隐喻语言是思维的载体,在公共话语中担任认知方式的表达媒介,是话语分析的重要考察对象。当前,多数聚焦隐喻的公共话语分析基于概念隐喻理论展开。相关研究从具身体验角度考察了公共话语中概念隐喻产生的心理过程,但未描写和解释语境中隐喻语言的表意网络创设。文章采用隐喻的复杂系统分析法,以英文报刊对金砖国家概念的隐喻构建为例,考察公共话语语境中隐喻语言的表意系统性。研究显示,隐喻语言在公共话语语境中自下而上形成系统隐喻、隐喻情节和隐喻叙事,三者环环相扣,受到话语目的、社会文化、语言语境及认知活动的交互施动。研究发现,隐喻的复杂系统分析法能有效捕捉语境中隐喻语言的协同表意,利于揭示公共话语中隐喻语言产生修辞论辩效果的复杂动因。  相似文献

Legislators are political actors whose main goal is to get re-elected. They use their legislative repertoire to help them cater to the interests of their principals. It is argued in this article that we need to move beyond treating electoral systems as monolithic entities, as if all legislators operating under the same set of macro-rules shared the same set of incentives. Rather, we need to account for within-system variation – namely, candidate selection rules and individual electoral vulnerability. Using a most different systems design, Germany, Ireland and Portugal are leveraged with both cross-system and within-system variation. An original dataset of 345,000 parliamentary questions is used. Findings show that candidate selection rules blur canonical electoral system boundaries. Electoral vulnerability has a similar effect in closed-list and mixed systems, but not in preferential voting settings.  相似文献

Abstract

Central banks have been important yet underexplored actors in the fight against the Great Recession. In addition to ultra-low interest rates, they adopted large-scale bond-buying programmes known as quantitative easing (QE). Yet there is significant variation in QE programmes with important distributive consequences. Why has the Fed adopted multi-trillion-dollar bond-buying programmes in housing, while the ECB has not? This article argues that the Fed targeted the integrated housing finance market as a monetary transmission strategy to stimulate core elements of the US growth model: credit, demand, and consumption. In contrast, the ECB hardly stimulated housing given the eurozone’s fragmented housing finance markets and the macroeconomic frictions with some eurozone growth models, particularly export-oriented Germany. Analysing archival and interview data, this article traces the decisions of these central banks since the Great Recession, contributing to scholarship on the politics of central banking, economic policy in hard times, and the welfare state.  相似文献

The case for Universal Basic Services (UBS) is a recent idea that is attracting much attention. This article provides a theoretical justification for extending the delivery of public services, as an alternative to the longer‐standing argument for Universal Basic Income (UBI). It rests on human need theory and the concept of provisioning systems. Both recognise the irreducible heterogeneity of consumption, the multi‐faceted nature of human needs and the variety of systems on which we all depend. Both recognise the importance of shared systems and mutual benefits. The final part restates the case for social rights or entitlements to the satisfaction of basic needs and for collective responsibilities to meet them to serve the values of equality, efficiency, solidarity and sustainability.  相似文献

ABSTRACT

Although the CFA monetary union is not an ‘optimal’ currency area as such, it has allowed member countries to benefit from the convertibility guaranteed by the French Treasury and from enhanced policy credibility in achieving low inflation rates.

Both benefits may be under threat. The convertibility is under threat due to the harder budgetary commitments imposed on France by its membership of the Eurozone and the dwindling political interest in the CFA Franc Zone shown in France.

The policy credibility is becoming costlier as evidenced by output-inflation trade-offs, which, although still more favourable than in comparable sub-Saharan African countries, have been declining since the 1994 devaluation period.  相似文献

Policies for preventing or mitigating unfavorable economic conditions, such as inflation, balance-of-payments deficits, and recessions are usually determined by successful policies used in the past, but these policies may not be relevant for certain problems in the future due to changes in conditions. In the past, developing countries with balance of payments problems seeking help from the IMF were usually required to reduce their budget deficits, restrict the money supply, and make other macroeconomic restrictions. However, financial crises experienced by the East Asian countries in 1995–1996 arose mainly from declines in their securities markets accompanied by capital exports and sharp currency depreciation. The IMF provided generous assistance conditioned on the recipients' applying restrictive macroeconomic measures, even though there was no inflation or excessive monetary expansion. The cause of the financial crises was primarily capital outflows generated by defaults on loans made by banks largely for real estate projects, and in some cases resulting bank failures. The capital outflow and the sharp depreciation of the currencies, coupled with macroeconomic restrictions, led to recession and unemployment in these countries. The article goes on to discuss the policies the IMF should have promoted. Its credits should have been used to sustain imports rather than to support currencies and maintain debt service repayments.  相似文献

Demand responsiveness is an established principle in the efficient operation of markets. The principle has been applied to government services in international development overseas, and mainstream government service delivery in Australia, but only recently to Indigenous settlements. Shifting the balance in services from supply to demand is seen to have the potential to improve access, outcomes, and sustainability of services. In Indigenous settlements, an important relationship between demand and supply of services does exist, but a deeper analysis is necessary beyond the economic model to account for the complex sociopolitical geographies involved. Further research is required to develop a framework to explain the interactions that occur in practice, to determine the conditions which permit productive relationships to develop between consumers and service providers. The article presents an analytical framework through which to proceed, structured around five proposed research questions.  相似文献

Abstract

This study evaluates contradictory theoretical predictions concerning the relationship between the candidate-centredness of electoral systems and voter turnout. Candidate-centredness has been proposed to both stimulate and depress turnout. Cross-sectional time-series data from 36 democracies between 1990 and 2014 are used to test the competing assumptions made about the impact of the personal vote on turnout. Three measures assessing the extent to which electoral systems create incentives to cultivate a personal vote are employed. The results show that turnout is the lowest in candidate-centred systems and the highest in party-centred systems with closed and ordered lists, while controlling for a host of contextual factors that have been linked to aggregate turnout. In addition, the finding that candidate-centredness is negatively related to turnout holds up even when taking into account district magnitude, electoral disproportionality and effective number of parties.  相似文献
