手机短信与网络诈骗犯罪

随着互联网技术的发展,手机消费将更多地与网络结合,手机短信的快捷、便利为人们生活带来方便的同时,也为犯罪分子所利用,出现了利用手机短信进行网络诈骗新型犯罪,通过对此类犯罪的特点、成因及预防几个方面阐述了自己的观点。     

从犯罪学研究范式论"短信"犯罪

目前,随着手机的普及,利用短信作案的犯罪案件呈逐年上升趋势,对社会生活构成严重危害,引发了一系列的治安问题.运用犯罪学研究范式对这一新型的犯罪现象进行分析研究,是科学揭示犯罪原因以及寻求正确预防对策的客观基础.通过变量等级中个人因素和社会因素的分析,宏观与微观分析轴的具体剖析,以及经验与思辨的结合,从而针对这一犯罪现象完整地构建出理论框架.     

短信息诈骗犯罪的侦查对策

近年来,短信息诈骗犯罪呈多发势头。由于此类犯罪科技含量高、作案方式隐蔽、侵害对象不特定,不仅严重危害人民群众的财产安全,而且给侦查破案带来困难。侦破此类案件应当合理界定管辖权限,做好取证工作,加强协作配合,积极串并案件,选准破案突破口,加强情报信息。     

略论侦查完美主义

侦查完美主义是侦查的理想状态。它的理论前提是国家赔偿制度、侦查法制化和侦查效益论;它注重侦查前周密策划,但又不排除侦查时随机应变;它主要体现在适当完美的侦查目标、完美的侦查人员、完美的侦查时空、对“可能”与“细节”的把握、取得最佳连锁反应、巧妙衔接侦查手段等方面。侦查完美主义必然由于侦查方的素质与犯罪的隐蔽,时间推移下的情况不断变化等因素而受到限制。     

Promoting ethnic equality in campaign messages: Survey experimental evidence from Nairobi,Kenya

In urban sub-Saharan Africa, leaders should appeal to voters of diverse ethnic backgrounds for electoral success. Yet, the political salience of ethnic inequality demands their attention to ethnicity issues in campaign messaging. This study examines the impacts on voter preference of appeals to ethnic equality by using a conjoint experiment conducted in Nairobi, Kenya. Appeals to ethnic equality were varied randomly as follows: (1) no appeal to ethnic equality, (2) appeals to equal opportunities for all ethnic groups (pan-ethnic appeal), and (3) appeals to opportunities for ethnic minorities (pro-minority appeal). The study found a substantial increase in support for politicians making appeals to ethnic equality, while pan-ethnic appeals increased voter support for candidates more than pro-minority appeals. Pan-ethnic appeals were more effective than pro-minority appeals because they bolster support from co-ethnic voters who are also from the candidate's party, while not alienating non-co-ethnic voters or voters affiliated with other parties.

犯罪是一种复杂、流变的社会现象。随着社会新兴领域研究的不断拓展,科学技术的大踏步前进,犯罪中的高科技、高技能含量正日益扩大,手机短信诈骗便是在时代发展过程中出现的一种新型的诈骗犯罪形式。只有认真研究其特点及发展规律,才能因案施策,迅速侦破此类犯罪案件,并以此把握犯罪发展的轨迹,做好防控和打击工作。     

Issue Frame Ownership: The Partisan Roots of Campaign Rhetoric

Campaigns can shape vote choice decisions by effectively framing issues for voters. I examine how campaigns do this by studying the content of issues appeals in television advertisements from U.S. House and Senate candidates. The use of issue frames is partisan. The two parties develop their own distinct rhetorical strategies on particular issues, showing that each party owns particular issue frames. In addition, campaign messages are sensitive to the partisanship of voters. Campaigns are more likely to use conservative frames in Republican-leaning districts and liberal frames in Democratic-leaning districts. Models of campaign strategy should incorporate not just what issues are discussed, but also the rhetorical choices campaigns make to address these issues.
