关于新时期高校学生思想政治工作的思考

以党的十六大精神为指导,剖析在新时期高校学生思想政治工作领域呈现的新问题、新形势,提出加强高校 学生思想政治教育工作的新思路、新方法;按照党建新理论的要求,努力把"三个代表"落实到高校学生思想政治工 作的实处。     

西方地方政府研究述评

西方国家地方政府研究的历史由来已久,但随着经济社会的发展,特别是上世纪80年代以来,西方地方政府研究的内容发生了很大改变。目前,西方地方政府研究内容主要集中在全球化、区域化与地方政府;地方政府与地方公共服务;社会资本和地方政府等问题上,并呈现一些共同的特点。如何在我国地方政府实践的基础上,科学地借鉴西方地方政府研究的先进成果,是我国目前地方政府研究的一个重要问题。     

论陕西地方政府在小城镇发展中的角色定位

当前重视发展小城镇对于解决陕西“三农”问题、构建和谐社会意义尤其重要。我国各地小城镇发展的现状也反映了地方政府推动型模式的积极作用。陕西地方政府必须通过狠抓产业支撑、强化管理、经营小城镇、创新制度等,推动陕西省小城镇稳健发展。     

Politics and Markets in the Irish 'Celtic Tiger'

Ireland's rate of growth and employment creation during the 1990s far outstripped economic performance in the rest of the OECD. Competing explanations are available in accounting for these outcomes, one stressing the primacy of the market, the other focusing on political choice. A case is made for the importance of politics, particularly the successful strategic adaptation to the challenges and opportunities afforded by the completion of the Single European Market during the 1990s. Ireland, as a small open economy, needs to combine effective external adjustment with appropriate domestic adjustment policies. Two policy areas are chosen for particular attention: industrial development strategy, and social partnership arrangements. This experience has implications beyond the Irish case, as the new central European and Baltic EU member states face similar challenges of policy adaptation.     

藏族信仰崇拜中的山神体系及其地域社会象征--以热贡藏区的田野研究为例

山神信仰是藏区社会的一种集体表象,是藏族文化中重要的象征体系。民族志资料表明,体系化建构的山神与社会结构具有紧密的相互映照关系,从山神与社会结构关系的视角去透视山神体系,可以发现守护神信仰体系的不同圈层隐喻的是藏区大小不同的地域社会,所谓藏区四大或九大山神的说法,在一定意义上正是藏区不同区域社会的象征。     

Democracy and decentralisation: local politics,marginalisation and political accountability in Uganda and South Africa

While democratic decentralisation is viewed as an important vehicle for development in sub‐Saharan Africa, its viability in practice is often doubted. Lack of resources, expertise, marginalised populations and the inexperience of local electors are all barriers to successful decentralisation. However, often overlooked are the diverse ways in which local people use the opportunities provided by democratic decentralisation to engage local authorities and demand accountability. Using examples from Uganda and South Africa,¹ this article demonstrates how local people use democratic openings to meet the challenges of marginalisation and demand accountability. While the data is from the mid to late 1990s, the evidence presented here is relevant to the continuing debate over democratic decentralisation for it reveals something that is not always recognised: lack of resources is not necessarily the problem; developing political capacity for demanding accountability for existing resources is what is important. The implication is that for decentralisation to be effective, practitioners must develop a better understanding of local political engagement so that their efforts may strengthen rather than thwart emerging political relations of accountability. 从利益角度看我国地方政府间竞争

通过经济利益、政治利益、文化利益几个方面对我国地方政府间竞争现状的原因进行分析,可以建立利益约束机制、利益分享机制、利益补偿机制来实现协调地方政府间的利益关系,从而促进经济的健康稳定发展。

构建社会主义和谐社会是我们党顺应历史发展潮流提出的战略目标。青年是党和国家的宝贵人才资源,是建设和谐社会的重要力量。因此,从理论上提高青年对构建社会主义和谐社会重要性的认识,帮助青年树立构建社会主义和谐社会的理想信念,培养其构建和谐社会的实践能力,已成为当前加强和改进青年思想政治教育需要认真重视的一个新课题。

本文简要论述了建立妇女参与政治和决策的指标体系的思路,并运用该指标体系对中国妇女参与政治和决策状况进行了评估。     

邓小平政治文明观的理论构想

邓小平虽然没有提出“政治明”的概念,但他的理论却蕴涵着丰富的政治明思想,具有严密的逻辑体系：中国的国情是我国社会主义民主模式的基本出发点;社会主义民主是社会主义政治明的根本价值追求;循序渐进论、批判借鉴论和协调发展论是建设社会主义民主政治的途径;坚持党的领导,实行依法治国是建设社会主义政治明的根本保障;而加强政治体制改革,充分发扬党内民主是社会主义政治明建设的动力。
