issue of the protection of social and economic right in the context of the globalization of the activities of multinational mining and petroleum companies, as illustrated by different instances of increasing state withdrawal and with regard to specific African countries. In Africa, economic liberalization has been accompanied by a programmed redefining of the role of the state withdrawal from certain areas： planning, production and social reform, a reorientation of state intervention from certain other areas, redistribution, regulation and mediation etc, with a view of promoting a particular type of growth strategy based on promotion of private economic interests. This process has led to the delegitimation and weakening of states which were already characterized by fiscal crises, notably in countries under structural adjustment. While the process of reconceptualisation of the role of the state is not specific to Africa, its impact has been particularly significant with regard to the possibility of implementing developmental strategies designed to protect social and economic rights.
