This article contributes to debates that aim to go beyond the “democratization” and “post-democratization” paradigms to understand change and continuity in Arab politics. In tune with calls to focus on the actualities of political dynamics, the article shows that the literatures on State Formation and Contentious Politics provide useful theoretical tools to understand change/continuity in Arab politics. It does so by examining the impact of the latest Arab uprisings on state formation trajectories in Iraq and Syria. The uprisings have aggravated a process of regime erosion – which originated in post-colonial state-building attempts – by mobilizing sectarian and ethnic identities and exposing the counties to geo-political rivalries and intervention, giving rise to trans-border movements, such as ISIS. The resulting state fragmentation has obstructed democratic transition in Syria and constrained its consolidation in Iraq.  相似文献

Critical theory avows that “where there is power there is always resistance”. However, the practical implications and consequences of particular modes of resistance remain, within World Politics, under-theorised. In critical terrorism studies (CTS), this critical imperative to resist has recently emerged in the proposal to remember state terrorism. With this move, CTS aims to disturb the legitimacy of forms of violence/terror that emerge from the state. In this article, I argue that such an agenda of “resistance through memory” has already been put forth in the Global South (specifically, Latin America). Drawing on this historical experience, I elucidate some problems with the critical imperative to resist. More specifically, I show how in Brazil the Global South counter-memorial narratives of state terror share a common ground with the Global North counterterrorism discourses. I do so by analysing three underlying tropes of Brazilian remembrance that replicate Global North representations of terrorists: bestialism, pathology and dehumanisation.  相似文献

Abstract

This special issue seeks to rethink “resistance” as a critical social science concept in the light of a range of critiques since the 1980s. The five articles in this issue draw their empirical materials from contemporary India, but their arguments have significant implications for those working on other parts of Asia and the world. The articles acknowledge the inherent ambiguities and ambivalences of subaltern resistance in the face of hegemonic social formations, yet, shorn of exoticising and homogenising tendencies, resistance can be reconceptualised as the negotiation rather than negation of social power. Such a reconceptualisation is useful to study a wide range of contentious politics from foot-dragging through protests to social revolutions under a single analytic umbrella. Resistance, in this sense, ought to be recognised as a vital part of a critical realist ontology of society, which helps us understand and critique existing structures of social domination in order to pursue emancipatory possibilities via the generation of social scientific knowledge.  相似文献

In such contexts of uncertainty, state rulers and other social forces advance competing notions of the relevant and legitimate boundaries of territories and identities. Amid the fallout from the Scottish independence referendum, a UK constitutional convention has been proposed as a mechanism to take stock not only of the referendum, but also of the past fifteen years of devolution. However, despite longstanding conceptions of British constitutional development, a constitutional convention would not herald a brave new world for the UK's constitution. As the article highlights, in the past hundred years there have been two attempts to treat the territorial constitution in the round: the Speaker's Conference on Devolution, 1919–1920 and the Royal Commission on the Constitution, 1969–1973. This article examines both of these forums, arguing that they provide clear warnings for a future UK constitutional convention, in particular the threat of internal division that any such forum risks facing. A danger that this article highlights is heightened by the associated difficulty of reaching agreement across the UK's ‘state of unions’.  相似文献

This article explores some of the current themes round the perceived crisis in British politics in supposed an age of ‘anti‐politics’. Drawing on Bernard Crick's In Defence of Politics, it offers a critique of what is referred to as a dominant British political tradition and in so doing seeks to challenge ‘demand‐side’ accounts that ostensibly defend the traditional arena politics of the Westminster system. Instead, it argues that developments around issues such as big data, social media and freedom of information have led to a more open society in recent years. It concludes by suggesting that if traditional political institutions wish to restore a greater degree of legitimacy, they need to ‘do’ or, more particularly, ‘supply’ politics differently, adapting to these changes by seeking out new modes of openness, engagement and accountability.  相似文献

The failure of the Coalition government's attempt to reform the House of Lords has by no means taken further reform off the political agenda. The commitment to installing an elected upper chamber is still widely shared across the political spectrum, on the basis of perceptions that the House of Lords lacks democratic legitimacy. Against this view, this article considers recent literature upon non‐electoral representation, deliberative democracy and bicameralism, which together highlight the possibility of an unelected second chamber playing a legitimate role within a wider (democratic) system of government. The article then considers the House of Lords from this perspective, reflecting on changes in the upper chamber since the 1999 reforms and evaluating its role within the wider political system. The paper concludes by suggesting that political debate should focus upon small‐scale reforms to ensure that the Lords becomes more effective, representative and legitimate, within the constraints of its present role.  相似文献

One of the professed goals of the 1998 Tanzanian Local Government Reform Program, entailing substantial decentralization, was to provide for a democratic administrative set up in local government. Elected local councils were invested with responsibilities for a wide range of policy sectors and services; the local administrative staff, formerly recruited and instructed by central government, would be appointed by and accountable to the local councils. A well‐functioning local politico‐administrative system was considered paramount to improve service delivery and ensure control of decision making by the local community. This article reports on research into the relations between councilors and administrators in two Tanzanian municipalities. Overall, these relations were found to be tense and full of discordance, caused by clashing role perceptions and mutual distrust. The research suggests that the main factor underlying the behavior and attitudes of councilors and administrators is the very system of public administration, which — despite the ambitions expressed in the Local Government Reform Program — remains very centralistic in character.
