Structural changes in the world economy pose challenging new problems for comparative policy analysis. One such problem is the harmonization of domestic policies and institutions, which the Uruguay Round of GATT negotiations has identified as a key principle of international economic relations. Harmonization may mean the creation of a single policy space out of a number of distinct jurisdictions. It can also mean the adoption of common policy goals or general principles that national governments can pursue by different strategies. Comparative analysis can help in choosing the type of harmonization most appropriate in a given context. This article analyzes the development of harmonization strategies in the European Community/European Union. The European experience shows that far-reaching economic integration can be achieved without suppressing cultural diversity and legitimate differences in national preferences.  相似文献

In this article we examine how post-industrial Britain and Denmark undertake vocational training for low-skilled retail workers. Specifically, we evaluate whether leaders in training skilled industrial workers are also doing the best job with low-skilled service workers. While Danish retail is increasingly becoming a haven for low-skilled workers, British workers are gaining in skills levels with the transition to services even in the retail sector. While some suggest that social democratic countries have sacrificed the political interests of low-skilled workers in order to protect core manufacturing workers, we find no evidence of this. Rather, the high expectations of vocational training in Denmark have forged barriers to the easy admission of low-skilled service workers, while the British system provides more entry points for vocational training at different levels. The structures of coordination that had narrowed the gap between white-collar and blue-collar manufacturing workers during the industrial age are creating new cleavages in the post-industrial economy.  相似文献

Consideration set models (CSMs) offer a novel way to study electoral behavior. Until now, they have been mostly studied at the micro-level of the voter's decision process. By contrast, we focus on the implications of CSMs for understanding the phenomenon of party competition. We propose a two hurdle model whereby parties compete for both consideration and selection, pursuant the consideration and choice stages of the CSM. We operationalize these hurdles in terms of a party's inclusivity—is it being considered?—and exclusivity—is it considered on its own?—and formally derive lower- and upper-bounds for the electoral fortunes of the party. We also show how consideration set data can be used to sketch the competition landscape in an election and to characterize the system-wide competitiveness of a political system. We illustrate our concepts and ideas using data from the 2010 Dutch and 2014 Swedish parliamentary elections.  相似文献

Legislators face numerous trade-offs with regard to how to spend their time. One factor is, however, beyond their control: the distance between their constituency and the legislature. A more distant constituency implies increased travel, which decreases the time available for activities within the legislature itself, while also raising the possibility of centre–periphery dynamics in representation. Previous work has found that as distance between constituency and legislature increases, so does constituency focus, but it has not established why this is. This article explores the impact of geographical remoteness on representational activity, analysing a dataset of parliamentary activity in the British House of Commons (2005–2015), showing that the more remote an MP’s constituency, the less likely that MP is to attend votes, while being more likely to sign Early Day Motions. The article further shows that this is most likely driven by a centre–periphery dynamic rather than simply being a response to longer travel time.  相似文献

The aim of this article is to investigate whether or not and how immigration policies affect immigration flows. Such policy impacts have hardly been investigated so far as the necessary data is lacking. For the first time, two new datasets are combined to systematically measure immigration policies and bilateral migration flows for 33 Organisation for Economic Cooperation and Development (OECD) destination countries from over 170 countries of origin over the period 1982–2010. The study finds that immigration policies have an important effect on immigration flows and thus that states are able to control their borders. To some extent the control capacities depend on other factors in attracting or deterring immigrants. The article shows that the deterrence effect of restrictive immigration policies increases when unemployment rates are high. It appears that, in these contexts, states start to care more about effectively protecting their national economy. Moreover, policies are more effective for migrant groups from former colonies or when the stock of this group is already high in a destination country. In these circumstances, information on border regulations are more easily disseminated, which in turn makes them more effective.  相似文献

Cyanide is a powerful and rapidly acting poison. In Japan, cyanide poisoning is rare, and regular cyanide testing can be costly and time consuming. In contrast, alcohol analysis is routinely performed in most forensic laboratories. In this study, we attempted to develop a method for the simultaneous quantification of cyanide and alcohols in blood using headspace gas chromatography (HS–GC). As nitrogen-phosphorus detection (NPD) is more sensitive to hydrogen cyanide than mass spectrometry (MS), a Deans switch was used to switch the detectors during a single run. The separation provided by three analytical columns, PoraBOND Q, CP-Sil 5 CB, and HP-INNOWax, was investigated, and PoraBOND Q was selected. The use of HS–GC–MS/NPD with a Deans switch enabled the simple and simultaneous quantification of cyanide, ethanol, and 1-propanol. Eighteen other volatile compounds were detected in the SIM/scan mode of the MS.  相似文献

Many Western-style democracies have witnessed a general shift in the distribution of crime prevention responsibility, away from the state and increasingly to citizens themselves. Civil society is today more and more often called upon as an additional policing resource. This article explores the phenomenon of voluntary citizen participation in policing in Sweden, based on an analysis of 9280 news-media articles. One state-sanctioned (the Volunteers of the Police) and one autonomous civic (Missing People Sweden) initiative were examined, from their respective start until 2017, to understand the role played by police–citizen partnerships in the establishment and legitimation of voluntary policing forms in Sweden. A high degree of integration between police and volunteer work was found, enabling not only effective citizen participation, but also having an influence on police operations. The more effective and publicly visible the voluntary policing bodies were, the more pressure there was on the police to defend its legitimacy, ally itself with the volunteers and regulate the latter’s activities while holding them responsible for their actions. Arguably, however, with the police–citizen relationship being one of integration and mutual dependence, the division of labour and the accountability of both parties risk becoming blurred or even confused.  相似文献

一国零售业态的发展与其经济发展阶段具有明显的相关性。韩国经济经历了高速增长和市场开放及资本自由化阶段后,便利店、廉价店等新业态大量进入,给韩国以大型百货店和商品交易市场为主导业态的传统零售业态带来了冲击。新型业态基本是模仿国外业态形式或随外资进入的,大型廉价店等新业态在本土化适应过程中不断调整,形成韩国特色。将韩国零售业态置于经济发展过程来考察,会发现与日本战后经济发展的阶段性以及现代零售业态的发展轨迹和政府政策规制的方向具有极大的相似性。我国也呈现出与韩国、日本的相似性。观察韩国零售业态演进过程及其特征,给中国零售业态发展研究提供了一个参照,对总结后发展国家零售业态发展规律具有重要意义。  相似文献
