Like a tree

The contemporary mediascape has been marked by a proliferation of popular TV genres in which the public appear as central protagonists. These genres are part of a broader shift in the relationship between media and audiences which challenges traditional conceptions of public service broadcasting and appear to represent a shift from media as public knowledge to media as constituting a space for diffuse popular engagement. A central feature of this shift has been the growing role of popular forms of expertise on television. This paper maps the main critical debates around participatory television and the role of the expert, from earlier work on talk shows to more recent discussions of reality and makeover TV. It notes a transition within the critical media and cultural studies literature from a focus on public sphere theory and questions of democratization to a growing concern with the role played by popular media culture in supporting new modes of governance based on the expert mediation of normative self-control. In this paper we analyze the role of experts on Oprah Winfrey's popular website Oprah.com, noting both the utility and limitations of a governmental perspective. Extending upon Foucault's notion of the productive nature of liberal subjecthood, the paper suggests the more positive role played by popular expertise in contributing to a media–civic culture articulated to a politics of recognition.     

Queer love economies: Making trans/feminist film in precarious times

In this essay, the authors, all experimental filmmakers, discuss the impact of Born in Flames on their own work, as well as the ways their various projects pick up, extend, or change the political questions raised by the film. The relationships of experimental film to political community and community building are explored, particularly in the context of queer, feminist, trans, anti-racist politics and media.     

论和谐侦查的语境

和谐侦查是指权力机关在办理案件过程中,依照法律和社会许容度进行的专门调查工作和有关的强制性措施。侦查语境指的是侦查存在和运行的外部环境。和谐侦查的实现应以相关语境为依托,汲取语境的合理内核,相辅相成。其现实语境应涵盖以人为本的政治语境,正义实现的法律语境,探求真实的哲学语境。和谐侦查的构建没有现成的经验可供借鉴,因此,侦查所应有的各项理性规则与程序,侦查所面临的评价标准等等,仍待进一步实践和探索。     

对我国“大部制”改革若干问题的思考

大部制顺应了市场经济和服务型政府建设的要求,它是成熟市场经济国家与服务型政府职能相一致的政府组织体制,是与西方地方自治前提下的中央地方权力功能性分立相一致的。中国的国情决定我们在实行大部制改革过程中应深刻调整中央地方的关系,协调与党的机构、人大政协机构的关系,从决策、执行、监督相一致的高度设计,打破目前部门利益格局的权力运行框架。     

关于强化城市大气环境管理若干问题的思考

我国城市大气环境质量不容乐观,特别是煤烟加汽车尾气复合型污染是当前急待解决的问题。要强化大气环境管理,应建立有效的大气环境管理运行机制,制定大气污染防治目标和对策,积极推进各种管理手段的改革和深化,坚持科研为管理服务,加强科学研究。     

《克丽丝德蓓》中的性别政治

美国学者凯特·米利特（Kate Millet）在她的著作《性别政治》一书中第一次明确地提出了性别政治的概念。米利特指出两性关系是一种统治与被统治的关系，即男性统治女性。这种权力结构长期以来被视为是理所当然的。《克丽丝德蓓》是英国浪漫主义时期诗人柯尔律治的三部代表作之一，长期以来在学术研究方面较少得到关注。《克丽丝德蓓》与作者其他两部代表作最明显的差异在于把历经磨难的主人公设定为一位柔弱少女。本文试图从男性作者视角的天使与魔鬼，男性力量的操纵与拯救和男性心理的公平与偏见等方面，阐释柯尔律治《克丽丝德蓓》中体现出的性别政治。

Exile and Diaspora in an Atypical Context: Chileans and Argentineans in the United States (1973–2005)

This article focuses on two groups of Southern Cone exiles' communities, Chileans and Argentineans, choosing to settle down in an atypical destination: the United States. After estimating some qualitative and quantitative findings, the article delves into the ways these communities settle down, remember their relationship with politics, maintain their connection with exiled fellow‐countrymen worldwide and perceive their national identity. By relying on an empirical, single‐case perspective, with no theoretical ambitions to extrapolate its conclusions to other contexts, this article examines the extent to which the conceptualisation of the exile and diaspora categories changes when applied to these two communities.

基于“政治主导”的政治理念，民主党政权在政策决定过程领域推行政官关系变革。历经鸠山内阁、菅内阁与野田内阁，随着政官关系变革态势的减弱并遭受顿挫，民主党政权的政策决定过程反复变化。政官关系定位不准，不仅导致民主党政权的政策决定过程反复变化，也削弱了其决策效益与执政能力。     

Significance of the BRICS Mechanism

正The two-day Sixth BRICS(Brazil,Russia,India,China,South Africa)Summit,which convenes on July 15 in Fortaleza,Brazil,marks the fi rst session of the second cycle of BRICS Summits.Formulated as a global investment concept a decade or more ago,the BRICS group has held summits respectively in Yekaterinburg,Brasilia,Sanya,New Delhi,and Durban.Inter-BRICS cooperation began with the foreign ministers’meeting during the 2006 UN General Assembly,and progressed to the First BRICS Summit of 2009.The mechanism has since evolved into a framework for building partnerships in international politics,international economy and pragmatic cooperation.Centering on BRICS Summits,the partnership is buttressed
