我国选举体制存在问题分析

选举的重要性在我国民主政治建设进程中日渐突出。我国以人民代表大会制度为主的选举体制取得了很大成功 ,但仍存在着选举范围窄、流于形式等问题。要考虑实行人大代表专职化和人大会议常设化 ,以充分发挥人大在国家政治运行中的核心作用     

An electoral calculus? Dual incentives and committee assignment in the UK’s mixed-member legislatures

Although mixed-member electoral systems offer an apparent opportunity to observe how different rules shape politicians’ behaviour, ‘contamination’ between the SMD and PR-list tiers has frequently confounded academic work. Investigating Scotland and Wales’ mixed-member legislatures by exploiting their different chamber sizes and an unusual dual candidacy prohibition in Wales, modelling of committee assignments uncovers a split finding. Controlling for membership of the lead governing party, list members have a higher committee workload than their constituency colleagues, and members with previous employment experience in justice and health are more likely to be assigned to the corresponding subject committee once elected. Elsewhere, expectations that members might seek assignments that best suit theorized re-election interests are not found. The hypothesized influence of electoral rules is strongly conditioned by the small size of the legislature in Wales.     

区域经济发展中的地方政府合作

虽然合作博弈论的发展落后于非合作博弈,但是合作博弈的实用性逐步得到了重视。本文试图通过合作博弈的简单模型来阐述区域经济中地方政府合作的困境和合作的价值,进而提出了解决地方政府合作困难的办法,以建立协作组织以及利益分配合理化,保证合作过程的完整性来完善和促进政府合作。     

地方政府与农民在农村土地流转中的角色定位及重塑

农村土地流转制度改革是一个复杂而系统的过程,需要明确地方政府的主导角色和发挥农民的主体作用。然而,当前土地流转过程中地方政府与农民的角色定位与现实境遇存在巨大偏差,遭遇到种种困境和瓶颈束缚,迫切要求从体制上、从观念上加以重塑,推动农村土地流转制度改革。     

政治认同和执政地位

中国共产党执政地位的取得和巩固与大多数民众对她的政治认同正相关。改革开放以来,民众对党的政治认同发生了巨大变化,执政地位面临新挑战。通过解决农业社会向工业社会转型的重大问题,建立"同意"和"共识"的政治,重振干部队伍的道德形象和公信力,是重构和增强民众对党的政治认同,进而巩固执政地位的明智选择。     

我国经济执法的重心应当上移

经济执法的级别管辖问题既是经济法的实施问题,也是行政执法的程序问题,与中央政府和地方政府的事权划分问题直接相关。目前中国的经济执法以地方政府为主,其实施中遇到的最大问题是地方保护主义,要克服这一顽症,需要将经济执法的重心上移到比较高层级的政府——直至中央政府。这不仅与经济法管理事务的受益范围——属于全国性和跨省的事务相符合,也符合建立权力和责任高度统一的中央政府和地方政府的需要。     

地方政府经济行为:激励制度与科学发展

改革开放以来,中国通过一系列的制度安排,为地方政府发展经济提供了一种有效的激励。这种激励制度促使地方政府利用其地方优势和资源等进行获取经济发展所需的稀缺资源和规避发展成本的激烈竞争,从而极大地促进了地方经济的快速增长。但是,在地方经济发展的同时也出现了一些无序竞争和过度竞争的问题。本文针对这些问题,提出了规范地方政府竞争行为以实现科学发展的政策建议。     

Studying African interventions ‘from below’: Exploring practices,knowledges and perceptions

ABSTRACT

This article argues for a shift in researching African interventions: from a top-down study of African regional norms and institutions towards a view ‘from below’ on the actual practices of intervention and how they play out on the ground. Such a view is important in order to understand the contested politics of African interventions as well as disconnects between grand regional architectures and their imprints on the ground. In doing so, this article also seeks to link research on African interventions to the academic debate on peacebuilding and peacemaking interventions more generally. While this literature has increasingly taken the ‘local’ into account, such a localisation in terms of researching African interventions has yet to take place. This article suggests three dimensions in which a view ‘from below’ could be translated into the research agenda on African interventions.     

超越税务:乌海联合办税对中国"府际关系"发展的启示

"府际关系"是政府过程研究中一个非常重要的领域.内蒙古乌海市在实践中探索出的国、地税联合办税模式,虽然只是发生在一个地方,仅涉及国税、地税两个部门的制度创新,但其在理论探索上的贡献,已经超越了税务行政本身的变革.乌海联合办税模式在构建"伙伴型府际关系"方面的主动探索,从纵横两个维度上,不仅为在实践中逐步化解条块矛盾,构建新型的横向"府际关系"和调整政府横向间的职能配置等提供了新的思路,同时也为在理论上深化中国的"府际关系"理论研究提供了一个新的方向.     

From local to global： Can local journalism be a new approach to environmental awareness？

Turkey＇s media agenda mostly consists of European relations, the Middle East question and Iraq. The rest of this agenda is predominantly economic news. Because of its geographical location, it is difficult for environmental problems to be perceived as leading problems and find places in Turkey＇s national newspapers. The importance of the local media arises in creating awareness about the environmental issues and forming public opinion in order to find solutions. Due to the immediacy component of news, creating public opinion about the environment through local as opposed to national media is considered to be a more effective method. It is purpose of researcher to determine whether this which is seen to be effective theoretically will also have the same effect in practice. In this research, content analysis will be applied to three local newspapers in Turkey. It has seen that the local media reports environmental news, its source are government and city hall. It has given information to form awareness to the environmental issues.
