Abstract

Ever closer relations between China and Europe over the last decade have sparked speculation about an emerging axis or balance of power vis-à-vis the United States. China, the European Union and its key member states have expressed a preference for a more balanced international order based on multilateral institutions. Despite a rapid and extensive expansion in economic and political relations between China and the European Union, there is no evidence for balancing against the United States in strategic areas. Rather, the variations in the positions of China, the European Union and the United States can more accurately be seen as policy or interest bargaining. Because the European Union does not share US security interests in the Asia-Pacific region, the European Union and its key member states can seem at variance with the US position on China. Bargaining over the failed attempt to lift the European Union's arms embargo against China shows that the European Union and the United States are not so far apart on strategic issues in the Asia-Pacific.  相似文献

This essay investigates the role of space and personal action in the construction of patient–psychiatrist relations at psychiatric hospitals. In order to explore such a theme, the writings of R.D. Laing prove to be salutary. This is namely accredited to Laing's tenet that the staff and patients of a psychiatric hospital are institutionalised by both physical structures and personal action. A central approach taken in this essay is to explore Laing's theory through an inter-textual reading of Michel Foucault's Madness and Civilization (1967) and Erving Goffman's Asylums (1961).  相似文献

Analysis of narratives from ethnographic research with diamond consumers representing the target market (largely middle-class white women between 20 and 50 years of age) reveals how symbolic associations promoted by industry are refracted through interpretations of both adverts and diamonds in general, but shows that local contingencies (basic attitudes and knowledge about diamonds and their production, circumstances of acquisition, and personal histories) are significant in determining meanings of people's own specific diamonds. Far from being batch absorbers of advert discourse, consumers are idiosyncratic, creative, and sometimes playful interpreters, and furthermore may distinguish between these strategies and those suggested by adverts or as performed by others. These findings are in part explicable on introducing for diamond consumption an important distinction between type and token, whereby a token is a specific instantiation of a generic type. This approach contributes to developing methods supple enough to capture consumers’ multi-dimensional interpretive strategies.  相似文献

As the theoretical and practical interest in policy networks increases, so does the need for further research into how, and based on what rationales, actors within a policy subsystem engage in interorganizational collective action and form political coalitions. The aim of this paper is to continue the search for explanations for coordination and coalition structures in the setting of Swedish carnivore policy. Based on the Advocacy Coalition Framework (ACF) and a previous case study within the same policy subsystem, the study investigates a set of hypotheses regarding actors' coordinating behavior and the defining elements of coalitions. The empirical analysis indicates, in support of the ACF, that perceived belief correspondence is a better predictor of coordination than perceived influence. Moreover, the explanatory power of empirical policy core beliefs in general, and normative policy core beliefs in particular, is further reinforced, while deep core beliefs seemingly do not influence coalition structure. The relevance of more shallow beliefs for coalition formation cannot be dismissed and therefore calls for additional research.  相似文献

This article discusses a unique organization in the regulatory world, the Brazilian Association of Regulatory Agencies (ABAR), which brings together federal, state, and municipal regulatory agencies across different policy sectors. The paper argues that as a regulatory policy network, ABAR has been crucial to the professional socialization, capacity building, and institutionalization of regulators in Brazil. Moreover, it has promoted their identity as professionals and differentiated them from politicians, regulatees, and societal actors. Thus, while ABAR raises the shield of expertise to secure independence from political and social interference, it has itself become a relevant actor in the country's regulatory political dynamics, contributing as such to the strengthening of the Brazilian regulatory state.  相似文献

The phase of democratic consolidation can significantly impact the motives, dynamics and objectives of civil society. Its internal roles, dynamics and power balances are significantly altered by the advent of democracy, due to shifting resources, political opportunities and a general reframing of goals and objectives. By adopting a definition of civil society as an ‘arena’ (which highlights the continuously evolving composition and leadership of civil society) and borrowing a number of theoretical dimensions from social movement theory (which underline the importance of resource mobilization, political opportunities and conceptual framing processes), the article shows that the advent of democracy has posed a number of challenges to civil society organizations in Korea and South Africa. Moreover, the consolidation of democracy has inevitably changed the nature of government–civil society relations. While in South Africa institutional politics reasserted itself in the first years of democracy, thereby sidelining organizations and movements concerned with public accountability and good governance (which have only recently resurfaced through the action of new social movements), in Korea corruption and lack of transparency immediately marred the dawn of democracy, providing civic movements with a fertile terrain to galvanize civic mobilizations vis-à-vis the lack of responsiveness of the political class.  相似文献

Looking at the formation of transnational advocacy networks, this article argues that central aspects evade attention unless approached from a discursive orientation. Utilizing interviews and first-person observation from a particular example of transnational mobilization—critical of negotiations to expand the World Trade Organization's General Agreement on Trade-in-Services—the article demonstrates how an expanded focus on discourse can help research better understand: (1) the self-driving momentum within networks through which those actors involved experience a reconstituted identity and affinity to one another; (2) the role played by earlier moments of collective action in providing both an infrastructure of pre-existing relations and politicization from which the network may draw upon; (3) the often porous character of campaign activity where there is rarely one but, in fact, many overlapping networks at play as part of a much wider discursive process; and (4) the role abstract signifiers such as ‘global’—as in ‘Global Campaign for?…’—play in framing the network despite an often uneven geographic distribution to campaign activity and power within the network.  相似文献
